As a strategic partner, the EU seeks to enhance cooperation with Africa to promote actions targeted to finding locally adapted solutions to challenges that are global in nature, but which often hit Africa hardest. The Horizon Europe work programme 2021-2022 includes around 40 topics with a budget of around €350 million under Calls for Proposals that are particularly relevant for cooperation with Africa.
This factsheet on EU cooperation on Research and Innovation with Africa will be based on the pre-existing, attached factsheet on the same topic, prepared at the time of the publication of the Horizon Europe Work Programme for 2021-2022 and more specifically the Africa Initiative comprising a set of calls for proposals with a dedicated funding requiring or encouraging participation of African entities. This second factsheet will allow to present the new Africa Initiative II contained in the forthcoming Work Programme for 2023-2024. It will allow to communicate in a succinct way with African partners about the opportunities that will be offered to them under the Africa Initiative II.

This edited volume is concerned with the evolution and achievements of cooperation in research and innovation between Africa and Europe, and points to the need for more diversified funding and finance mechanisms, and for novel models of collaboration to attract new actors and innovative ideas. It reflects on the political, economic, diplomatic and scientific rationale for cooperation, while also examining practical developments, illustrated with examples, in the fields of food security, health, and climate change. The need to mobilise scientific knowledge and to ensure equality and fairness in the cooperation are recurrent themes. This factsheet on EU cooperation on R&I with Africa will be based on a pre-existing factsheet on the same topic, prepared at the time of the publication of the HE WP for 2021-2022, on the Africa Initiative comprising a set of calls for proposals with a dedicated funding requiring or encouraging participation of African entities. This second factsheet was prepared late in 2022 to allow to present the new Africa Initiative II contained in the then forthcoming WP for 2023-2024. The factsheet was not in the end published. The proposal is to update it to communicate in a succinct way with African partners about opportunities under Africa Initiative II and the AU-EU Innovation Agenda to be adopted by the EU-AU R&I 2nd Ministerial meeting in Addis Ababa on 13 June. It should be published by that date.

This factsheet on EU cooperation on Research and Innovation with the Mediterranean region (Mediterranean Initiative) will follow the model used by the african colleagues already with the African Initiative I. It aims at presenting in a succinct way the opportunities contained in the forthcoming Work Programme for 2023-2024 that will be comprising a set of calls for proposals with a dedicated funding encouraging the participation of the MED countries.

Research outcomes must be deployed in the real world if we are to maximise innovations with impact for EU citizens, our economic competitiveness, and the green and digital transformation in the EU.
