This volume explores broad conceptual questions raised by the 'discovery' of indigenous peoples as increasingly important global political actors - questions made all the more urgent by the sudden recognition that indigenous diplomacies are not at all new, but merely newly noticed.
Reproduced in this two-volume set are hundreds of treaties and agreements made by Indian nations--with, among others, the Continental Congress; England, Spain, and other foreign countries; the ephemeral Republic of Texas and the Confederate States; railroad companies seeking rights-of-way across Indian land; and other Indian nations. Many were made with the United States but either remained unratified by Congress or were rejected by the Indians themselves after the Senate amended them unacceptably. Many others are "agreements" made after the official--but hardly de facto--end of U.S. treaty making in 1871. With the help of chapter introductions that concisely set each type of treaty in its historical and political context, these documents effectively trace the evolution of American Indian diplomacy in the United States.
Examines the relation between Indian diplomacy and nineteenth-century Native American literature. In the nineteenth century, Native American writing and oratory extended a long tradition of diplomacy between indigenous people and settler states. As the crisis of forced removal profoundly reshaped Indian country between 1820 and 1860, tribal leaders and intellectuals worked with coauthors, interpreters, and amanuenses to address the impact of American imperialism on Indian nations. Diplomacy is conventionally understood as an authentic European invention which was internationalised during colonialism. For Indians, the moment of colonial liberation was a false dawn because the colonised had internalised a European logic and performed European practices. Implicit in such a reading is the enduring centrality of Europe to understanding Indian diplomacy. This Eurocentric discourse renders two possibilities impossible: that diplomacy may have Indian origins and that they offer un-theorised potentialities. Abandoning this Eurocentric model of diplomacy, Deep Datta-Ray recognises the legitimacy of independent Indian diplomacy and brings new practices He creates a conceptual space for Indian diplomacy to exist, forefronting civilisational analysis and its focus on continuities, but refraining from devaluing transformational change.

In The Memory of All Ancient Customs, Tom Arne Midtrød examines the complex patterns of diplomatic, political, and social communication among the American Indian peoples of the Hudson Valley-including the Mahicans, Wappingers, and Esopus Indians-from the early seventeenth century through the American Revolutionary era. By focusing on how members of different Native groups interacted with one another, this book places Indians rather than Europeans on center stage. Midtrød uncovers a vast and multifaceted Native American world that was largely hidden from the eyes of the Dutch and English colonists who gradually displaced the indigenous peoples of the Hudson Valley. In The Memory of All Ancient Customs he establishes the surprising extent to which numerically small and militarily weak Indian groups continued to understand the world around them in their own terms, and as often engaged- sometimes violently, sometimes cooperatively-with neighboring peoples to the east (New England Indians) and west (the Iroquois ) as with the Dutch and English colonizers. Even as they fell more and more under the domination of powerful outsiders-Iroquois as well as Dutch and English-the Hudson Valley Indians were resilient, maintaining or adapting features of their traditional diplomatic ties until the moment of their final dispossession during the American Revolutionary War.
Before the Coushatta Tribe of Louisiana became one of the state’s top private employers—with its vast landholdings and economic enterprises—they lived well below the poverty line and lacked any clear legal status. After settling near Bayou Blue in 1884, they forged friendships with their neighbors, sparked local tourism, and struck strategic alliances with civic and business leaders, aid groups, legislators, and other tribes. The Coushattas also engaged the public with stories about the tribe’s culture, history, and economic interests that intersected with the larger community, all while battling legal marginalization exacerbated by inconsistent government reports regarding their citizenship, treaty status, and eligibility for federal Indian services. Well into the twentieth century, the tribe had to overcome several major hurdles, including lobbying the Louisiana legislature to pass the state’s first tribal recognition resolution (1972), convincing the Department of the Interior to formally acknowledge the Coushatta Tribe through administrative channels (1973), and engaging in an effort to acquire land and build infrastructure. Basket Diplomacy demonstrates how the Coushatta community worked together—each generation laying a foundation for the next—and how they leveraged opportunities so that existing and newly acquired knowledge, timing, and skill worked in tandem.
Self-determination is on the agenda of Indigenous peoples all over the world.
