This volume explores the domestic and transnational considerations associated with Indonesia's ascent, referring to its rise in terms of hard and soft power and its likely trajectory in the future. The creation of the ASEAN Free Trade Area (AFTA) in 1992 and decentralization in 1999 mark the state restructuring in Indonesia. This book analyses the impact of state restructuring on regional economic development in Indonesia between 1993 and 2010. Regional economic analysis shows persistent and severe regional disparities throughout the period. Particularly, econometrics study found that decentralization has accelerated regional disparities whilst the AFTA effect is insignificant on regional economic growth. Furthermore, historical institutionalism analysis on two cities - the manufacturing industry in Batam and the creative economy in Bandung - shows that past and embedded local institutions provide the capacity to adapt and create new development paths. The book suggests the importance of local-specific policies that embrace local knowledge and institutions to develop regional specialization and competitive advantage. This book fills the gap in Indonesian literature that lacks studies on the integrated impact of decentralization and trade liberalization, both economically and politically.
The presidency of Susilo Bambang Yudhoyono (2004-14) was a watershed in Indonesia's modern democratic history. Yudhoyono was not only the first Indonesian president to be directly elected, but also the first to be democratically re-elected. Coming to office after years of turbulent transition, he presided over a decade of remarkable political stability and steady economic growth. But other aspects of his rule have been the subject of controversy. While supporters view his presidency as a period of democratic consolidation and success, critics view it as a decade of stagnation and missed opportunities. This book is the first comprehensive attempt to evaluate both the achievements and the shortcomings of the Yudhoyono presidency. There is increasing interest in the Asian arena; both as a home for the delivery of international higher education and as a breeding ground for a new brand of sustainable domestic and international growth. On December 31, 2015, the ten-member Association of Southeast Asian Nations (ASEAN) ushered in a new era with the founding of the ASEAN Community (AC). The culmination of 12 years of intensive preparation, the AC was both a historic initiative and an unprecedented step toward the area's regional integration. Political commentators and media outlets, however, greeted its establishment with little fanfare. Implicitly and explicitly, they suggested that the AC was only the beginning: Southeast Asia, they seemed to say, was taking its first steps on a linear process of unification that would converge on the model of the European Union. In The Indonesian Way, Jürgen Rüland challenges this previously unquestioned diffusion of European norms. Focusing on the reception of ASEAN in Indonesia, Rüland traces how foreign policy stakeholders in government, civil society, the legislature, academe, the press, and the business sector have responded to calls for ASEAN's Europeanization, ultimately fusing them with their own distinctly Indonesian form of regionalism. His analysis reframes the nature of ASEAN as well as the discipline of international relations more broadly, writing a narrative of regional integration and norm diffusion that breaks free of Eurocentric thought.
This book provides a comprehensive analysis of the constraints facing the development of rural non-farm enterprises in Indonesia. Recent years have seen a substantial effort by the Indonesian government to improve the investment climate. To date, much of this effort has focused on the constraints faced by businesses at the national level. However, if Indonesia is to be successful in creating jobs and reducing poverty across the archipelago, this will require improving the investment climate for the 15.7 million micro and small enterprises that employ more than half of all the non-farm workers in the country. This book brings together leading Indonesian and international academics to consider seven key constraints that RNFEs face: labour regulations and practices; infrastructure; competition and marketing; knowledge transfer and technology; access to credit and financial services; local taxation and user charges; and insecurity. In each case the authors draw on the Indonesian Rural Investment Climate Survey, a unique dataset of more than 2,500 RNFEs, to identify the size and nature of the constraints, the way in which they impact upon enterprise growth and the implications for policy. In addition, a key chapter estimates the strength of the linkage between agriculture and non-agricultural activities in rural areas, showing that agricultural revitalization is an essential complement to the development of the non-farm economy. "Understanding the rural investment climate in both slow- and fast-growing economies has taken on new urgency in the wake of the world food crisis. The rural non-farm economy often provides half or more of the income of farm families and is especially important for food-deficit rural households hard-hit by rising food prices. There are reasons for thinking that this is at last Indonesia's moment on the world stage. Having successfully negotiated its difficult transition to democracy after 1998, Indonesia has held three popular elections with a low level of violence by the standards of southern Asia. Recetly its economic growth rate has been high (above 6 per cent a year) and rising, where China's has been dropping and the developed world has been in crisis. Indonesia's admission in 2009 to the G20 club of the world's most influential states seemed to confirm a status implied by its size, as the world's fourth-largest country by population, and the largest with a Muslim majority. Some international pundits have been declaring that Indonesia is the new star to watch, and that its long-awaited moment in the sun may at last have arrived.
As the first directly elected Indonesian president, Susilo Bambang Yudhoyono (SBY) served at a crucial juncture in Indonesia’s history. Succeeding the three short presidencies of BJ Habibie, Abdurrahman Wahid and Megawati Sukarnoputri, his presidency had a lot to prove. While critical assessment of SBY’s domestic policies have been undertaken, less attention has been paid to his foreign policy. This volume seeks to fill this gap by examining key foreign policy issues during SBY’s tenure, including bilateral relations, Indonesia’s involvement in international organizations, and pivotal issues such as international labour and terrorism.
