This book introduces, synthesizes, and evaluates spatial planning for growth management in the contemporary USA. It discusses the neglected relationship between the actual environmental results of various state growth management systems and the geographically diverse politics of discontent with these various systems.
Advocates of growth management and smart growth often propose policies that raise housing prices, thereby making housing less affordable to many households trying to buy or rent homes. Such policies include urban growth boundaries, zoning restrictions on multi-family housing, utility district lines, building permit caps, and even construction moratoria. Does this mean there is an inherent conflict between growth management and smart growth on the one hand, and creating more affordable housing on the other? Or can growth management and smart growth promote policies that help increase the supply of affordable housing? These issues are critical to the future of affordable housing because so many local communities are adopting various forms of growth management or smart growth in response to growth-related problems. Despite roughly thirty years of experience with growth management programs, which are basically land-use planning tools, most U.S. communities do not plan for how best to limit or manage rapid growth; in fact, most communities do not plan at all. In the absence of planning, land-use boards, regulators, and other governing bodies simply react to initiatives from the private sector. The result is predictably haphazard and does not allow communities to achieve such goals as protecting quality of life, attracting certain types of businesses while discouraging others, conserving wildlife or preserving open spaces, and so forth. In contrast, planning by managing growth can help a town or city achieve any number of goals. But it is a complex task. Sustainability notions have been widely embraced by planners. However, the question of what can planners contribute to the advancement of such notions has not received much attention until now. This volume examines the potential contribution of planning to the advancement of sustainability at sub-national level, and the limitations it faces in doing so. Bringing together case studies from the US, UK, Poland, Israel, South Africa, The Netherlands and Italy, it covers a wide range of issues and contexts, ranging from the metropolitan to the community level. On the basis of these case studies, the book shows that planners do indeed have a variety of options to advance sustainability notions at these levels, and appear to be doing so. The book proposes that planners should operate at two levels: firstly to change institutional structures, and secondly to advance sustainability notions incrementally in the meantime, within the existing institutional constraints.

Many have recommended low-carbon development patterns which are characterized by intensified and diversified uses around rapid transit stations. However, the implementation of these recommendations is done within the context of different "rules-in-use" unique to the planning systems in each metropolitan region. The book examines the rules-in-use in three metropolitan regions of similar demographic size: the Metro Vancouver, Puget Sound, and the Stuttgart regions. By examining the implementation of low-carbon development patterns, the book focuses on growth management related questions about how to coordinate transit investments with land use decisions in metropolitan regions.
