In the past six years, the world's fishery sector has reached a turning point with global fish production reaching a plateau of approximately 100 million tons annually. While aquaculture output continued to grow, yields from capture fisheries were uneven and showed increasing signs of stagnation because of widespread overfishing and overcapitalization, ineffective management, deteriorating resource health, declining or flat global harvests, and inefficient economic and trade policies. This paper examines the role of subsidies in fisheries.
"These guidelines are intended to assist staff engaged in the design and implementation of monitoring and evaluation (M & E) components of international waters (IW) projects funded by the Global Environment Facility (GEF). The technical aspects of M & E plans and strategies are addressed in Section 2. Focus is on performance indicators, including environmental and socioeconomic indicators. Examples of environmental indicators of the major international water ecosystems addressed by GEF-funded projects are included as illustrative annexes. The annexes review coastal zone and large marine ecosystems (Annex A), freshwater basin ecosystems (Annex B) and transboundary groundwater ecosystems (Annex C). Each annex contains i) a general description of the ecosystem type and its associated environmental issues; ii) elements of an initial assessment; and iii) examples of key environmental indicators. Section 3 surveys the organizational and institutional aspects of M & E plans and strategies, emphasizing the need for coordinated national and regional institutional mechanisms. The concluding chapter provides specific guidance to task managers on the development of M & E plans and strategies at key stages of the projcet cycle."--World Bank.
Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
African countries need to improve the performance of their public sectors if they are going to achieve their goals of growth, poverty reduction, and the provision of better services for their citizens. Between 1995 and 2004, the Bank provided some $9 billion in lending and close to $900 million in grants and administrative budget to support public sector capacity building in Africa. This evaluation assesses Bank support for public sector capacity building in Africa over these past 10 years. It is based on six country studies, assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.
This is the final evaluation report of a project that aimed to strengthen the agricultural and pastoral sectors’ climate change adaptation (CCA) capacities in the Niger. The project reached 21 142 direct beneficiaries (or 106 percent of the target), including 51 percent women. However, the project experienced shortcomings in terms of its management (from start-up to mid-term), its third expected result (integration of CCA into development policies and plans) and its mobilization/accounting of co-financing partners. The expected third result will be continued under the agro-pastoral field school-community listeners’ clubs (AFPS-CLC) component of the Climate-Smart Agriculture Support Project (PASEC). Despite project achievements, the evaluation concludes FAO must nevertheless improve certain project management and mobilization of co-financing mechanisms, strengthen the capacities of partners based on their needs-analysis, and recommends developing a long-term partnership with farmer organizations to strengthen their extension and advisory support capacities.
