Drawing from eleven rich case studies in Asia, this book is the first to explore how heritage is used as aid and diplomacy by various agencies to produce knowledge, power, values and geopolitics in the global heritage regime. It represents an interdisciplinary endeavour to feature a diversity of situations where cultural heritage is invoked or promoted to serve interests or visions that supposedly transcend local or national paradigms. This collection of articles thus not only considers processes of “UNESCO-ization” of heritage (or their equivalents when conducted by other international or national actors) by exploring the diplomatic and developmentalist politics of heritage-making at play and its transformational impact on societies. It also describes how local and outside states often collude with international mechanisms to further their interests at the expense of local communities and of citizens’ rights. Heritage as Aid and Diplomacy in Asia explores the following questions: Under the current international heritage regime, what are the mechanisms of—and the manipulations that take place within—ideological, political and cultural transmissions? What is heritage diplomacy and how can we conceptualize it? How do the complicated history and colonial past of Asia constitute the current practices of heritage diplomacy and shape heritage discourse in Asia? How do international organizations, nation-states, NGOs, heritage brokers and experts contribute to the history of the global heritage discourse? How has the flow of global knowledge been transferred and transformed? And how does the global hierarchy of cultural values function?
This volume is based on papers from the second in a series of three conferences that deal with the multi-scalar processes of heritage-making, ranging from the local to the national and international levels, involving different players with different degrees of agency and interests. These players include citizens and civil society, the state, and international organizations and actors. The current volume focuses on the role of citizens and civil society in the politics of heritage-making, looking at how these players at the grass-roots level make sense of the past in the present. Who are these local players that seek to define the meaning of heritage in their everyday lives? How do they negotiate with the state, or contest the influence of the state, in determining what their heritage is? These and other questions will be taken up in various Asian contexts in this volume to foreground the local dynamics of heritage politics.
This volume is a book of reflections and encounters about the region that the Chinese knew as Nanyang. The essays in it look back at the years of uncertainty after the end of World War II and explore the period largely through images of mixed heritages in Malaysia and Singapore. They also look at the trends towards social and political divisiveness following the years of decolonization in Southeast Asia. Never far in the background is the struggle to build new nations during four decades of an ideological Cold War and the Chinese determination to move from near-collapse in the 1940s and out of the traumatic changes of the Maoist revolution to become the powerhouse that it now is.
Since it began in 2008, the dispute over the temple of Preah Vihear and its adjacent area has envenomed Thai-Cambodian relations. Puangthong R. Pawakapan argues that initially Thai-Cambodian cooperation on the temple had begun within the framework of Thailand’s strategy to become a regional economic centre and leader. It was the first time in Southeast Asia that two formerly antagonistic states were employing cultural methods to settle a territorial dispute and turned it into a symbol of friendship and cooperation between the two countries. But the ultra-nationalist movement derailed this essay in cooperation. Instead, the temple became a symbol of hatred between the two countries. The ultra- nationalists’ success has to be attributed to the support it enjoyed from various civic groups and institutions.
The Cultural Turn in International Aid is one of the first volumes to analyse a wide and comprehensive range of issues related to culture and international aid in a critical and constructive manner. Assessing why international aid is provided for cultural projects, rather than for other causes, the book also considers whether and how donor funded cultural projects can address global challenges, including post-conflict recovery, building peace and security, strengthening resilience, or promoting human rights. But scholars and government officials continue to debate why countries provide it: some claim that it is primarily a tool of diplomacy, some argue that it is largely intended to support development in poor countries, and still others point out its myriad newer uses. Carol Lancaster effectively puts this dispute to rest here by providing the most comprehensive answer yet to the question of why governments give foreign aid. She argues that because of domestic politics in aid-giving countries, it has always been—and will continue to be—used to achieve a mixture of different goals.
