This edited volume explores the state of inclusive governance in South Asia. It particularly examines the nature and scope of inclusiveness noticed in the parliament and civil service in Bangladesh, India, and Nepal, and the judiciary in Bangladesh. Where previous literature has stressed the need for the inclusion of external stakeholders, this volume highlights the importance of the involvement of internal stakeholders. This includes ‘insiders’ such as opposition members and government backbenchers in parliament and specialists in the civil service. The main emphasis is on identifying the extent to which insiders in different institutions have the scope to participate in the governing process. Furthermore, this volume also seeks to assess the implications of inclusiveness/exclusiveness for democratic governance. By exploring the link between inclusiveness and accountability, its contributors are able to draw out the strengths and weaknesses of the existing mechanisms of accountability, particularly social accountability. This innovative collection will appeal to students and scholars of gender and development studies, public policy and administration, international relations, law and political science.
This book analyses and discusses the multiple dimensions of social exclusion/inclusion seen in South Asia. It not only captures how ‘social exclusion’ is intrinsic to deprivation or deprivation in itself, but also the processes of political engagement and social interactions that the socially excluded develop as strategies and networks for their advancement. Consequently, the book goes beyond structures or agency, and examines the question of a more dynamic approach to provide spaces for the ‘socially excluded’ to self-manage exclusion, thereby raising discussions around the contested positions that underlie development discourse on social inequality. While social exclusion linked to identities is studied, the book argues that hierarchies and inequalities based on social identities cut across and affect various groups of excluded. Consequently, these phenomena create or lead to various processes of exclusion. The book illustrates that social exclusion should not be limited to privileging the differences that characterize the exclusionary processes, but should also comprise underpinning strategies of ‘inclusion’, emphasizing the need to focus on imperatives ‘to include’. As a result, the book acknowledges that social exclusion is not limited to analyzing the different identities that face exclusion, but also understanding the systems and processes that create social exclusion, or create opportunities for inclusion of the excluded.The book addresses readership across academic disciplines (including in the growing field of state capacity and governance), and practitioners (administrators and policy-making communities). Conclusively, the book, provides a platform to intensively exchange the multifaceted and critical issue of social exclusion/inclusion, and thus contributes to inclusive sustainable development discourse.
"This book examines the structures of governance as they impact women in five conflict zones in South Asia: Swat in Pakistan, the Chittagong Hill Tracts in Bangladesh, the Northern Province in Sri Lanka, and Kashmir and Manipur in India. Despite their different historical and political contexts, the five studies included here throw up some common patterns. War and conflict have weakened and eroded existing formal structures and institutions of governance. New formations, whether made up of militant groups, or more ‘secular’ state institutions like armies, do not see women as rights-bearing actors. Further, the authors argue, the impact of war, conflict, settlerism and militancy can make state structures more distant and sometimes incomprehensible to citizens, leaving women’s specific gender concerns unaddressed. Taken together, the essays show that women’s relationship with governance institutions is complex, and combines dependence on such institutions with the challenge of dealing with new forms of patriarchy that take root as structures transform and change. The gendering of governance policy and practice therefore, is of crucial importance."--

The concept of good governance in South Asia poses a challenge at the implementation level, mainly due to ethnocentricity, regional disparities, division between poor and rich, and rural and urban division among the people. Concepts such as decentralization, citizen engagement, lean public service, privatization, autonomy, public-private partnership may work well in developed countries but may not produce the same results in the region where the majority of poor people expect their government to fulfill their basic needs. Governance in South Asia needs to be reformed to ensure that poverty can be reduced, if not completely eradicated. Poor governance and the various means by which governance has fallen short, has led to lack of development and continuance of poverty in South Asian societies. South Asian countries have more or less similar objectives, structures, value systems, cultures, and standards of governance despite different forms of government. The colonial legacy of British administrative system had its impact on centralization. Secrecy, elitism, rigidity, and social isolation is common to all South Asian countries. The post-colonial administrative system is built upon pre-colonial administrative traditions throughout the region. These countries can learn from each other’s experiences. They need to develop an indigenous model to find pragmatic solutions to the challenges of good governance. This book argues that countries in South Asian can achieve good results through good governance if they develop and adopt an indigenous model rather than simply borrowing models and ideas from the West. This book explores and analyzes gender mainstreaming in South Asia. Gender mainstreaming as a concept is about removing disparities between men and women – about equal access to resources, inclusion and participation in the public sphere, representation in government, and empowerment, all with the aim of achieving equal opportunities for men and women in family life, society, administration, politics, and the economy. The challenges of gender mainstreaming in South Asia are huge, especially in the contexts of patriarchal, religious, and caste-based social norms and values. Men’s dominance in politics, administration, and economic activities is distinctly visible. Women have been subservient to the policy preferences of their male counterparts. However, in recent years, more women are participating in politics at the local and national levels, in administration, and in formal economic activities. Have gender equality and equity been ensured in South Asia? This book focuses on how gender-related issues are incorporated into policy formulation and governance, how they have fared, what challenges they have encountered when these policies were put into practice, and their implications and fate in the context of five South Asian countries. The authors have used varied frameworks to analyze gender mainstreaming at the micro and macro levels. Key indicators of development and governance i.e., quality education, better health and good governance must coincide with the growth of nations. The benefits of growth should be shared with citizens in term of better health facility and improved quality of education, strong institutions, corruption free society and implementation of rule of law. This research gauge the relationships of growth, governance and development by focusing the eight countries of South Asia, through estimating the fixed effects model by using data from 2005 to 2014. This study finds development and governance gaps as well as evidence of inclusive growth. Growth process of Nepal is mostly inclusive and sustainable than other countries. On basis of the results this study suggests that political instability, threats of terrorism and life expectancy at birth are the main indicators which must cater on priority basis to improve the welfare level of one-fourth population of the globe. Study finds that only two-third of the growth of region termed as inclusive growth.
