'The Green Revolution' of the 60's and 70's produced immense gains in food cereal production in the Third World. But there are huge problems in the 'post-revolutionary' era: farmers with small or marginal holdings have benefited less than wealthier farmers; intensive mono-cropping has made production more susceptible to environmental stresses and shocks. Now there is evidence of diminishing returns from intensive and intensively chemical agricultural production. What is needed is a new approach, equally revolutionary, but different in its ideas and style. The authors set out what they mean by 'sustainable' agriculture in the new era and look at the effects of international economic restraints and of national policies on the kind of development they see as necessary. They chart a path for sustainable livelihoods for Third World farmers enmeshed by forces outside their control. They describe methods of evaluating and resolving the tough trade-offs all levels of intervention, from international trade down to the individual farm. This book cannot provide all the answers, but it does indicate what international conditions we need to be aware of, what national policies we need to advocate and what approaches at the local level we need to adopt to ensure the goal of agricultural sustainability. The present scientific and technical revolution has brought science into the range of the most effective forces of production. The formula "science= production force" applies also to the social sciences whose explorations of human relationships and drives have reached previously unsuspected depths. Objectives, such as higher living standards and full employment, economic growth and stability, social equity and security, have both called for and provided a basis for the exploitation of possibilities offered by the natural and technical sciences. In today's agriculture, age-old traditions are in the process of disintegra tion, but the heredity of a century (or that of even a millennium as in Hungary) does not get dissolved without defending itself. Technical progress and social restratification, the emergence of new scales of values and preferences, the adjustment of the rural communities to their new tasks and conditions - all these have transformed farm operations and farming techniques. But agriculture, even under its revolutionized surface, still hides deep, almost untouched layers. If economists and agriculturalists are perplexed by the multitude and variety of the visible farm problems, there exist many others about which they can only guess, which they must follow up. In formulating and solving these problems, agricultural economists have professional tasks: (1) facilitating the most efficient use of agricultural resources from the standpoint of the national economy, and (2) helping farmers and farm people to attain their stated, socially feasible objectives.
Continued population growth, rapidly changing consumption patterns and the impacts of climate change and environmental degradation are driving limited resources of food, energy, water and materials towards critical thresholds worldwide. These pressures are likely to be substantial across Africa, where countries will have to find innovative ways to boost crop and livestock production to avoid becoming more reliant on imports and food aid. The Green Revolution resulted in spectacular advancements in Indian agriculture. Having achieved food security for its citizens, the country has now become a net exporter of different agricultural commodities. But sadly, this does not reflect the real state of the Indian agricultural sector. In truth, our farmers are plagued by crop failures, poor income, and indebtedness. Such is their misery that they are of late driven to commit suicide. In this book, the author identifies poor returns from crop cultivation as the root cause of farmers' problems. Using vast temporal and spatial data, the author explores further and attempts to address some very pertinent questions facing Indian agriculture today: What is the current trend in farm income? Are the returns from irrigated crops better than un-irrigated crops? Does increased productivity guarantee increased income? Has the agricultural price policy benefitted farmers? To what extent does rural infrastructure development help in increasing farm income? Has the rural employment guarantee scheme affected farm profitability? The answers will help us determine if we can double farm income by 2022–3, a target set by the present union government.
