In Knowledge and the Ends of Empire, Ian W. Campbell investigates the connections between knowledge production and policy formation on the Kazak steppes of the Russian Empire. Hoping to better govern the region, tsarist officials were desperate to obtain reliable information about an unfamiliar environment and population. This thirst for knowledge created opportunities for Kazak intermediaries to represent themselves and their landscape to the tsarist state. Because tsarist officials were uncertain of what the steppe was, and disagreed on what could be made of it, Kazaks were able to be part of these debates, at times influencing the policies that were pursued.Drawing on archival materials from Russia and Kazakhstan and a wide range of nineteenth-century periodicals in Russian and Kazak, Campbell tells a story that highlights the contingencies of and opportunities for cooperation with imperial rule. Kazak intermediaries were at first able to put forward their own idiosyncratic views on whether the steppe was to be Muslim or secular, whether it should be a center of stock-raising or of agriculture, and the extent to which local institutions needed to give way to imperial institutions. It was when the tsarist state was most confident in its knowledge of the steppe that it committed its gravest errors by alienating Kazak intermediaries and placing unbearable stresses on pastoral nomads. From the 1890s on, when the dominant visions in St. Petersburg were of large-scale peasant colonization of the steppe and its transformation into a hearth of sedentary agriculture, the same local knowledge that Kazaks had used to negotiate tsarist rule was transformed into a language of resistance.
A fascinating history of a contested frontier, where struggles over landownership brought Native Americans and English colonists together Properties of Empire shows the dynamic relationship between Native and English systems of property on the turbulent edge of Britain’s empire, and how so many colonists came to believe their prosperity depended on acknowledging Indigenous land rights. As absentee land speculators and hardscrabble colonists squabbled over conflicting visions for the frontier, Wabanaki Indians’ unity allowed them to forcefully project their own interpretations of often poorly remembered old land deeds and treaties. The result was the creation of a system of property in Maine that defied English law, and preserved Native power and territory. Eventually, ordinary colonists, dissident speculators, and grasping officials succeeded in undermining and finally destroying this arrangement, a process that took place in councils and courtrooms, in taverns and treaties, and on battlefields. Properties of Empire challenges assumptions about the relationship between Indigenous and imperial property creation in early America, as well as the fixed nature of Indian “sales” of land, revealing the existence of a prolonged struggle to re-interpret seventeenth-century land transactions and treaties well into the eighteenth century. The ongoing struggle to construct a commonly agreed-upon culture of landownership shaped diplomacy, imperial administration, and matters of colonial law in powerful ways, and its legacy remains with us today.
Frances Willard founded the Woman's Christian Temperance Union in 1884 to carry the message of women's emancipation throughout the world. Based in the United States, the WCTU rapidly became an international organization, with affiliates in forty-two countries. Ian Tyrrell tells the extraordinary story of how a handful of women sought to change the mores of the world -- not only by abolishing alcohol but also by promoting peace and attacking prostitution, poverty, and male control of democratic political structures. In describing the work of Mary Leavitt, Jessie Ackermann, and other temperance crusaders on the international scene, Tyrrell identifies the tensions generated by conflict between the WCTU's universalist agenda and its own version of an ideologically and religiously based form of cultural imperialism. The union embraced an international and occasionally ecumenical vision that included a critique of Western materialism and imperialism. But, at the same time, its mission inevitably promoted Anglo-American cultural practices and Protestant evangelical beliefs deemed morally superior by the WCTU. Tyrrell also considers, from a comparative perspective, the peculiar links between feminism, social reform, and evangelical religion in Anglo-American culture that made it so difficult for the WCTU to export its vision of a woman-centered mission to other cultures. Even in other Western states, forging links between feminism and religiously based temperance reform was made virtually impossible by religious, class, and cultural barriers. Thus, the WCTU ultimately failed in its efforts to achieve a sober and pure world, although its members significantly shaped the values of those countries in which it excercised strong influence. Why does the West rule? There are two broad schools of thought on why the West rules. Proponents of "Long-Term Lock-In" theories such as Jared Diamond suggest that from time immemorial, some critical factor — geography, climate, or culture perhaps — made East and West unalterably different, and determined that the industrial revolution would happen in the West and push it further ahead of the East. But the East led the West between 500 and 1600, so this development can't have been inevitable; and so proponents of "Short-Term Accident" theories argue that Western rule was a temporary aberration that is now coming to an end, with Japan, China, and India resuming their rightful places on the world stage. However, as the West led for 9,000 of the previous 10,000 years, it wasn't just a temporary aberration. So, if we want to know why the West rules, we need a whole new theory.
