The book points out the issues and constraints that have hindered regional cooperation in South Asia. It establishes that despite being democracies, there has been little effort by member nations to promote regional cooperation in the public domain. It stresses that in view of the increased role that countries wish to play in globalisation, economic cooperation is the way forward. Since India attained independence, its foreign policy discourse has imagined its South Asian neighbourhood through the politics of realism. This imagination explicates state interest in South Asia by establishing it as a space of sovereign territoriality. Even today, India’s foreign and security policies are primarily shaped by geopolitical centrism, and remain unaffected by economic prosperity and community concerns. As a part of the Oxford International Relations in South Asia series, this volume examines alternative conceptions of South Asian space in terms of geo-economics and community, and justifies why they have been unable to replace its dominant understanding, irrespective of the political regime. This volume probes reasons behind the relevance of differentiated cartography of territorial nationalism in our shared understanding of space, politics, society, and the community.
India faces a defining period. Its status as a global power is not only recognized but increasingly institutionalized, even as geopolitical shifts create both opportunities and challenges. With critical interests in almost every multilateral regime and vital stakes in emerging ones, India has no choice but to influence the evolving multilateral order. If India seeks to affect the multilateral order, how will it do so? In the past, it had little choice but to be content with rule taking—adhering to existing international norms and institutions. Will it now focus on rule breaking—challenging the present order primarily for effect and seeking greater accommodation in existing institutions? Or will it focus on rule shaping—contributing in partnership with others to shape emerging norms and regimes, particularly on energy, food, climate, oceans, and cyber security? And how do India's troubled neighborhood, complex domestic politics, and limited capacity inhibit its rule-shaping ability? Despite limitations, India increasingly has the ideas, people, and tools to shape the global order—in the words of Jawaharlal Nehru, "not wholly or in full measure, but very substantially." Will India emerge as one of the shapers of the emerging international order? This volume seeks to answer that question.
The changes in the global environment such as the demise of the socialist system, initiation of globalization, the declining position of international organizations and reduction in the importance of forums like NAM have made it imperative for India to review its old foreign policy nuances. For long, India hardly regarded the countries of Southeast Asia and South Pacific as priority areas despite the latter's cultural, political, economic and strategic significance. The long spell of mutual alienation understandably gave way to mutual distrust and suspicion. This dark period in India's relations with the countries of Southeast Asia and South Pacific was, however, brought to an end following the reshaping and reorientation of India's foreign policy, manifest in the vigorous pursuit of 'Look East' policy, it was Prime Minister Narasimha Rao who concentrated on forging links and enhancing cultural, economic, political and strategic cooperation with Southeast Asia and transformed this important urge into India's foreign policy initiative that culminated in 'Look East' policy. India's engagement with the Association of Southeast Asian Nations (ASEAN) started with its Look East Policy in the year 1991. ASEAN has a membership of 10 countries, namely Brunei Darussalam, Cambodia, Indonesia, Laos PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. India became a sectoral dialogue partner of ASEAN in 1992 and full dialogue partner in 1996. In November 2001, the ASEAN-India relationship was upgraded to the summit level. Consequently, the latter had already registered impressive progress in the field of economy, strategy and cultural relations between India and ASEAN.

Central Asia has been considered as part of India’s strategic neighbourhood; however India’s engagement with Central Asia has been weak due to many contextual reasons. Earlier when the nascent Central Asian nations acquired their independent status after the demise of the Soviet Union India was preoccupied with its own economic problems. Discovery of hydrocarbons and minerals enhanced the strategic importance of Central Asian Republics. The secular polity of these nations also holds tremendous importance for India as the forces of radicalism and extremism especially those emanating from the Af-Pak belt would have adverse impact on the regional security. Major powers are also involved in Central Asia for securing their own interests. This volume looks at the strategic environment in Central Asia, the evolving security situation in Afghanistan that is of concern to Central Asian states as well as India, the non-traditional threats which are becoming more important than the conventional threats, the economic aspects of engagement with Central Asia, prospects of defence and security cooperation and the way forward.
