The Commission's Directorate-General for Economic and Financial Affairs hosted a workshop on making-work-pay policies and indicators in March 2005, a particularly opportune moment to discuss these issues since it coincided with the new start for the Lisbon strategy with its increased focus on growth and jobs. The purpose of the workshop was to contribute to the debate on reforms of tax and benefit systems. It took stock of the most recent studies by academic researchers in this area and brought some recently developed indicators on work incentives to the attention of the participants. It also provided an opportunity for discussion between academic researchers and labour market experts in national administrations and EU institutions. The papers presented in the workshop demonstrate that there are tangible benefits in bringing together academic researchers and national policy-makers to exploit research findings, compare experiences and exchange best practices to shape further reforms. This volume brings those contributions together. They shed light on highly topical issues such as indicators on incentives, the role of incentives, eligibility rules and enforcement, the responsiveness of labour supply and the lessons that can be learnt from national labour market reforms.
Poor people derive most of their income from work; however, there is insufficient understanding of the role of labor markets, employment, and earnings as a linkage between growth and poverty reduction, especially in low income countries. To provide inputs into the policy discussion on how to enhance poverty reduction through increased employment and earnings for given growth levels, this study explores this linkage in the case of Nicaragua using data for 2001 and 2005. It looks at the increasing use of results-based employment relationships for managers and professionals, and the increasing fragmentation of time to more closely tailor staffing needs to customer requirements (e.g., short-hours, part-time work). Moreover, as operating/opening hours rapidly expand toward a 24-hour and 7-day economy, the book considers how this has resulted in a growing diversification, decentralization, and individualization of working hours, as well as an increasing tension between enterprises' business requirements and workers' needs and preferences regarding their hours. This book offers the first systematic assessment of income redistribution in Eastern Europe, within a comparative European perspective, and it demonstrates the future research potential of microsimulation techniques in this region. The book's chapters are based on a unique instrument -- EUROMOD: the European tax-benefit microsimulation model, which has been enlarged to include Estonia, Hungary, Poland, Slovenia and other countries. Tax-benefit models such as EUROMOD are computer programmes based on household micro-data, which calculate each household's disposable income. Microsimulation can be used to evaluate the impact of current taxes and benefit policies on individuals' incomes and work incentives. In addition, the model is designed to answer 'what if' questions about different policy reforms, allowing the potential effects of proposed changes to be studied before their actual implementation. EUROMOD goes one step further in the process of helping policy design, in allowing international comparisons between EU countries. This book offers an important demonstration of the effectiveness of tax-benefit models in presenting complex information in a concise and comprehensible way. It discusses what the barriers to their adoption to date have been and it looks at the possibilities EUROMOD offers to future policy-making in Europe.
For more than a decade, organizations such as the IMF, OECD, and the ILO have issued concerns about the trend of increased inequality in rich welfare states, while influential thinkers and think tanks have come to agree on at least one central point: globalization and technological progress have exacerbated the existing inequities in social market economies. Across Europe, despite high social spending and work-related welfare reforms, poverty remains a largely intractable problem for policymakers and the persistent reality for citizens.In Decent Incomes for All, the authors shed new light on recent poverty trends in the European Union and the corresponding responses by European welfare states. They analyze the effect of social and fiscal policies before, during, and after the recent economic crisis and study the impact of alternative policy packages on poverty and inequality. The book also explores how social investment and local initiatives of social innovation can contribute to tackling poverty, while recognizing that there are indeed structural constraints on the increase of the social floor and difficult trade-offs involved in reconciling work and poverty reduction. Differences across countries are, however, stark, which suggests that there are lessons to be learned and policy changes to be applied, if the political will exists.
