To achieve its principal goals of reducing the differential undercount and containing costs, the Census Bureau is committed to using new methods to take the 2000 Census. One way is to target hard-to-count areas in advance of the census, where special enumeration and outreach tools will be used (such as blitz enumeration, use of local facilitators, assistance centers in large multi-unit buildings, mailout of Spanish questionnaires). The hard-to-count areas need to be defined for small geographic units (e.g., tracts, block groups) - a level which gives the field staff flexibility to use specific tools tailored to meet the characteristics of the population.

The number of young children in the US is growing, but almost one million young children (under age 5) were missed in the 2010 U.S. Decennial Census. The net undercount of young children has been higher than any other age group for the past several decades and is increasing rapidly, but little attention has been paid to the issue but demographers or the public.
This open access book describes the differences in US census coverage, also referred to as “differential undercount”, by showing which groups have the highest net undercounts and which groups have the greatest undercount differentials, and discusses why such undercounts occur. In addition to focusing on measuring census coverage for several demographic characteristics, including age, gender, race, Hispanic origin status, and tenure, it also considers several of the main hard-to-count populations, such as immigrants, the homeless, the LBGT community, children in foster care, and the disabled. However, given the dearth of accurate undercount data for these groups, they are covered less comprehensively than those demographic groups for which there is reliable undercount data from the Census Bureau. This book is of interest to demographers, statisticians, survey methodologists, and all those interested in census coverage.

This report reviews patterns in migration within the U.S. over the past thirty years. Internal migration has fallen noticeably since the 1980s, reversing increases from earlier in the century. The decline in migration has been widespread across demographic and socioeconomic groups, as well as for moves of all distances. Although a convincing explanation for the secular decline in migration remains elusive and requires further research, the authors find only limited roles for the housing market contraction and the economic recession in reducing migration recently. This volume examines the Census Bureau's program of research and development of the 2000 census, focusing particularly on the design of the 1995 census tests. The tests in 1995 should serve as a prime source of information about the effectiveness and cost of alternative census design components. The authors concentrate on those aspects of census methodology that have the greatest impact on two chief objectives of census redesign: reducing differential undercount and controlling costs. Primary attention is given to processes for data collection, the quality of population coverage and public response, and the use of sampling and statistical estimation.
The goal of eliminating disparities in health care in the United States remains elusive. Even as quality improves on specific measures, disparities often persist. Addressing these disparities must begin with the fundamental step of bringing the nature of the disparities and the groups at risk for those disparities to light by collecting health care quality information stratified by race, ethnicity and language data. Then attention can be focused on where interventions might be best applied, and on planning and evaluating those efforts to inform the development of policy and the application of resources. A lack of standardization of categories for race, ethnicity, and language data has been suggested as one obstacle to achieving more widespread collection and utilization of these data.
