This volume consists of original essays by academic leaders and scholars connected to Clark Kerr’s life and work. He was arguably America’s most significant higher education thinker and public policy analyst in the last 50 years of the 20th century and renowned globally. However, little thoughtful attention has been devoted to assessing the whole of his work. Some commentators misunderstand the man as well as his ideas. The California Master Plan for Higher Education of 1960 was one of his famous undertakings, as was his part in shaping the multi-campus University of California towards global eminence. He coined the word “multiversity” to describe what he called the “uses” of the university, but began to think it had become much too “multi”. Some of his most important work was as director of the Carnegie Commission on Higher Education and the Carnegie Council on Policy Studies in Higher Education, which laid the foundation for sophisticated policy-making. The contributors honor the achievements of a remarkable man and provide portraits of him, but of equal importance are their critical discussions of the sources of his thinking, his attempts to balance access and merit in mass higher education circumstances, the policy issues that he confronted and the success of their resolution. For many of the contributors, Kerr’s work is the starting point for understanding policy issues in varying regional and national contexts. Often thought to be a social scientist eager to keep abreast of trends, Kerr was actually au fond a moralist and surprisingly old-fashioned in his personal values.

Much of our writing re?ects a long-term commitment to the analysis of the col- gial tradition in higher education. This commitment is re?ected most strongly in Oxford and the Decline of the Collegiate Tradition (2000), which we are pleased to say will re-appear as a considerably revised second edition (Oxford, The Collegiate University: Con?ict, Consensus and Continuity) to be published by Springer in the near future. To some extent this volume, The Collegial Tradition in the Age of Mass Higher Education, is a reaction to the charge that our work has been too narrowly focussed upon the Universities of Oxford and Cambridge (Oxbridge). Not surpr- ingly, you would expect us to reject that critique, while responding constructively to it. The focus may be narrow, and although the relative presence and, more arguably, the in?uence of Oxford and Cambridge may have declined in English higher e- cation, they remain important national universities. Moreover, as the plethora of so-called world-class higher education league tables would have us believe, they also have a powerful international status. This, however, is essentially a defensive response dependent upon the alleged reputations of the two universities. This book is intent on making a more substantial argument. To examine the c- legial tradition in higher education means much more than presenting a nostalgic look at the past.

But the lack of new money during the Depression and the distractions of World War Two kept Conant, and Harvard, from achieving this goal. In the 1950s and 1960s, during the presidency of Conant's successor Nathan Marsh Pusey, Harvard raised the money, recruited the faculty, and attracted the students that made it a great meritocratic institution: America's university. The authors provide the fullest account yet of this transformation, and of the wrenching campus crisis of the late 'sixties. During the last thirty years of the twentieth century, a new academic culture arose: meritocratic Harvard morphed into worldly Harvard. Undoubtedly the most important development in higher education in recent years has been the seemingly inexorable expansion of national systems. In a comparatively short time period many countries have moved from an elite to a mass model. Furthermore, expansion has invariably changed the whole experience of higher education for all the interested parties from, presidents, rectors and vice-chancellors to first-term undergraduates. Structuring Mass Higher Education examines the impact of this change upon the existing national structures of higher education.
