When the state and business interact effectively they can promote a more efficient allocation of scarce resources, appropriate industrial policy and a more effective and prioritised removal of key obstacles to growth, than when the two sides fail to co-operate or engage in harmful collusion. This book, based on original empirical research undertaken in Africa and India, addresses what constitutes the effectiveness of state-business relations, what explains their formation and evolution over time and whether effective state-business relations matter for economic performance. Analysing the effects of state-business relations on economic performance at both the macro and micro levels, the book concludes that where effective state-business relations are established – either through formal or informal institutional patterns and relationships – the growth effects are generally positive. Establishing, sustaining and renewing effective state-business relations are political processes. The better organized the business community and the government are for purposes of such relations, the more effective state-business relations will be in negotiating growth enhancing policies. The book is of interest to researchers in the fields of development studies, management, economics and political science.
Taking a long view of the three-party relationship, and its future prospects In this Asian century, scholars, officials and journalists are increasingly focused on the fate of the rivalry between China and India. They see the U.S. relationships with the two Asian giants as now intertwined, after having followed separate paths during the Cold War. In Fateful Triangle, Tanvi Madan argues that China's influence on the U.S.-India relationship is neither a recent nor a momentary phenomenon. Drawing on documents from India and the United States, she shows that American and Indian perceptions of and policy toward China significantly shaped U.S.-India relations in three crucial decades, from 1949 to 1979. Fateful Triangle updates our understanding of the diplomatic history of U.S.-India relations, highlighting China's central role in it, reassesses the origins and practice of Indian foreign policy and nonalignment, and provides historical context for the interactions between the three countries. Madan's assessment of this formative period in the triangular relationship is of more than historic interest. A key question today is whether the United States and India can, or should develop ever-closer ties as a way of countering China's desire to be the dominant power in the broader Asian region. Fateful Triangle argues that history shows such a partnership is neither inevitable nor impossible. A desire to offset China brought the two countries closer together in the past, and could do so again. A look to history, however, also shows that shared perceptions of an external threat from China are necessary, but insufficient, to bring India and the United States into a close and sustained alignment: that requires agreement on the nature and urgency of the threat, as well as how to approach the threat strategically, economically, and ideologically. China and India's new-found interest in trade and investment with Africa - home to 300 million of the globe's poorest people and the world's most formidable development challenge - presents a significant opportunity for growth and integration of theSub-Saharan continent into the global economy. India and the European Union bear a particular responsibility: as international relations change, not least because of the global COVID-19 pandemic, the two largest democracies in the world have the unique potential to jointly demonstrate that trusting cooperation and mutual understanding are both indispensable and fruitful—all the more so in the context of increasing national egoism and disregard for the fundamental principles of multilateralism. This realisation is not new. Believing in the necessity and mutual benefit of close cooperation, India and the EU struck a strategic partnership in 2004. But resounding success in forging closer bilateral ties and promoting an inclusive, rules-based global order has proved elusive. Since 2016, however, the EU’s Global Strategy has offered new opportunities for a restart of European foreign policy, envisaging new partnerships and recalibrating existing ones. On India’s part, too, changing stances have presented new openings—with New Delhi criticising protectionism and calling for a strengthening of multilateralism. This timely book scrutinises the status quo and the future potential of revitalised EU-India relations. By exploring and analysing conceptual approaches to and key dimensions of the strategic partnership, including trade, climate policy and development cooperation, it evaluates the prospects for future cooperation. This book examines the concept of regional power in international relations. Using the emerging powers of India and South Africa as the case studies, it explores how regional powers simultaneously differ and share common features. The book develops a method to classify and evaluate different types of regional powers and applies this typology to contemporary case studies of India and South Africa. Regional power is often expected to have a positive influence on region-specific problems of conflict, economic deprivation and political instability. In reality, an ‘achievement-expectations gap’ can be seen in many regional powers, which can be analysed and understood through observable variation in regional power. The author discovers that in addition to the management of the internal regional order, regional powers have to establish individuality whilst fitting into the global international environment, altering both regional dynamics and creating variance in the level of control within the region. The year 2013 marked 15 years of the phenomenal diplomatic relations between South Africa and China. Th e relationship between South Africa and China has been developing since diplomatic ties were established on 1 January 1998. Since then, South Africa-China's bilateral relations have undergone rapid and all-facet development. There were frequent high level and other kinds of mutual exchanges between the two countries. The bilateral relations within the space of fifteen years have evolved from a Partnership to a Strategic Partnership, and then to a Comprehensive Strategic Partnership. Furthermore, in the Comprehensive Strategic Partnership, which was set out in the Beijing Declaration signed in 2010, the two countries expressed the desire to further strengthen and deepen cooperation in both bilateral and regional affairs by establishing a comprehensive strategic partnership based on equality, mutual benefit and common development. The agreements range from political dialogue, trade, investment, mineral exploration, manufacturing, and agriculture to joint efforts in the global arena, such as in the United Nations, the Forum on China-Africa Cooperation (FOCAC), and Brazil, Russia, India, China and South Africa (BRICS). In recognition of the aforementioned bilateral achievements, on 19 September 2013, an Ambassadorial forum was co-hosted by the Department of International Relations and Cooperation (DIRCO), The Embassy of the People's Republic of China in the Republic of South Africa, and the Africa Institute of South Africa - Human Science Research Council (AISA-HSRC). The objective of the Ambassadorial Forum was to provide an opportunity for reflections on the past and outlook on the future diplomatic relations between South Africa and China. This book presents the official keynote addresses which provide strategic thinking and foresight into the bilateral relations between the two countries. The main substance of the book is a collection of the Ambassadorial Forum papers that were submitted. The papers evaluate economic and political progress from a national interest perspective. Progress is measured against variables such as trade growth, people-to-people development, partnerships, and the implementation of state agreements, all against the background of the theory of national interest.
