This report highlights progress made in implementing the Honduran Poverty Reduction Strategy (PRS) from the time of its approval by the Government of Honduras in August 2001 to the present. The report monitors the economic and social programs that were defined in the original document and which were revised following consultation with civil society in the First Progress Report and Update of the PRSP. The report discusses that Honduras has thus far achieved approximately 18 percent of the improvement on the PRSP indicators that will be needed to reach to the goals set for 2015.
The paper discusses the Joint Staff Assessment (JSA) of the Poverty Reduction Strategy Paper (PRSP) Progress Report for Honduras. The first PRSP Progress Report of the Government of Honduras presents a complete review of the government’s implementation of the PRSP to date and updates the PRSP for 2004–07. The report presents a comprehensive assessment of challenges encountered in implementing the poverty reduction strategy in Honduras. It reports on progress made to date and candidly identifies factors related to less-than-satisfactory Poverty Reduction Strategy implementation.
The second annual Poverty Reduction Strategy Paper (PRSP) Progress Report for Honduras presents a comprehensive review of the government's implementation of the PRSP process to date. It incorporates inputs from government, civil society, and the donor community, and, addresses seven key areas: a) the consultation process; b) review o f the medium-term macroeconomic framework; c) progress in poverty reduction, targets and intermediate indicators; d) evolution of poverty spending; e) implementation of policies (to date) per programmatic area and medium-term programming; f) monitoring and evaluation; and, g) challenges to the PRSP implementation. Despite progress made in the implementation of the PRSP, including on some challenges identified in the previous joint staff assessment, the overall strategy faces significant risks, namely, to: a continued fiscal adjustment; improving institutional weaknesses; ensuring financial integrity and stability; and, enhancing the economy's resilience to shocks. The report would benefit from a more in-depth analysis of the risks to the strategy. The International Development Association (IDA) and International Monetary Fund (IMF) staffs recommend that the authorities incorporate the analysis of these risks, as well as an outline of contingency measures, into the next PRSP progress report, and recommend as well, that the immediate implementation of measures aimed at raising the likelihood of attaining PRSP Millennium Development Goals (MDG) goals,

The report provides details on the organization and results of the consultation process, and analyzes the macroeconomic framework for the poverty reduction strategy. An overview of the poverty situation and the performance of the poverty-related economic and social indicators are also discussed. Finally, the adjustment of some poverty reduction strategy program goals and budget is presented. The strategy also proposes a series of policy measures.
Honduras: A Territorial Approach to Development presents an innovative approach to address the development challenges of the country. The document first describes the main challenges to inclusive development in Honduras identified by IDB technical staff, which results in a proposal for a Spatial Economic Strategy (SES) developed with the company GeoAdaptive LLC. The Strategy extends across and connects the entire territory, taking advantage of sectoral synergies for enhancing productivity and breaking the established inequality and poverty cycles. This innovative approach seeks to break away from the traditional sector-approach and proposes comprehensive interventions that would enable key stakeholders to maximize synergies and the impact of their actions.
This Development Policy Review (DPR) discusses Honduras's development agenda with a special focus on accelerating economic growth. This focus emerges from the Honduras Poverty Reduction Strategy Paper (PRSP), which identified growth as the main determinant o f the evolution of poverty, and guides the review of policy developments in various economic, social and infrastructure sectors. To the extent that the measures and reforms recommended in this report are able to generate a more attractive investment climate in Honduras, they will clearly serve to promote a faster accumulation o f physical capital, which is one component of economic growth. The main thrust of most of these reforms, however, is to improve the quality of factor services and the efficiency of factor allocation, which, in a growth accounting framework, are reflected in faster productivity growth. Recommended are measures to expand the coverage and quality o f education, measures to promote financial market development, measures to remove price distortions, attract greater private investment and improve the regulatory framework, as well as measures contemplated on the governance front, especially in the area o f improving public sector financial management and the civil service.
