"Water is a vital element for agricultural production and for economic development in general. However, the spatial and temporal distribution of water in Mexico restrains its use. Because of this distribution, it has been necessary to build a large infrastructure to capture, store, and allot this element among water users." Around the world, countries that once promoted more government involvement in irrigation management are adopting new policies that do just the opposite, creating incentives for farmers to take over the management of operations and maintenance, while government agencies focus on improving the management of water at the main system level. Is this just another management fad; or will the pendulum that is now swinging toward greater management control by farmers soon swing back the other way, toward greater state control? This volume reports on four countries where the state's role in irrigation management has undergone fundamental change and where the result has been a much greater management role for farmers. These studies address the political antecedents of participatory irrigation management (PIM) policies, the process of implementing the policies, and the second-generation challenges of sustaining PIM. These experiences will prove useful to policymakers and irrigation professionals who are facing similar challenges in their own countries.

The underpinning assumption of public management in the developing world as a process of planned change is increasingly being recognized as unrealistic. In reality, the practice of development management is characterized by processes of mutual adjustment among individuals, agencies, and interest groups that can constrain behaviour, as well as provide incentives for collaborative action. Paradoxes inevitably emerge in policy network practice and design. The ability to manage government departments and operations has become less important than the ability to navigate the complex world of interconnected policy implementation processes. Managing Water Demand provides a comprehensive account of the tools used to manage water demand in the MENA region. The vast arid and semi-arid regions of the Middle East and North Africa region (MENA) constitute 85% of the region's land area and are home to approximately 60% of the region's population. Limited water resources pose severe constraints on people's economic and social progress, testing their resilience and threatening their livelihoods. Rainfall is not only scarce and unpredictable, but the region is also subject to frequent and severe droughts. Available surface water is declining and the over-pumping of groundwater beyond natural recharge rates is occurring, lowering the water table and causing an increase in groundwater salinity and ecological degradation. Water Demand Management (WDM) is about governance and tools that motivate people and their activities to regulate the amount and manner in which they access, use and dispose of water to alleviate pressure on freshwater supplies. It is also about protecting water quality. The development and promotion of such WDM practices, primarily for governments in the Middle East and North Africa (MENA) region, have constituted the core objectives supported by Canada's International Development Research Centre (IDRC) and its partners through the Water Demand Management Forums. Managing Water Demand provides a comprehensive account of the tools used to manage water demand in the MENA region. A critical review is presented of the efficacy of WDM techniques in the areas of wastewater reuse, water valuation, public-private partnerships and decentralization, and participatory irrigation management. This book will provide some of the necessary knowledge required to further promote WDM in the MENA region, while providing insight into the work required for much needed change to improve water governance.

One of the major problems facing practitioners and scientists working with water management is how to integrate knowledge and experiences from scientific, policy and stakeholder perspectives. In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.
