The world is witnessing a rapid rise in the number of victims of human trafficking and of migrants—voluntary and involuntary, internal and international, authorized and unauthorized. In the first two decades of this century alone, more than 65 million people have been forced to escape home into the unknown. The slow-motion disintegration of failing states with feeble institutions, war and terror, demographic imbalances, unchecked climate change, and cataclysmic environmental disruptions have contributed to the catastrophic migrations that are placing millions of human beings at grave risk. Humanitarianism and Mass Migration fills a scholarly gap by examining the uncharted contours of mass migration. At first glance, the U.S. decision to escalate the war in Vietnam in the mid-1960s, China's position on North Korea's nuclear program in the late 1990s and early 2000s, and the EU resolution to lift what remained of the arms embargo against Libya in the mid-2000s would appear to share little in common. Yet each of these seemingly unconnected and far-reaching foreign policy decisions resulted at least in part from the exercise of a unique kind of coercion, one predicated on the intentional creation, manipulation, and exploitation of real or threatened mass population movements. In Weapons of Mass Migration, Kelly M. Greenhill offers the first systematic examination of this widely deployed but largely unrecognized instrument of state influence. She shows both how often this unorthodox brand of coercion has been attempted (more than fifty times in the last half century) and how successful it has been (well over half the time). She also tackles the questions of who employs this policy tool, to what ends, and how and why it ever works. Coercers aim to affect target states' behavior by exploiting the existence of competing political interests and groups, Greenhill argues, and by manipulating the costs or risks imposed on target state populations. This "coercion by punishment" strategy can be effected in two ways: the first relies on straightforward threats to overwhelm a target's capacity to accommodate a refugee or migrant influx; the second, on a kind of norms-enhanced political blackmail that exploits the existence of legal and normative commitments to those fleeing violence, persecution, or privation. The theory is further illustrated and tested in a variety of case studies from Europe, East Asia, and North America. To help potential targets better respond to—and protect themselves against—this kind of unconventional predation, Weapons of Mass Migration also offers practicable policy recommendations for scholars, government officials, and anyone concerned about the true victims of this kind of coercion—the displaced themselves.
Unlike many other trans-boundary policy areas, international migration lacks coherent global governance. There is no UN migration organization and states have signed relatively few multilateral treaties on migration. Instead sovereign states generally decide their own immigration policies. However, given the growing politicisation of migration and the recognition that states cannot always address migration in isolation from one another, a debate has emerged about what type of international institutions and cooperation are required to meet the challenges of international migration. Until now, though, that emerging debate on global migration governance has lacked a clear analytical understanding of what global migration governance actually is, the politics underlying it, and the basis on which we can make claims about what 'better' migration governance might look like. In order to address this gap, the book brings together a group of the world's leading experts on migration to consider the global governance of different aspects of migration. The chapters offer an accessible introduction to the global governance of low-skilled labour migration, high-skilled labour migration, irregular migration, lifestyle migration, international travel, refugees, internally displaced persons, human trafficking and smuggling, diaspora, remittances, and root causes. Each of the chapters explores the three same broad questions: What, institutionally, is the global governance of migration in that area? Why, politically, does that type of governance exist? How, normatively, can we ground claims about the type of global governance that should exist in that area? Collectively, the chapters enhance our understanding of the international politics of migration and set out a vision for international cooperation on migration.

Contributors explore the refraction of humanitarian intervention from the mid-twentieth century to the present across a diverse range of media forms, including screen media (film, television and online video), newspapers, memoirs, music festivals and social media platforms (notably Facebook, YouTube and Flickr). Examining the historical, cultural and political contexts that have shaped the mediation of humanitarian relationships since the middle of the twentieth century, the book reveals significant synergies between the humanitarian enterprise – the endeavour to alleviate the suffering of particular groups – and its media representations, particularly in their modes of addressing and appealing to specific publics.
Because forced migration situations are often physically dangerous and politically complicated, estimates of these populations are often difficult to make. Estimates of forced migration vary, but it is probable that there are about 23 million refugees and more than 30 million internally displaced people.In order to assist specific groups of forced migrants and also to better understand the general plight of forced migrants, good demographic data are needed. However, collecting data on forced migration presents tremendous challenges for normal data collection processes and standards.To explore a range of issues about internally displaced persons and refugees, the Committee on Population of the National Research Council organized a Workshop on the Demography of Forced Migration in Washington, D.C., in November 1997. The purpose of the workshop was to investigate the ways in which population and other social scientists can produce more useful demographic information about forced migrant populations and how they differ. This report summarizes the background papers prepared for the meeting, the presentations, and the general discussion.
Admittedly, the world and the nature of forced migration have changed a great deal over the last two decades. The relevance of data accumulated during that time period can now be called into question. The roundtable and the Program on Forced Migration at the Mailman School of Public Health of Columbia University have commissioned a series of epidemiological reviews on priority public health problems for forced migrants that will update the state of knowledge. One of the genuinely remarkable but relatively unnoticed developments of the last half-century is the blossoming of an international humanitarian order – a complex of norms, informal institutions, laws, and discourses that legitimate and compel various kinds of interventions by state and nonstate actors with the explicit goal of preserving and protecting human life. What kind of international humanitarian order is being imagined, created and practiced? To what extent are the international agents of this order deliverers of progress or disappointment? This open access book not only describes the challenges of climate disruption, but also presents solutions. The challenges described include air pollution, climate change, extreme weather, and related health impacts that range from heat stress, vector-borne diseases, food and water insecurity and chronic diseases to malnutrition and mental well-being. The influence of humans on climate change has been established through extensive published evidence and reports. However, the connections between climate change, the health of the planet and the impact on human health have not received the same level of attention. Therefore, the global focus on the public health impacts of climate change is a relatively recent area of interest. This focus is timely since scientists have concluded that changes in climate have led to new weather extremes such as floods, storms, heat waves, droughts and fires, in turn leading to more than 600,000 deaths and the displacement of nearly 4 billion people in the last 20 years. Previous work on the health impacts of climate change was limited mostly to epidemiologic approaches and outcomes and focused less on multidisciplinary, multi-faceted collaborations between physical scientists, public health researchers and policy makers. Further, there was little attention paid to faith-based and ethical approaches to the problem. The solutions and actions we explore in this book engage diverse sectors of civil society, faith leadership, and political leadership, all oriented by ethics, advocacy, and policy with a special focus on poor and vulnerable populations. The book highlights areas we think will resonate broadly with the public, faith leaders, researchers and students across disciplines including the humanities, and policy makers.
