Wildlife conservation and other environmental protection projects can have tremendous impact on the lives and livelihoods of the often mobile, difficult-to-reach, and marginal peoples who inhabit the same territory. The contributors to this collection of case studies, social scientists as well as natural scientists, are concerned with this human element in biodiversity. They examine the interface between conservation and indigenous communities forced to move or to settle elsewhere in order to accommodate environmental policies and biodiversity concerns. The case studies investigate successful and not so successful community-managed, as well as local participatory, conservation projects in Africa, the Middle East, South and South Eastern Asia, Australia and Latin America. In Incorporating Indigenous Rights in the International Regime on Biodiversity Protection, Federica Cittadino convincingly interprets the Convention on Biological Diversity (CBD) and its related instruments in light of indigenous rights and the principle of self-determination. Cittadino’s harmonisation of these formally separated regimes serves at least two main purposes. First, it ensures respect for the human rights framework that protects indigenous rights whilst implementing the biodiversity regime. Second, harmonisation allows for the full operationalisation of the indigenous related provisions of the CBD framework that concern traditional knowledge, genetic resources, and protected areas. Federica Cittadino successfully demonstrates that the CBD may allow for the protection of indigenous rights in ways that are more advanced than under current human rights law.
Cultural and spiritual bonds with ‘nature’ are among the strongest motivators for nature conservation; yet they are seldom taken into account in the governance and management of protected and conserved areas. The starting point of this book is that to be sustainable, effective, and equitable, approaches to the management and governance of these areas need to engage with people’s deeply held cultural, spiritual, personal, and community values, alongside inspiring action to conserve biological, geological, and cultural diversity. Since protected area management and governance have traditionally been based on scientific research, a combination of science and spirituality can engage and empower a variety of stakeholders from different cultural and religious backgrounds. As evidenced in this volume, stakeholders range from indigenous peoples and local communities to those following mainstream religions and those representing the wider public. The authors argue that the scope of protected area management and governance needs to be extended to acknowledge the rights, responsibilities, obligations, and aspirations of stakeholder groups and to recognise the cultural and spiritual significance that ‘nature’ holds for people. This book makes current issues in political ecology and the question of globalization accessible to undergraduate students, as well as to non-academic readers. It is also empirically and theoretically rigorous enough to appeal to an academic audience. CONSERVATION AND GLOBALIZATION opens with a discussion of these two broad issues as they relate to the author's fieldwork with Maasai herding communities on the margins of Tarangire National Park in Tanzania. It explores different theoretical perspectives (Neo-Marxist and Foucauldian) on globalization and why both are relevant to the case studies presented. Students are introduced to the practice of multi-sited ethnography and its centrality to the anthropological study of globalization. While drawing on examples from specific Maasai communities, the book is more broadly concerned with the historical and contemporary links between these communities and a global system of institutions, ideas, and money. The ecological incompatibility of Western national park-style conservation with East African savanna ecosystems and Maasai resource management practices, are highlighted. The concept of national parks is traced temporally and geographically from Maasai communities to the enclosure movement in 18th century England and westward expansion in 19th century North America. The relationships of parks to Judeo-Christian assumptions about "man's place in nature," colonial ideologies like Manifest Destiny and the Civilizing Mission, and capitalist notions of private property and "The Tragedy of the Commons," are explored. The book also looks at the latest conservation paradigm of "Community-Based Conservation," and explores its connections to the Soviet Collapse, economic and political liberalization, and the global proliferation of NGOs.
This volume discusses the complex relationship between Protected Areas and tourism and their impact on community livelihoods in a range of countries in Southern Africa. Protected areas and tourism have an enduring and symbiotic relationship. While protected areas offer a desirable setting for tourism products, tourism provides revenue that can contribute to conservation efforts. This can bring benefits to local communities, but it can also have a negative impact, with the establishment of protected areas leading to the eviction of local communities from their original places of residence, while also preventing them from accessing the natural resources they once enjoyed. Taking a multi-disciplinary approach, this book addresses the opportunities and challenges faced by communities and other stakeholders as they endeavour to achieve their conservation goals and work towards improving community livelihoods.
