An exploration of the theories, histories, practices, and contradictions of liberalism today. What does it mean to be a liberal in neoliberal times? This collection of short essays attempts to show how liberals and the wider concept of liberalism remain relevant in what many perceive to be a highly illiberal age. Liberalism in the broader sense revolves around tolerance, progress, humanitarianism, objectivity, reason, democracy, and human rights. Liberalism's emphasis on individual rights opened a theoretical pathway to neoliberalism, through private property, a classically minimal liberal state, and the efficiency of “free markets.” In practice, neoliberalism is associated less with the economic deregulation championed by its advocates than the re-regulation of the economy to protect financial capital. Liberalism in Neoliberal Times engages with the theories, histories, practices, and contradictions of liberalism, viewing it in relation to four central areas of public life: human rights, ethnicity and gender, education, and the media. The contributors explore the transformations in as well as the transformative aspects of liberalism and highlight both its liberating and limiting capacities. The book contends that liberalism—in all its forms—continues to underpin specific institutions such as the university, the free press, the courts, and, of course, parliamentary democracy. After the end of the Cold War, liberalism emerged as the world's dominant political-economic ideology, and economic liberalism seemed to have achieved global hegemony. In Liberalism in Illiberal States, Mark Vail acknowledges the dominance of economic liberalism, but argues that its implementation in specific countries is always unique and dependent upon powerful historical factors. He focuses on France, Germany, and Italy--countries that many scholars do not view as "liberal" at all--and contends they have in fact developed distinct forms of national liberalism, of which their postwar models of capitalism were merely one manifestation. Vail argues that these states' political economies have been shaped by centuries-old liberal traditions, which have continued to inform national alternatives to transnational neoliberalism in the contemporary era. He presents case studies that show how nationally-specific interpretations of liberalism are flexible and responsive to local realities, especially in times of economic uncertainty. This book analyzes the 'intellectual political culture' of post-Tiananmen China in comparison to and in conflict with liberalism inside and outside the P.R.C. How do mainland politics and discourses challenge ‘our’ own, chiefly liberal and anti-‘statist’ political frameworks? To what extent is China paradoxically intertwined with a liberal economism? How can one understand its general refusal of liberalism, as well as its frequent, direct responses to electoral democracy, universalism, Western media, and other normative forces? Vukovich argues that the Party-state poses a challenge to our understandings of politics, globalization, and even progress. To be illiberal is not necessarily to be reactionary and vulgar but, more interestingly, to be anti-liberal and to seek alternatives to a degraded liberalism. Democratic government is facing unprecedented challenges at a global scale. Yet, Turkey's descent into conflict, crisis and autocracy is exceptional. Only a few years ago, the country was praised as a successful Muslim-majority democracy and a promising example of sustainable growth. In Turkey’s Exit from Democracy, the contributors argue that President Recep Tayyip Erdoğan and the Justice and Development Party government have now effectively abandoned the realm of democratic politics by attempting regime change with the aim to install a hyper-presidentialist system. Examining how this power grab comes at the tail end of more than a decade of seemingly democratic politics, the contributors also explore the mechanisms of de-democratization through two distinctive, but interrelated angles: A set of comparative analyses explores illiberal forms of governance in Turkey, Russia, Southeast Europe and Latin America. In-depth studies analyse how Turkey's society has been reshaped in the image of a patriarchal habitus and how consent has been fabricated through religious, educational, ethnic and civil society policies. Even though the democratic decline has been deemed a global phenomenon, the question of how it manifests itself in the postcommunist world and how it varies across different regions with divergent levels of democratic consolidation has not been sufficiently addressed yet. This book tries to fill the gap and examines the causes and nature of the deteriorating quality of democracy in Central Europe as well as the reversal or stagnation of democratization processes in Southeastern and Eastern Europe. The political elite plays a key role in initiating legislative changes that may lead to democratic backsliding.
