The research takes an ethnographic approach and draws on interviews with over sixty participants, texts collected from public linguistic landscapes, fieldwork observations and a corpus of Chinese laws, policies and official policy commentaries. The thesis combines three complementary theoretical lenses for analysis, namely legal, linguistic landscape and perspectives lenses.
China has huge ethnic minorities – over 40 different groups with a total population of over 100 million. Over time China’s policies towards minority languages have varied, changing from policies which have accommodated minority languages to policies which have encouraged integration. At present integrationist policies predominate, notably in the education system, where instruction in minority languages is being edged out in favour of instruction in Mandarin Chinese. This book assesses the current state of indigenous and minority language policy in China. It considers especially language policy in the education system, including in higher education, and provides detailed case studies of how particular ethnic minorities are being affected by the integrationist, or assimilationist, approach.

Third, scholars of minority origin give inside views of policy implementations and challenges in their home communities. The volume sheds light on the complexity of language policy making and implementing as well as on the politics and ideology of language in contemporary China.

This book looks closely at Yi bilingual education practice in the southwest of China from an educationalist’s perspective and, in doing so, provides an insight toward our understanding of minority language maintenance and bilingual education implementation in China. The book provides an overview on the Yi people since 1949, their history, society, culture, customs and languages. Adopting the theory of language ecology, data was collected among different Yi groups and case studies were focused on Yi bilingual schools. By looking into the application of the Chinese government’s multilingual language and education policy over the last 30 years with its underlying language ideology and practices the book reveals the de facto language policy by analyzing the language management at school level, the linguistic landscape around the Yi community, as well as the language attitude and cultural identities held by present Yi students, teachers and parents. China has had constitutional minority language rights for decades, but what do they mean today? Answering with nuance and empirical detail, this book examines the rights through a sociolinguistic study of Zhuang, the language of China’s largest minority group. The analysis traces language policy from the Constitution to local government practices, investigating how Zhuang language rights are experienced as opening or restricting socioeconomic opportunity. The study finds that language rights do not challenge ascendant marketised and mobility-focused language ideologies which ascribe low value to Zhuang. However, people still value a Zhuang identity validated by government policy and practice. Rooted in a Bourdieusian approach to language, power and legal discourse, this is the first major publication to integrate contemporary debates in linguistics about mobility, capitalism and globalization into a study of China’s language policy. The book refines Grey’s award-winning doctoral dissertation, which received the Joshua A. Fishman Award in 2018. The judges said the study “decenter[s] all types of sociolinguistic assumptions." It is a thought-provoking work on minority rights and language politics, relevant beyond China.
Minglang Zhou's highly erudite and well-researched volume on the policies concerning writing reforms for China's minorities since 1949 provides an original and well-reasoned summary of a complex process. It documents how different script reforms meet dramatically different fates according to local preferences, history, cross-border ties, and the vitality of previously-used scripts.
