In the name of protection and nationl security, we witness the development of both a transnational field of professionals of politics and of professionals of security (police, intelligence, military). This development might provide a feeling of safety, but il also induces illiberal practices that lead to resistance from judges, human rights groups and part of the public. Drawing on research from several European countries, this volume brings together essays on the way counterterrorism is embedded into the very logic of the fields of politics and of security, both in their internal and international dimension.
This edited volume questions the widespread resort to illiberal security practices by contemporary liberal regimes since 9/11, and argues that counter-terrorism is embedded into the very logic of the fields of politics and security. Although recent debate surrounding civil rights and liberties in post-9/11 Europe has focused on the forms, provisions and legal consequences of security-led policies, this volume takes an inter-disciplinary approach to explore how these policies have come to generate illiberal practices. The book argues that policies implemented in the name of protection and national security have had a strong effect on civil liberties, human rights and social cohesion - in particular, but not only, since 9/11. The book undertakes detailed sociological enquiries concerning security agencies, and analyses public discourses on the definition of the terrorist threat. In doing so, it aims to show that the current reframing of civil rights and liberties is in part a result of the very functioning of both the political and the security fields, in that it is embedded in a broad array of domestic and transnational political, administrative and bureaucratic stakes.
This edition stresses some critical reflectons regarding security policies before and during Sport Events in our contemporary era of generalized insecurity. Sport competitions at the national, European and global levels have evolved in terms of economic investment, social importance and media coverage. However, this evolution has brought with it major political concerns. At the same time, the dominant question regarding the organization of competitions in our post-modern, neoliberal risk societies is the creation of a safe and secure milieu; the need of construction of an environment of life where sport events and the multiple activities and interests related to them can be kept safe from any risk and potentially harmful occurrence. In the name of security, anticipatory dispositifs and risk management practices, rationalities and technologies of government do not exclusively attempt to prevent disastrous incidents or to maintain order in situ. Involving a set of heteronymous public and private organizations and bureaucraties, state "experts" and not state "security managers", proactive security strategies seek to imagine the future, to pre-empt, to act in advance, to anticipate possible catastrophic incidents by managing populations and spaces in order to set, to assure, with any cost, the ideal conditions. The aim of this volume is to highlight the complex set of legal provisions, surveillance and policing practices, discourses, bureaucratic procedures and spatial and architectural forms underpin the security governance of sport events and their effects in the contemporary era of widespread uncertainty. Security Games: Surveillance and Control at Mega-Events addresses the impact of mega-events – such as the Olympic Games and the World Cup – on wider practices of security and surveillance. "Mega-Events" pose peculiar and extensive security challenges. The overwhelming imperative is that "nothing should go wrong." There are, however, an almost infinite number of things that can "go wrong"; producing the perceived need for pre-emptive risk assessments, and an expanding range of security measures, including extensive forms and levels of surveillance. These measures are delivered by a "security/industrial complex" consisting of powerful transnational corporate, governmental and military actors, eager to showcase the latest technologies and prove that they can deliver "spectacular levels of security". Mega-events have thus become occasions for experiments in monitoring people and places. And, as such, they have become important moments in the development and dispersal of surveillance, as the infrastructure established for mega-events are often marketed as security solutions for the more routine monitoring of people and place. Mega-events, then, now serve as focal points for the proliferation of security and surveillance. They are microcosms of larger trends and processes, through which – as the contributors to this volume demonstrate – we can observe the complex ways that security and surveillance are now implicated in unique confluences of technology, institutional motivations, and public-private security arrangements. As the exceptional conditions of the mega-event become the norm, Security Games: Surveillance and Control at Mega-Events therefore provides the glimpse of a possible future that is more intensively and extensively monitored.
This book argues that catastrophe is a particular way of governing future events – such as terrorism, climate change or pandemics – which we cannot predict but which may strike suddenly, without warning, and cause irreversible damage. At a time where catastrophe increasingly functions as a signifier of our future, imaginaries of pending doom have fostered new modes of anticipatory knowledge and redeployed existing ones. Although it shares many similarities with crises, disasters, risks and other disruptive incidents, this book claims that catastrophes also bring out the very limits of knowledge and management. The politics of catastrophe is turned towards an unknown future, which must be imagined and inhabited in order to be made palpable, knowable and actionable. Politics of Catastrophe critically assesses the effects of these new practices of knowing and governing catastrophes to come and challenges the reader to think about the possibility of an alternative politics of catastrophe. Does the development of new technology cause an increase in the level of surveillance used by central government? Is the growth in surveillance merely a reaction to terrorism, or a solution to crime control? Are there more structural roots for the increase in surveillance? This book explores how language constructs the meaning and praxis of security in the 21st century. Combining the latest critical theories in poststructuralist and political philosophy with discourse analysis techniques, it uses corpus tools to investigate four collections of documents harvested from national and international security organisations. In recent years, many breaches of immigration law have been criminalised. Foreign nationals are now routinely identified in court and in prison as subjects for deportation. Police at the border and within the territory refer foreign suspects to immigration authorities for expulsion.
