This book deals with how the governments of India and Bangladesh manage the Ganges River. On the basis of the Ganges issue, it explains India’s involvement in the domestic politics of Bangladesh and how this involvement, in turn, shapes Ganges river politics. The book further analyses the constant friction between Indian preferences for bilateral negotiation in comparison to Bangladesh’s demand for multilateral cooperation on the Ganges. This also highlights the role of civil society, tracing how organisations have engaged in and explored potential compromises acceptable to both countries. As the term of the treaty comes to an end in 2026, the present work underlines its limitations, as the impacts of climate change will involve far more than distress on water. In closing, it discusses a range of other challenges, including the erosion of the Indian central government’s monopoly in foreign policy, especially in relation to its neighbours. Through extensive fieldwork in India and Bangladesh, together with interviews with politicians, diplomats and all those closely associated with the Ganges deliberations, the book reveals subtle aspects of the negotiations. What emerges as a distinctive feature of Indo-Bangladesh interactions on the Ganges is the fact that successful outcomes depend on the extent to which the ruling political powers in both countries accommodate one other’s domestic political dynamics. This insight enriches scholarship on the Ganges River, addressing an aspect largely overlooked in the literature. Offering an up-to-the-minute analysis, the book examines the implementation of the Ganges Treaty through 2015, making it of interest to researchers focusing on South Asia and international relations, scholars on and practitioners of Indian foreign policy, journalists, water experts, civil society groups, and university students.
South Asia is one of the most volatile regions of the world, and India’s complex democratic political system impinges on its relations with its South Asian neighbours. Focusing on this relationship, this book explores the extent to which domestic politics affect a country’s foreign policy. The book argues that particular continuities and disjunctures in Indian foreign policy are linked to the way in which Indian elites articulated Indian identity in response to the needs of domestic politics. The manner in which these state elites conceive India’s region and regional role depends on their need to stay in tune with domestic identity politics. Such exigencies have important implications for Indian foreign policy in South Asia. Analysing India’s foreign policy through the lens of competing domestic visions at three different historical eras in India’s independent history, the book provides a framework for studying India’s developing nationhood on the basis of these idea(s) of ‘India’. This approach allows for a deeper and a more nuanced interpretation of the motives for India’s foreign policy choices than the traditional realist or neo-liberal framework, and provides a useful contribution to South Asian Studies, Politics and International Studies.

Pathways to Power introduces the domestic politics of South Asia in their broadest possible context, studying ongoing transformative social processes grounded in cultural forms. In doing so, it reveals the interplay between politics, cultural values, human security, and historical luck. While these are important correlations everywhere, nowhere are they more compelling than in South Asia where such dynamic interchanges loom large on a daily basis. Identity politics—not just of religion but also of caste, ethnicity, regionalism, and social class—infuses all aspects of social and political life in the sub-continent. Recognizing this complex interplay, this volume moves beyond conventional views of South Asian politics as it explicitly weaves the connections between history, culture, and social values into its examination of political life. South Asia is one of the world’s most important geopolitical areas and home to nearly one and a half billion people. Although many of the poorest people in the world live in this region, it is home also to a rapidly growing middle class wielding much economic power. India, Pakistan, and Bangladesh, together the successor states to the British Indian Empire—the Raj—form the core of South Asia, along with two smaller states on its periphery: landlocked Nepal and the island state of Sri Lanka. Many factors bring together the disparate countries of the region into important engagements with one another, forming an uneasy regional entity. This volume analyses New Delhi’s reaction to China’s Belt and Road Initiative (BRI) and the rise of politics of connectivity and infrastructure building which has heightened Sino-Indian rivalry in South Asia and the Indian Ocean Region (IOR). It can be evidenced that the BRI has transformed the Sino-Indian dynamics from a ‘managed rivalry’ to an intense geo-political competition. It is contended that competition is inevitable when two powers rise in the same neighbourhood. The Indian government has opposed the BRI since its inception noting that the ‘BRI violates India’s sovereignty and territorial integrity’ because one of the flagship BRI projects - the China-Pakistan Economic Corridor (CPEC) - runs through (Pakistan-controlled) Kashmir which India claims to be its own territory. It has consistently maintained that China’s ‘connectivity initiatives must be based on universally recognized international norms, good governance, rule of law, openness, transparency and equality, and must be pursued in a manner that respects sovereignty and territorial integrity’ of other states. Beyond those stated reservations, New Delhi is concerned about the BRI infrastructure and connectivity projects in the smaller South Asian countries and the Indian Ocean littoral states. India has traditionally viewed South Asia and the IOR as its backyard over which it has historically maintained a position of influence. It is apprehensive that the BRI projects will enhance Beijing’s stature and undermine India’s influence in the region. In eleven chapters including Introduction and Conclusion, this book explores the dimensions of the rivalry and analyses the causes, dynamics and implications of an accelerated Sino-Indian competition.
