An urgent, historically-grounded take on the four major factors that undermine American democracy, and what we can do to address them. While many Americans despair of the current state of U.S. politics, most assume that our system of government and democracy itself are invulnerable to decay. Yet when we examine the past, we find that to the contrary, the United States has undergone repeated crises of democracy, from the earliest days of the republic to the present. In The Four Threats, Robert C. Lieberman and Suzanne Mettler explore five historical episodes when democracy in the United States was under siege: the 1790s, the Civil War, the Gilded Age, the Depression, and Watergate. These episodes risked profound, even fatal, damage to the American democratic experiment, and on occasion antidemocratic forces have prevailed. From this history, four distinct characteristics of democratic disruption emerge. Political polarization, racism and nativism, economic inequality, and excessive executive power – alone or in combination – have threatened the survival of the republic, but it has survived, so far. What is unique, and alarming, about the present moment is that all four conditions are present in American politics today. This formidable convergence marks the contemporary era as an especially grave moment for democracy in the United States. But history provides a valuable repository from which contemporary Americans can draw lessons about how democracy was eventually strengthened — or in some cases weakened — in the past. By revisiting how earlier generations of Americans faced threats to the principles enshrined in the Constitution, we can see the promise and the peril that have led us to the present and chart a path toward repairing our civic fabric and renewing democracy.
“Keep your government hands off my Medicare!” Such comments spotlight a central question animating Suzanne Mettler’s provocative and timely book: why are many Americans unaware of government social benefits and so hostile to them in principle, even though they receive them? The Obama administration has been roundly criticized for its inability to convey how much it has accomplished for ordinary citizens. Mettler argues that this difficulty is not merely a failure of communication; rather it is endemic to the formidable presence of the “submerged state.” In recent decades, federal policymakers have increasingly shunned the outright disbursing of benefits to individuals and families and favored instead less visible and more indirect incentives and subsidies, from tax breaks to payments for services to private companies. These submerged policies, Mettler shows, obscure the role of government and exaggerate that of the market. As a result, citizens are unaware not only of the benefits they receive, but of the massive advantages given to powerful interests, such as insurance companies and the financial industry. Neither do they realize that the policies of the submerged state shower their largest benefits on the most affluent Americans, exacerbating inequality. Mettler analyzes three Obama reforms—student aid, tax relief, and health care—to reveal the submerged state and its consequences, demonstrating how structurally difficult it is to enact policy reforms and even to obtain public recognition for achieving them. She concludes with recommendations for reform to help make hidden policies more visible and governance more comprehensible to all Americans. The sad truth is that many American citizens do not know how major social programs work—or even whether they benefit from them. Suzanne Mettler’s important new book will bring government policies back to the surface and encourage citizens to reclaim their voice in the political process.

Donald Trump's presidency offered Americans a dire warning regarding the vulnerabilities in their democracy, but the threat is broader and deeper-and looms still. "January 6th was a disgrace," Senate Republican Leader Mitch McConnell solemnly intoned at the end of Donald Trump's second impeachment trial on February 13, 2021. As to the culprit, Senator McConnell declared that "there is no question that President Donald Trump is practically and morally responsible." Much of the attention paid to Trump's rise to power has focused on his corrosive personality and divisive style of governing. But he alone is not the problem. The vulnerability is much broader and deeper. The ascendance of Trump is the culmination of nearly 250 years of political reforms that gradually ceded party nominations to small cliques of ideologically-motivated party activists, interest groups, and donors. Trump's rise is not an aberration but a predictable outcome of trends deeply rooted in American history but which accelerated in the last few decades. In Democracy under Fire, Lawrence Jacobs provides a highly engaging, if disturbing, history of political reforms since the late-eighteenth century that over time dangerously weakened democracy, widened political inequality as well as racial disparities, and rewarded toxic political polarization. Jacobs' searing indictment of political reformers concludes with recommendations to restrain the unbridled ambition of politicians who thrive on division and instead generate broad citizen engagement with tangible policy making.

The survey ratings and narrative reports on 195 countries and fifteen territories are used by policymakers, the media, international corporations, civic activists, and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.
The majority of Americans think that politics has an “incivility problem” and that this problem is only getting worse. Research demonstrates that negativity and rudeness in politics have been increasing for decades. But how does this tide of impolite-to-outrageous language affect our reactions to media coverage and our political behavior? Disrespectful Democracy offers a new account of the relationship between incivility and political behavior based on a key individual predisposition—conflict orientation. Individuals experience conflict in different ways; some enjoy arguments while others are uncomfortable and avoid confrontation. Drawing on a range of original surveys and experiments, Emily Sydnor contends that the rise of incivility in political media has transformed political involvement. Citizens now need to be able to tolerate or even welcome incivility in the public sphere in order to participate in the democratic process. Yet individuals who are turned off by incivility are not brought back in by civil presentation of issues. Sydnor considers the challenges in evaluating incivility’s normative benefits and harms to the political system: despite some detrimental aspects, certain levels of incivility in certain venues can promote political engagement, and confrontational behavior can be a vital tool in the citizen’s democratic arsenal. A rigorous and empirically informed analysis of political rhetoric and behavior, Disrespectful Democracy also proposes strategies to engage citizens across the range of conflict orientations.
