The Transatlantic Trade and Investment Partnership is an ambitious attempt by the European Union and the United States to deliver a comprehensive trade and investment treaty. Negotiations between the two are currently underway and the Government hopes that an agreement can be reached by the end of 2015. The trade deal may be beneficial to the UK and EU economies but TTIP is not universally supported and the level of financial benefit to the UK is open to question. The lack of detail available on the negotiations means that it is difficult to assess which is the more accurate argument. However, this should not excuse the quality of debate which we have, on occasion, observed by campaigners and lobbyists on both sides of the argument. Everyone involved in the debate on TTIP - campaigners,lobbyists, the UK Government and the European Commission - must ensure that an evidence-based approach is at the heart of any TTIP debate. One of the key concerns about TTIP is the proposal to include Investor State Dispute Settlement (ISDS) provisions. These provisions - common in bilateral trade agreements - aim to protect foreign investors from illegal interference by the host government. However, campaigners have argued that such clauses could allow US healthcare investors to force the permanent privatisation of the NHS. Although this view has been rebutted repeatedly by the European Commission and the UK Government, until draft clauses are published, it will be difficult for them to convince those with concerns.

Drawing on a principal-agent framework, the book challenges the conventional wisdom of ‘executive autonomy’ in foreign affairs, with parliaments using multiple ex ante and ex post instruments to monitor, oversee and control governments in external relations. Moving beyond the ‘politics stops at the water’s edge’ image, the articles highlight the role of party-political contestation instead of consensus in the name of national interest structuring parliamentary debates and decision-making in this increasingly politicized issue area. Considering the lack of research on parliamentary participation in foreign affairs beyond the specific case of the U.S. Congress, the book will also contribute to theory building and will deepen our understanding of legislative-executive relations. The book explores the impact of protectionism, reparations and war debts, as well as the more well known disagreements on monetary issues which, together, helped to prolong the most profound economic depression of the twentieth century. The goals of the second volume of the AHDR – Arctic Human Development Report: Regional Processes and Global Linkages – are to provide an update to the first AHDR (2004) in terms of an assessment of the state of Arctic human development; to highlight the major trends and changes unfolding related to the various issues and thematic areas of human development in the Arctic over the past decade; and, based on this assessment, to identify policy relevant conclusions and key gaps in knowledge, new and emerging Arctic success stories. The production of AHDR-II on the tenth anniversary of the first AHDR makes it possible to move beyond the baseline assessment to make valuable comparisons and contrasts across a decade of persistent and rapid change in the North. It addresses critical issues and emerging challenges in Arctic living conditions, quality of life in the North, global change impacts and adaptation, and Indigenous livelihoods. The assessment contributes to our understanding of the interplay and consequences of physical and social change processes affecting Arctic residents’ quality of life, at both the regional and global scales. It shows that the Arctic is not a homogenous region. Impacts of globalization and environmental change differ within and between regions, between Indigenous and non-Indigenous northerners, between genders and along other axes.
World events in recent years have led observers, particularly since late 2013, to conclude that the international security environment in recent years has undergone a shift from the post-Cold War era that began in the late 1980s and early 1990s, also sometimes known as the unipolar moment (with the United States as the unipolar power), to a new and different situation that features, among other things, renewed great power competition with China and Russia and challenges by these two countries and others to elements of the U.S.-led international order that has operated since World War II. The shift to renewed great power competition has become a major factor in the debate over future U.S. defense spending levels, and has led to new or renewed emphasis on the following in discussions of U.S. defense strategy, plans, and programs: * grand strategy and geopolitics as part of the context for discussing U.S. defense budgets, plans, and programs; * nuclear weapons and nuclear deterrence;* new U.S. military service operational concepts;* U.S. and NATO military capabilities in Europe;* capabilities for conducting so-called high-end conventional warfare (i.e., largescale, high-intensity, technologically sophisticated warfare) against countries such as China and Russia; * maintaining U.S. technological superiority in conventional weapons;* speed of weapon system development and deployment as a measure of merit in defense acquisition policy;* mobilization capabilities for an extended-length large-scale conflict against an adversary such as China or Russia;* minimizing reliance in U.S. military systems on components and materials from Russia and China; and* capabilities for countering so-called hybrid warfare and gray-zone tactics employed by countries such as Russia and China.
