Over the last two decades, indigenous populations in Latin America have achieved a remarkable level of visibility and political effectiveness, particularly in Ecuador and Bolivia. In Struggles of Voice, Jose Antonio Lucero examines these two outstanding examples in order to understand their different patterns of indigenous mobilization and to reformulate the theoretical model by which we link political representation to social change. Building on extensive fieldwork, Lucero considers Ecuador's united indigenous movement and compares it to the more fragmented situation in Bolivia. He analyzes the mechanisms at work in political and social structures to explain the different outcomes in each case. Lucero assesses the intricacies of the many indigenous organizations and the influence of various NGOs to uncover how the conflicts within social movements, the shifting nature of indigenous identities, and the politics of transnationalism all contribute to the success or failure of political mobilization.Blending philosophical inquiry with empirical analysis, Struggles of Voice is an informed and incisive comparative history of indigenous movements in these two Andean countries. In 1990, when Augusto Pinochet’s 17-year military dictatorship ended, democratic rule returned to Chile. Since then, Indigenous organizations have mobilized to demand restitution of their ancestral territories seized over the past 150 years. Sentient Lands is a historically grounded ethnography of the Mapuche people’s engagement with state-run reconciliation and land-restitution efforts. Piergiorgio Di Giminiani analyzes environmental relations, property, state power, market forces, and indigeneity to illustrate how land connections are articulated, in both landscape experiences and land claims. Rather than viewing land claims as simply bureaucratic procedures imposed on local understandings and experiences of land connections, Di Giminiani reveals these processes to be disputed practices of world making. Ancestral land formation is set in motion by the entangled principles of Indigenous and legal land ontologies, two very different and sometimes conflicting processes. Indigenous land ontologies are based on a relation between two subjects—land and people—both endowed with sentient abilities. By contrast, legal land ontologies are founded on the principles of property theory, wherein land is an object of possession that can be standardized within a regime of value. Governments also use land claims to domesticate Indigenous geographies into spatial constructs consistent with political and market configurations. Exploring the unexpected effects on political activism and state reparation policies caused by this entanglement of Indigenous and legal land ontologies, Di Giminiani offers a new analytical angle on Indigenous land politics.
Cauca, located in southwestern Colombia and home to the largest indigenous population in the country, is renowned as a site of indigenous mobilization. In 1994, following a destructive earthquake, many families in Cauca were forced to leave their communities of origin and relocate to other areas within the province where the state provided them with land and housing. Noting that disasters offer communities the opportunity to remake themselves and their priorities, David D. Gow examines how three different communities established after the earthquake wrestled with conflicting visions of development. He shows how they each countered traditional notions of development by moving beyond a myopic obsession with poverty alleviation to demand that Colombia become more inclusive and treat all of its people as citizens with full rights and responsibilities. Through ethnographic fieldwork conducted annually in Cauca from 1995 through 2002, Gow compares the development plans of the three communities, looking at both the planning processes and the plans themselves. In so doing, he demonstrates that there is no single indigenous approach to development and modernity. He describes differences in how each community defined and employed the concept of culture, how they connected a concern with culture to economic and political reconstruction, and how they sought to assert their own priorities while engaging with the existing development resources at their disposal. Ultimately, Gow argues that the moral vision advanced by the indigenous movement, combined with the growing importance attached to human rights, offers a fruitful way to think about development: less as a process of integration into a rigidly defined modernity than as a critical modernity based on a radical politics of inclusive citizenship.
One of the most important stories in Latin American studies today is the emergence of left-leaning social movements sweeping across Latin America includes the mobilization of militant indigenous politics. Formed in 1995 in Ecuador to advance the interests of a variety of people’s organizations and to serve as an alternative to the country’s traditional political parties, Pachakutik Plurinational Unity Movement (Pachakutik) is an indigenist-based movement and political party. In this critical work, Kenneth J. Mijeski and Scott H. Beck evaluate the successes and failures experienced by Ecuador’s Indians in their quest to transform the state into a participative democracy that would address the needs of the country’s long-ignored and impoverished majority, both indigenous and nonindigenous. Using a powerful statistical technique and in-depth interviews with political activists, the authors show that the political election game failed to advance the cause of either Ecuador’s poor majority or the movement’s own indigenous base. Pachakutik and the Rise and Decline of the Ecuadorian Indigenous Movement is an extraordinarily valuable case study that examines the birth, development, and in this case, waning of Ecuador’s indigenous movement.
Centuries-old community planning practices in Indigenous communities in Canada, the United States, New Zealand, and Australia have, in modern times, been eclipsed by ill-suited western approaches, mostly derived from colonial and neo-colonial traditions.
