With the rise of a range of private-sector entrepreneurial firms interested in pursuing space commerce, the process whereby their efforts might be incubated, fostered, and expanded comes to the fore as an important public policy concern in a way never before present in the Space Age. In the United States we are witnessing the convergence of several powerful economic forces, including the need to restore American capability to reach low-Earth orbit (LEO) for the servicing of the International Space Station (ISS) and the rise of a hospitality/tourism/entertainment industry interested in space. Through these case studies, we explore how to apply more effectively already-tested models of government support for commercial activities, as well as the interactions of both the public and private spheres in a new opportunity zone in space. In each case, a summation yields a range of key points.
This study investigates and analyzes historical episodes in America in which the federal government undertook public-private efforts to complete critical activities valued for their public good. This combination largely resulted from a lack of either sufficient political will to fund them entirely out of the public treasury or insufficient profit motive for private firms to undertake them for purely business reasons. The six case studies include the following: 1) the development of the transcontinental railroad, supported by a unique land-grant approach to subsidy; 2) support for the airline industry through legislation, appropriate regulation, and subsidies to grow a robust air transport capability; 3) the regulatory regime put into place with the rise of the telephone industry and the creation of a government-sponsored monopoly that eventually had to be broken up; 4) government sponsorship of Antarctic scientific stations that evolved into a public-private partnership (PPP) over time; 5) the fostering of a range of public works projects and their success or failure over time; and 6) the establishment of scenic and cultural conservation zones in the United States and ways to balance economic development with preservation.

This book examines the recent shift in US space policy and the forces that continually draw the US back into a space-technology security dilemma. The dual-use nature of the vast majority of space technology, meaning of value to both civilian and military communities and being unable to differentiate offensive from defensive intent of military hardware, makes space an area particularly ripe for a security dilemma. In contrast to previous administrations, the Obama Administration has pursued a less militaristic space policy, instead employing a strategic restraint approach that stressed multilateral diplomacy to space challenges. The latter required international solutions and the United States, subsequently, even voiced support for an International Code of Conduct for Space. That policy held until the Chinese anti-satellite (ASAT) test in 2013, which demonstrated expanded Chinese capabilities. This volume explores the issues arising from evolving space capabilities across the world and the security challenges this poses. It subsequently discusses the complexity of the space environment and argues that all tools of national power must be used, with some degree of balance, toward addressing space challenges and achieving space goals. This book will be of much interest to students of space policy, defence studies, foreign policy, security studies and IR.
American Astronautical Society Eugene M. Emme Astronautical Literature Award As NASA prepared for the launch of Apollo 11 in July 1969, many African American leaders protested the billions of dollars used to fund “space joyrides” rather than help tackle poverty, inequality, and discrimination at home. This volume examines such tensions as well as the ways in which NASA’s goal of space exploration aligned with the cause of racial equality. It provides new insights into the complex relationship between the space program and the civil rights movement in the Jim Crow South and abroad.  Essays explore how thousands of jobs created during the space race offered new opportunities for minorities in places like Huntsville, Alabama, while at the same time segregation at NASA’s satellite tracking station in South Africa led to that facility’s closure. Other topics include black skepticism toward NASA’s framing of space exploration as “for the benefit of all mankind,” NASA’s track record in hiring women and minorities, and the efforts of black activists to increase minority access to education that would lead to greater participation in the space program. The volume also addresses how to best find and preserve archival evidence of African American contributions that are missing from narratives of space exploration.
