This book emphasizes the need for experimenting with more deliberate and rigorous policy processes to attain balanced regional development, which can promote both equity and efficiency in India’s development discourse. The institutional mechanisms for dealing with regional imbalance in India have not been very successful so far. With rising discrepancies in development, demand for autonomy continues along with a new dimension of regionalism arising from submerged identity along with political and economic aspirations, which demanded new channels for solution. So far, attempts to create space for autonomy have possibly not optimally accommodated the conceptual mechanisms like equity and democratic process. Thus democratizing policy process using six pillars of voice: knowledge, objective, fundamental values, implementation framework and public awareness can ensure a better policy outcome for dealing with the persistent challenges of regional disparity in India. This book further focuses on the need for democratizing the policy process for regional development through discussion and inclusion. Such a transition needs innovation in policy regime, which can be attained through following six pillars (i) Democratic voice of stakeholders in policy development and implementation; (ii) Clear policy objectives that advance the common good, based on voice; (iii) Unbiased, sound and comprehensive knowledge and data bases. (iv) Consistency with constitutional values; (v) A sound implementation framework ensuring user-friendliness, transparency and rationality of decision-making processes, effective grievance redress, clear accountability and independent evaluation; (vi) Public awareness and support of policies with relevant and public participation in implementation.

This book explores the role of public action in eliminating deprivation and expanding human freedoms in India. The analysis is based on a broad and integrated view of development, which focuses on well-being and freedom rather than the standard indicators of economic growth. The authors placehuman agency at the centre of stage, and stress the complementary roles of different institutions (economic, social, and political) in enhancing effective freedoms.In comparative international perspective, the Indian economy has done reasonably well in the period following the economic reforms initiated in the early nineties. However, relatively high aggregate economic growth coexists with the persistence of endemic deprivation and deep social failures. JeanDreze and Amartya Sen relate this imbalance to the continued neglect, in the post-reform period, of public involvement in crucial fields such as basic education, health care, social security, environmental protection, gender equity, and civil rights, and also to the imposition of new burdens such asthe accelerated expansion of military expenditure. Further, the authors link these distortions of public priorities with deep-seated inequalities of social influence and political power. The book discusses the possibility of addressing these biases through more active democratic practice.
The twenty-first century will witness a rapid urban expansion in the developing world. India, it is believed, will be at the forefront of such a phenomenon. This book acknowledges the role of agglomeration externalities as the cornerstone of urban public policy in India. Arguing that hypotheses of over-urbanization and urban bias theory—which articulated a negative view of urbanization—are based on fragile theoretical as well as empirical foundations, this book calls for proactive public policy to harness planned urbanization as resource. India requires agglomeration-augmenting, congestion-mitigating, and resource-generating cities as engines of economic growth, including rural development. The book provides a large number of practical examples from India and abroad to enable policy-makers undertake reforms in urban and regional planning, financing, and governance to meet the challenges of urbanization in India. This comparison of rural development in India and the United States develops important departures from economic and historical institutionalism. It elaborates a new conceptual framework for analyzing state-society relations beginning from the premise that policy implementation, as the site of tangible exchanges between state and society, provides strategic interaction among self-interested individuals, social groups, and bureaucracies. Drawing on empirical, interdisciplinary research, this book presents a critical review of some of the major issues that are of interest to researchers, policymakers and planners in developing as well as advanced countries, including specifically in India. The dichotomy between public policy and action is also highlighted in many chapters. By making religious community a relevant category for discussing development deficit, the Sachar Committee Report (that was submitted to the Prime Minister of India in 2007) initiated a new political discourse in India. While the liberal secular framework privileged the individual over the community and was more inclined to use the category of class rather than the identity of religion, the Sachar Committee differentiated citizens on the basis of their religious identity. Its conclusions reinforced the necessity of approaching issues of development through the optic of religious community. This volume focuses on this shift in public policy.
