Healthcare decision makers in search of reliable information that compares health interventions increasingly turn to systematic reviews for the best summary of the evidence. Systematic reviews identify, select, assess, and synthesize the findings of similar but separate studies, and can help clarify what is known and not known about the potential benefits and harms of drugs, devices, and other healthcare services. Systematic reviews can be helpful for clinicians who want to integrate research findings into their daily practices, for patients to make well-informed choices about their own care, for professional medical societies and other organizations that develop clinical practice guidelines. Too often systematic reviews are of uncertain or poor quality. There are fewer grounds today than in the past to deplore a North‑South divide in research and innovation. This is one of the key findings of the UNESCO Science Report: towards 2030. A large number of countries are now incorporating science, technology and innovation in their national development agenda, in order to make their economies less reliant on raw materials and more rooted in knowledge. Most research and development (R&D) is taking place in high-income countries, but innovation of some kind is now occurring across the full spectrum of income levels according to the first survey of manufacturing companies in 65 countries conducted by the UNESCO Institute for Statistics and summarized in this report. For many lower-income countries, sustainable development has become an integral part of their national development plans for the next 10–20 years. Among higher-income countries, a firm commitment to sustainable development is often coupled with the desire to maintain competitiveness in global markets that are increasingly leaning towards ‘green’ technologies. The 2007-09 financial crisis exposed a great many flaws in the global financial system. To address the problems a wide-ranging programme of banking and wider financial sector reform is underway at European and global level. When it came into office, the Government asked the Independent Commission on Banking to recommend ways to strengthen the resilience of the banking system and promote competition and has published a white paper (Cm. 8356, ISBN 9780101835626) setting out how it would implement those recommendations. Banks, though, are only part of the financial system. Other types of financial institutions can also pose a risk to financial stability, if there is no way for them to fail safely. In this paper, the Government now sets out proposals and questions for consultation on enhancing the mechanisms available for dealing with the failure of systemically important non-banks. It covers four broad groups: investment firms, central counterparties (CCPs); non-CCP financial market infrastructure (non-CCP FMIs); and insurers. However the Government does not preclude the possibility of other types of non-bank - for example, hedge funds, or non-bank finance companies - of being systemically important and welcomes all evidence. Greater longevity is an indicator of human progress in general. Increased life expectancy and lower fertility rates are changing the population structure worldwide in a major way: the proportion of older persons is rapidly increasing, a process known as population ageing. The process is inevitable and is already advanced in developed countries and progressing quite rapidly in developing ones. The 2007 Survey analyses the implications of population ageing for social and economic development around the world, while recognising that it offers both challenges and opportunities. Among the most pressing issues is that arising from the prospect of a smaller labour force having to support an increasingly larger older population. Paralleling increased longevity are the changes in intergenerational relationships that may affect the provision of care and income security for older persons, particularly in developing countries where family transfers play a major role. At the same time, it is also necessary for societies to fully recognise and better harness the productive and social contributions that older persons can make but are in many instances prevented from making. The Survey argues that the challenges are not insurmountable, but that societies everywhere need to put in place the policies required to confront those challenges effectively and to ensure an adequate standard of living for each of their members, while respecting and promoting the contribution and participation of all.
The Independent Commission on Aid Impact (ICAI) was established in May 2011 with a strategic aim to provide independent scrutiny of UK aid spending, to promote the delivery of value for money for British taxpayers and the maximisation of the impact of aid. ICAI reports directly to Parliament through the International Development Committee, which established a sub-Committee on the work of ICAI in October 2012. This has worked well, and has helped foster closer working arrangements that promote the sharing of ideas between IDC inquires and the evaluations that ICAI undertakes. ICAI's Annual Report 2012-13 was generally well-received, as was the Commission's overall performance over the past year. The Annual Report published ICAI's budget for the first time and another excellent innovation was a section following up recommendations made in ICAI's Year 1 reports. ICAI should include a more detailed assessment of the impact of UK aid, including overarching lessons for DFID and should do more to promote lesson-learning across evaluations. This could be done by seminars and outreach events following each evaluation, which would help improve knowledge dissemination, both to DFID and the wider development community. A clear message this year was that DFID must think more strategically about its management of large contracts, especially those with multilateral agencies, nongovernmental organisations and contractors. This seems a fundamental criticism of the Department given the significance of these relationships. DFID should pay closer attention to how it selects external agencies as implementing bodies, and how much it pays for their services.