Foreign Aid and Bangladesh offers a rich combination of aid history – from the evolution of aid as a global agenda after WWII to the rise of different multilateral, bilateral, and emerging donors and their policy shifts – and a nuanced perspective of aid partnerships at the country level. Drawing on first-hand experiences and insights, the author deeply investigates the realities of a longstanding aid recipient, Bangladesh, and argues that without a political economy approach, one cannot understand the realpolitik of development aid. As an emerging economy from the global south, Bangladesh has been a longstanding partner and recipient of international aid since 1971. Bangladesh has also been active in the global discussions leading to redefining the new narrative and arguments for the new aid regime since the beginning of this century. Building on the analysis of Bangladesh's aid relations, the book shows that there has not been any qualitative shift in aid behavior in the new aid regime that set new norms after the end of the Cold War to ensure recipients' ownership and welcomed an expanding aid landscape by integrating emerging economies from the Global South for achieving better development results. The book analyzes the role of different actors in the development partnership, both traditional and emerging donors - such as China and India, and their partnership practices. It examines different forms of aid and their changing perspective, particularly technical assistance. Based on more than two decades of research and profound insider observations, the book debunks the myth that Southern providers could be more benign to their partners. The arguments placed in the book expose that there is no difference between traditional and emerging donors in ensuring donors' business and strategic interests. While donors continue to ensure their interests in providing aid, the Realpolitik of the situation in the recipient country shows that there is a specific economic and political agenda in pursuing aid. Presenting a comprehensive picture of Bangladesh's aid partnership, through the lens of new development partnership principles and narratives of development aid, this book will be of interest to scholars and researchers of aid and development studies and political science as well as South Asian Studies. Donor officials, civil servants, and national and international policy communities will also benefit from this book.
No country feels China's rise more deeply than Japan. Through intricate case studies of visits by Japanese politicians to the Yasukuni Shrine, conflicts over the boundaries of economic zones in the East China Sea, concerns about food safety, and strategies of island defense, Sheila A. Smith explores the policy issues testing the Japanese government as it tries to navigate its relationship with an advancing China. Smith finds that Japan's interactions with China extend far beyond the negotiations between diplomats and include a broad array of social actors intent on influencing the Sino-Japanese relationship. Some of the tensions complicating Japan's encounters with China, such as those surrounding the Yasukuni Shrine or territorial disputes, have deep roots in the postwar era, and political advocates seeking a stronger Japanese state organize themselves around these causes. Other tensions manifest themselves during the institutional and regulatory reform of maritime boundary and food safety issues. Smith scrutinizes the role of the Japanese government in coping with contention as China's influence grows and Japanese citizens demand more protection. Underlying the government's efforts is Japan's insecurity about its own capacity for change and its waning status as the leading economy in Asia. For many, China's rise means Japan's decline, and Smith suggests how Japan can maintain its regional and global clout as confidence in its postwar diplomatic and security approach diminishes.
