This edited book sets out and engages with some of the key policies, practices and paradigms of external intervention in the case of state support and reconstruction. Many assumptions about statebuilding have been reconsidered in the wake of Iraq, and ongoing problems in other states such as Afghanistan, Bosnia and Kosovo. Rather than being a regional survey or a policy-orientated ‘lessons learned’ book, this collection explores the broader framing of policy goals, statebuilding practices and the consensus on the need for Western states and international institutions to be engaged in this policy area. The volume is divided into three parts: the first engages with some of the key policy frameworks and conceptual issues raised by recent statebuilding interventions; the second considers core statebuilding practices; and the third reconsiders statebuilding paradigms more broadly. This book examines the ways in which long-term processes of state-formation limit the possibilities for short-term political projects of statebuilding. Using process-oriented approaches, the contributing authors explore what happens when conscious efforts at statebuilding ‘meet’ social contexts, and are transformed into daily routines. In order to explain their findings, they also analyse the temporally and spatially broader structures of world society which shape the possibilities of statebuilding. In addition to being a major area of research within International Relations, peacebuilding and statebuilding is a major policy area within the UN and other international and regional organizations. This book critically explores the practices of peacebuilding, and the politics of the communities experiencing intervention. The contributions to this volume have a dual focus. First, they analyse the practices of western intervention and peacebuilding, and the prejudices and politics that drive them. This concise and accessible new text offers original and insightful analysis of the policy paradigm informing international statebuilding interventions. The book covers the theoretical frameworks and practices of international statebuilding, the debates they have triggered, and the way that international statebuilding has developed in the post-Cold War era. Spanning a broad remit of policy practices from post-conflict peacebuilding to sustainable development and EU enlargement, Chandler draws out how these policies have been cohered around the problematization of autonomy or self-government. Rather than promoting democracy on the basis of the universal capacity of people for self-rule, international statebuilding assumes that people lack capacity to make their own judgements safely and therefore that democracy requires external intervention and the building of civil society and state institutional capacity. Chandler argues that this policy framework inverses traditional liberal–democratic understandings of autonomy and freedom – privileging governance over government – and that the dominance of this policy perspective is a cause of concern for those who live in states involved in statebuilding as much as for those who are subject to these new regulatory frameworks. This book examines international engagement with Kosovo since NATO’s intervention in 1999, and looks at the three distinct phases of Kosovo’s development; intervention, statebuilding and independence. Kosovo remains a case study of central importance in international relations, illustrative of key political trends in the post-Cold War era. During each phase, international policy towards Kosovo has challenged prevailing international norms and pushed the boundaries of conventional wisdom. In each of the three phases 'Kosovo' has been cited as constituting a precedent, and this book explores the impact and the often troubling consequences and implications of these precedents. This book explicitly engages with this debate, which transcends Kosovo itself, and provides a critical analysis of the catalysts and consequences of contemporary international engagement with this seminal case study. Each chapter focuses on a particular aspect of the international engagement with Kosovo and situates events there in an international context, highlighting the extent to which international policy towards Kosovo has challenged existing norms and practices. Kosovo has been cited in certain texts as a positive template to be emulated, but the contributors to this book also identify the often controversial and contentious nature of these new norms. This book analyses the changing dynamics of sovereignty resulting from contemporary international state-building interventions. It aims to highlight how the exercise of ‘exceptional’ forms of power by intervening agencies impacts on the sovereign capacity of intervened states. Drawing upon in-depth analyses of three case studies – Kosovo, East Timor and the Kurdistan Regional Government, the book shifts the focus of the debate to the nature of contemporary intervention as an act of statemaking, and argues that foreign intervention changes the dynamics of political power upon which sovereignty is structured. At the same time, it reveals how intervention reproduces the imposed conditions of international state-making, thus permanently internalising external regulatory mechanisms. International intervention, in other words, becomes the constitutive element of governance in the newly created state. This book will be of much interest to students of statebuilding, war and conflict studies, global governance, security studies and IR.
The book examines the dynamics between domestic and international statebuilding actors. While the dynamics between "local" and "international" statebuilding actors have been previously theorised through concepts such as hybridity and friction, there have been few attempts to develop conceptual tools for the empirical study of statebuilding dynamics. By drawing on a set of concepts and mechanisms developed in the Contentious Politics literature, this book fills this gap. It deploys concepts such as political opportunity structures, mobilizing structures and framing to trace the interactions between domestic and international statebuilding actors in the case of post-conflict Bosnia and Herzegovina. The analysis identifies a set of practices operating at various domains of Bosnia’s society—institutional, symbolic and discursive—through which domestic statebuilding actors seek to influence the internationally-driven statebuilding process. Responses by the international statebuilding actors to such activities have often resulted in further contention. The book argues that the dynamics between the different statebuilding actors and agendas in the Bosnian case are characterised not only by conflict and contention but also symbiosis whereby the presence of non-conforming local actors justifies the extension of international mandates while the continued international presence generates further contestation. These observations and the conceptual tools introduced in the book add to our understanding of the often slow and arduous statebuilding processes in post-conflict societies. This book will be of much interest to students of statebuilding, peacebuilding, European politics and international relations in general.
