What is the significance of heritage for how welfare is defined? What function does heritage have in the public realm and how is heritage becoming a resource for citizens to gain influence in society? Who and what defines the public debates and the politics about heritage? Is there a knowledge gap between research communities, management, and the public understanding and use of heritage? These are some of the questions that the authors of this book reflect upon. They provide Nordic perspectives on how the management of the past takes place, and how it is carried out in the service of the society, offering new interpretations of the role of heritage in present society, where institutional heritage management has become just one of the many and multiple ways in which different publics engage with cultural heritage. Examining cultural heritage within the context of democracy Cultural heritage is a powerful tool in society, capable of producing both social harms as well as social goods and benefits, which can be distributed unevenly via political channels. Reaching across disciplines and national boundaries, this volume examines cultural heritage work within the context of both democratic institutions and democratic practices, including participatory, deliberative, and direct democratic practices. Case studies highlight how democratic politics and cultural heritage shape, impact, and depend upon one another. The rising crisis of democracy across the globe brings these dynamics into sharp relief. Do religious arguments have a public role in the post-9/11 world? Can we hold democracy together despite fractures over moral issues? Are there moral limits on the struggle against terror? How the Catholic Church redefined its relationship to the state in the wake of the French Revolution Catholicism and Democracy is a history of Catholic political thinking from the French Revolution to the present day. Emile Perreau-Saussine investigates the church's response to liberal democracy, a political system for which the church was utterly unprepared. Looking at leading philosophers and political theologians—among them Joseph de Maistre, Alexis de Tocqueville, and Charles Péguy—Perreau-Saussine shows how the church redefined its relationship to the state in the long wake of the French Revolution. Disenfranchised by the fall of the monarchy, the church in France at first embraced that most conservative of ideologies, "ultramontanism" (an emphasis on the central role of the papacy). Catholics whose church had lost its national status henceforth looked to the papacy for spiritual authority. Perreau-Saussine argues that this move paradoxically combined a fundamental repudiation of the liberal political order with an implicit acknowledgment of one of its core principles, the autonomy of the church from the state. However, as Perreau-Saussine shows, in the context of twentieth-century totalitarianism, the Catholic Church retrieved elements of its Gallican heritage and came to embrace another liberal (and Gallican) principle, the autonomy of the state from the church, for the sake of its corollary, freedom of religion. Perreau-Saussine concludes that Catholics came to terms with liberal democracy, though not without abiding concerns about the potential of that system to compromise freedom of religion in the pursuit of other goals.
