The purpose of this document is to provide upper level guidance for the program that will downblend surplus highly enriched uranium for use as commercial nuclear reactor fuel or low-level radioactive waste. The intent of this document is to outline the overall mission and program objectives. The document is also intended to provide a general basis for integration of disposition efforts among all applicable sites. This plan provides background information, establishes the scope of disposition activities, provides an approach to the mission and objectives, identifies programmatic assumptions, defines major roles, provides summary level schedules and milestones, and addresses budget requirements.
The continued presence of highly enriched uranium (HEU) in civilian installations such as research reactors poses a threat to national and international security. Minimization, and ultimately elimination, of HEU in civilian research reactors worldwide has been a goal of U.S. policy and programs since 1978. Today, 74 civilian research reactors around the world, including 8 in the United States, use or are planning to use HEU fuel. Since the last National Academies of Sciences, Engineering, and Medicine report on this topic in 2009, 28 reactors have been either shut down or converted from HEU to low enriched uranium fuel. Despite this progress, the large number of remaining HEU-fueled reactors demonstrates that an HEU minimization program continues to be needed on a worldwide scale. Reducing the Use of Highly Enriched Uranium in Civilian Research Reactors assesses the status of and progress toward eliminating the worldwide use of HEU fuel in civilian research and test reactors.
Plutonium and highly enriched uranium (HEU) are the basic materials used in nuclear weapons. Plutonium also plays an important part in the generation of nuclear electricity. Knowing how much plutonium and HEU exists, where and in which form is vital for international security and nuclear commerce. This book is a thorough revision of the World Inventory of Plutonium and highly Enriched Uranium, 1992. It provides a rigorous and comprehensive assessment of the amounts of plutonium and HEU in military and civilian programmes, in nuclear and non-nuclear weapon states, and in countries seeking to acquire nuclear weapons. The capibilities that exist for producing these materials around the world are examined in depth, as are the policy issues raised by them. Containing much new information, this book is indispensable to all those concerned with the great contemporary issues in international nuclear relations: arms reductions in the nuclear weapon states, nuclear proliferation, nuclear smuggling, the roles of plutonium and enriched uranium in the nuclear fuel-cycle, and the disposition of surplus weapon material.
The U.S. Department of Energy (DOE) has made significant progress with regard to disposition planning for 174 metric tons (MTU) of surplus Highly Enriched Uranium (HEU). Approximately 55 MTU of this 174 MTU are ''offspec'' HEU. (''Off-spec'' signifies that the isotopic or chemical content of the material does not meet the American Society for Testing and Materials standards for commercial nuclear reactor fuel.) Approximately 33 of the 55 MTU have been allocated to off-spec commercial reactor fuel per an Interagency Agreement between DOE and the Tennessee Valley Authority (1). To determine disposition plans for the remaining (almost equal to)22 MTU, the DOE National Nuclear Security Administration (NNSA) Office of Fissile Materials Disposition (OFMD) and the DOE Office of Environmental Management (EM) co-sponsored this technical study. This paper represents a synopsis of the formal technical report (NNSA/NN-0014). The (almost equal to) 22 MTU of off-spec HEU inventory in this study were divided into two main groupings: one grouping with plutonium (Pu) contamination and one grouping without plutonium. This study identified and evaluated 26 potential paths for the disposition of this HEU using proven decision analysis tools. This selection process resulted in recommended and alternative disposition paths for each group of HEU. The evaluation and selection of these paths considered criteria such as technical maturity, programmatic issues, cost, schedule, and environment, safety and health compliance. The primary recommendations from the analysis are comprised of 7 different disposition paths. The study recommendations will serve as a technical basis for subsequent programmatic decisions as disposition of this HEU moves into the implementation phase.

The decay product of the medical isotope molybdenum-99 (Mo-99), technetium-99m (Tc-99m), and associated medical isotopes iodine-131 (I-131) and xenon-133 (Xe-133) are used worldwide for medical diagnostic imaging or therapy. The United States consumes about half of the world's supply of Mo-99, but there has been no domestic (i.e., U.S.-based) production of this isotope since the late 1980s. The United States imports Mo-99 for domestic use from Australia, Canada, Europe, and South Africa. Mo-99 and Tc-99m cannot be stockpiled for use because of their short half-lives. Consequently, they must be routinely produced and delivered to medical imaging centers. Almost all Mo-99 for medical use is produced by irradiating highly enriched uranium (HEU) targets in research reactors, several of which are over 50 years old and are approaching the end of their operating lives. Unanticipated and extended shutdowns of some of these old reactors have resulted in severe Mo-99 supply shortages in the United States and other countries. Some of these shortages have disrupted the delivery of medical care. Molybdenum-99 for Medical Imaging examines the production and utilization of Mo-99 and associated medical isotopes, and provides recommendations for medical use.
The Department of Energy (DOE) and Tennessee Valley Authority (TVA) entered into an Interagency Agreement to transfer approximately 40 metric tons of highly enriched uranium (HEU) to TVA for conversion to fuel for the Browns Ferry Nuclear Power Plant. Savannah River Site (SRS) inventories included a significant amount of this material, which resulted from processing spent fuel and surplus materials. The HEU is blended with natural uranium (NU) to low enriched uranium (LEU) with a 4.95% 235U isotopic content and shipped as solution to the TVA vendor. The HEU Blend Down Project provided the upgrades needed to achieve the product throughput and purity required and provided loading facilities. The first blending to low enriched uranium (LEU) took place in March 2003 with the initial shipment to the TVA vendor in July 2003. The SRS Shipments have continued on a regular schedule without any major issues for the past 5 years and are due to complete in September 2008. The HEU Blend program is now looking to continue its success by dispositioning an additional approximately 21 MTU of HEU material as part of the SRS Enriched Uranium Disposition Project.
The United States, Russian Federation, and the International Atomic Energy Agency have been working together on a program called the Russian Research Reactor Fuel Return (RRRFR) Program, which is part of the Global Threat Reduction Initiative. The purpose of this program is to return Soviet or Russian-supplied high-enriched uranium (HEU) fuel, currently stored at Russian-designed research reactors throughout the world, to Russia. In February 2003, the RRRFR Program began discussions with the Nuclear Research Institute (NRI) in Rež, Czech Republic, about returning their HEU spent nuclear fuel to the Russian Federation for reprocessing. In March 2005, the U.S. Department of Energy signed a contract with NRI to perform all activities needed for transporting their HEU spent nuclear fuel to Russia. After 2 years of intense planning, preparations, and coordination at NRI and with three other countries, numerous organizations and agencies, and a Russian facility, this shipment is scheduled for completion before the end of 2007. This paper will provide a summary of activities completed for making this international shipment. This paper contains an introduction and background of the RRRFR Program and the NRI shipment project. It summarizes activities completed in preparation for the shipment, including facility preparations at NRI in Rež and FSUE "Mayak" in Ozyorsk, Russia; a new transportation cask system; regulatory approvals; transportation planning and preparation in the Czech Republic, Slovakia, Ukraine, and the Russian Federation though completion of the Unified Project and Special Ecological Programs. The paper also describes fuel loading and cask preparations at NRI and final preparations/approvals for transporting the shipment across the Czech Republic, Slovakia, Ukraine, and the Russian Federation to FSUE Mayak where the HEU spent nuclear fuel will be processed, the uranium will be downblended and made into low-enriched uranium fuel for commercial reactor use, and the high-level waste from the processing will be stabilized and stored for less than 20 years before being sent back to the Czech Republic for final disposition. Finally, the paper contains a section for the summary and conclusions.
