This collection represents a modest attempt to chart a new course for the intellectual discipline known as economic history. (The book is not about productivity growth in the 1990s, lest the title give rise to any confusion.) As a group, these essays suggest new and potentially fruitful areas or approaches for research and at the same time address weaknesses in past efforts. One important audience will be graduate students attempting to decide whether to write a dissertation in economic history, or trying to select or refine dissertation topics in the area, and determine how to approach them. Some of the essays will most certainly be appropriate additions to the or semester courses in economic history that remain a fixture in quarter graduate economics training programs. A second audience should be established scholars who are now or have in the past done research in economic history and are interested in the perspectives of a relatively younger group of scholars. The term "younger" is used here advisedly to describe a group of scholars born between 1943 and 1954. Nevertheless, the authors of these essays can on at least one dimension be distinguished from the pathbreaking new economic his torians who established their academic reputations in the early 1960s. Using post-Civil War Richmond, Virginia, as a case study, Hoffman explores the role of race and class in the city building process from 1870 to 1920. Richmond's railroad connections enabled the city to participate in the commercial expansion that accompanied the rise of the New South. A highly compact city of mixed residential, industrial and commercial space at the end of the Civil War, Richmond remained a classic example of what historians call a "walking city" through the end of the century. As city streets were improved and public transportation became available, the city's white merchants and emerging white middle class sought homes removed from the congested downtown. The city's African American and white workers generally could not afford to take part in this residential migration. As a result, the mixture of race and class that had existed in the city since its inception began to disappear. The city of Richmond exemplified characteristics of both Northern and Southern cities during the period from 1870 to 1920. Retreating Confederate soldiers had started fires that destroyed the city in 1865, but by 1870, the former capital of the Confederacy was on the road to recovery from war and reconstruction, reestablishing itself as an important manufacturing and trade center. The city's size, diversity and economic position at the time not only allows for comparisons to both Northern and Southern cities but also permits an analysis of the role of groups other than the elite in city building process. By taking a look at Richmond, we are able to see a more complete picture of how American cities have come to be the way they are.
Joseph Chamberlain was a dynamic orator, notable reformer and superb parliamentary tactician of the late 19th and early 20th centuries. In his early political career Chamberlain was a radically minded Liberal Party member and a supporter of political reform, yet after the Liberal Split, his allegiance changed dramatically when his Liberal Unionist Party entered into alliance with the Conservatives. As Colonial Secretary in Salisbury's government, he was a prime instigator of the Boer War and an important negotiator in the attempts to build an Anglo-German alliance. Ultimately disenchanted with the Conservative leadership of Salisbury and Balfour, he played an integral role in the Unionist Split over the issue of Tariff Reform which ultimately led to Balfour's downfall. Travis Crosby here sheds light on an often-overlooked, but exceptionally influential politician. He argues that Chamberlain was driven primarily by a personal need for power and control - characteristics that went beyond political loyalties.
