This book takes stock of arguments about the historical legacies of communism that have become common within the study of Russia and East Europe more than two decades after communism's demise and elaborates an empirical approach to the study of historical legacies revolving around relationships and mechanisms rather than correlation and outward similarities. Eleven essays by a distinguished group of scholars assess whether post-communist developments in specific areas continue to be shaped by the experience of communism or, alternatively, by fundamental divergences produced before or after communism. Chapters deal with the variable impact of the communist experience on post-communist societies in such areas as regime trajectories and democratic political values; patterns of regional and sectoral economic development; property ownership within the energy sector; the functioning of the executive branch of government, the police, and courts; the relationship of religion to the state; government language policies; and informal relationships and practices.

The book reflects upon the Russian Revolution of 1917 and the ensuing developments in Russia, the rest of the former Soviet Union, Central and Eastern Europe and elsewhere in the world. It discusses the impact of the legacies of the Russian Revolution on political systems, ideologies, economic and social structures and culture. The book answers some pertinent questions: To what extent are these legacies relevant today for the contextualisation of memory politics, social institutions, and international relations? How does an analysis of 1917 and its legacies contribute to the comparative study of revolutions and social change?
The break-up of the Soviet Union is a key event of the twentieth century. The 39th IIS congress in Yerevan 2009 focused on causes and consequences of this event and on shifts in the world order that followed in its wake. This volume is an effort to chart these developments in empirical and conceptual terms. It has a focus on the lands of the former Soviet Union but also explores pathways and contexts in the Second World at large. The Soviet Union was a full scale experiment in creating an alternative modernity. The implosion of this union gave rise to new states in search of national identity. At a time when some observers heralded the end of history, there was a rediscovery of historical legacies and a search for new paths of development across the former Second World. In some parts of this world long-repressed legacies were rediscovered. They were sometimes, as in the case of countries in East Central Europe, built around memories of parliamentary democracy and its replacement by authoritarian rule during the interwar period. Some legacies referred to efforts at establishing statehood in the wake of the First World War, others to national upheavals in the nineteenth century and earlier. In Central Asia and many parts of the Caucasus the cultural heritage of Islam in its different varieties gave rise to new markers of identity but also to violent contestations. In South Caucasus, Georgia, Armenia and Azerbaijan have embarked upon distinctly different, but invariably contingent, paths of development. Analogously core components of the old union have gone through tumultuous, but until the last year and a half largely bloodless, transformations. The crystallization of divergent paths of development in the two largest republics of that union, i.e. Russia and Ukraine, has ushered in divergent national imaginations but also in series of bloody confrontations.

It has long been assumed that the historical legacy of Soviet Communism would have an important effect on post-communist states. However, prior research has focused primarily on the institutional legacy of communism. Communism's Shadow instead turns the focus to the individuals who inhabit post-communist countries, presenting a rigorous assessment of the legacy of communism on political attitudes. Post-communist citizens hold political, economic, and social opinions that consistently differ from individuals in other countries. Grigore Pop-Eleches and Joshua Tucker introduce two distinct frameworks to explain these differences, the first of which focuses on the effects of living in a post-communist country, and the second on living through communism. Drawing on large-scale research encompassing post-communist states and other countries around the globe, the authors demonstrate that living through communism has a clear, consistent influence on why citizens in post-communist countries are, on average, less supportive of democracy and markets and more supportive of state-provided social welfare. The longer citizens have lived through communism, especially as adults, the greater their support for beliefs associated with communist ideology—the one exception being opinions regarding gender equality. A thorough and nuanced examination of communist legacies' lasting influence on public opinion, Communism's Shadow highlights the ways in which political beliefs can outlast institutional regimes.
This book is unique in its kind. It is the first scholarly work to attempt a comprehensive and fairly detailed look into the lingering legacies of the communist totalitarian modes of thought and expression in the new discourse forms of the post-totalitarian era. The book gives also new and interesting insights into the ways the new, presumably democratically-minded political elites in post-totalitarian Eastern Europe, Russia, and China manipulate language to serve their own political and economic agendas. Chapter 1 discusses patterns of continuity and change in the conceptual apparatus and linguistic habits of political science and sociology practiced in the Czech Republic before and after 1989. Chapter 3 analyzes the legacy of Soviet semantics in post-Soviet Moldovan politics through the prism of such politically contested words as 'democracy,' 'democratization,' and 'people.' Chapters 4 and 5 discuss the way in which communist patterns of thought and expression manifest themselves in the new political discourse in Romania and Bulgaria, respectively. Chapter 6 examines phenomena of change and continuity in the socio-linguistic and socio-political scene of post-Soviet Latvia. Chapter 7 analyzes the extent to which the language of the post-communist Romanian media differs from the official language of the communist era. Chapter 8 examines the evolution of Russian official discourse since the late eighties with a view of showing 'whether or not new phenomena in the evolution of post-Soviet discourse represent new development or just a mutation of the value-orientations of the old Soviet ideological apparatus.' Chapter 9 gives a detailed and lucid account of the evolution of both official and non-official discourse in China since the end of the Mao era.
In the absence of democratic state institutions, eastern European countries were considered to possess only myths of democracy. Working on the premise that democracy is not only an institutional arrangement but also a civilisational project, this book argues that mythical narratives help understanding the emergence of democracy without ‘democrats’. Examining different national traditions as well as pre-communist and communist narratives, myths are seen as politically fabricated ‘programmes of truth’ that form and sustain the political imagination. Appearing as cultural, literary, or historical resources, myths amount to ideology in narrative form, which actors use in political struggles for the sake of achieving social compliance and loyalty with the authority of new political forms. Drawing on a wide range of case studies including Ukraine, Russia, Poland, Hungary, and Czechoslovakia, this book argues that narratives about the past are not simply ‘legacies’ of former regimes but have actively shaped representations and meanings of democracy in the region. Taking different theoretical and methodological approaches, the power of myth is explored for issues such as leadership, collective identity-formation, literary representation of heroic figures, cultural symbolism in performative art as well as on the constitution of legitimacy and civic identity in post-communist democracies.
