This publication is a historical summary of progress made in energy cooperation in the Greater Mekong Subregion (GMS) since the beginning of the economic cooperation program in 1992. It highlights a two-pronged and phased approach to develop the GMS power market to realize the full benefits of synchronous operations---the policy and institutional framework to promote power trade and the physical interconnection to facilitate cross-border power transfers. This publication aims to help stakeholders understand GMS members' efforts in power cooperation and to draw attention to crucial issues on regional power trade.
Providing an analysis of multilateral power markets, this book examines power interconnection in Southeast Asia, especially among the ASEAN countries. It uses evolutionary experience of electricity interconnection and trade in three international markets that have relevance for ASEAN to draw upon common global themes. Specifically, it compares the Southern African Power Pool, the European grid, and Nord Pool. Discussing the progress made among ASEAN countries in regional energy integration, with a particular focus on the Greater Mekong Sub-region interconnection, it also examines the recently announced interconnection concept between Lao People’s Democratic Republic, Thailand, Malaysia, and Singapore. This report explains the complex challenges facing the six countries in the renewables-rich Greater Mekong Subregion (GMS) as they work to implement a comprehensive framework to enable regional electricity power trading. Against the backdrop of energy market volatility, it details how ADB is helping high-voltage electricity network operators reach a deal on interconnections which could unlock extensive economic benefits for each GMS country. Acknowledging a transparent power-sharing regime is still some way off, it provides a road map to help countries overcome infrastructural challenges and political concerns to build a fully synchronized GMS transmission network.
This report was produced under the technical assistance project Promoting Renewable Energy, Clean Fuels, and Energy Efficiency in the Greater Mekong Subregion (TA 7679). It focused on renewable energy developments and potential in five countries in the Greater Mekong Subregion (GMS): Cambodia, the Lao People's Democratic Republic, Myanmar, Thailand, and Viet Nam. It assessed the potential of solar, wind, biomass, and biogas as sources of renewable energy. Technical considerations include the degree and intensity of solar irradiation, average wind speeds, backup capacity of grid systems, availability and quality of agricultural land for biofuel crops, and animal manure concentrations for biogas digester systems. Most GMS governments have established plans for reaching these targets and have implemented policy, regulatory, and program measures to boost solar, wind, biomass, and biogas forms of renewable energy. Incentives for private sector investment in renewable energy are increasingly emphasized.
The large market size and abundant resources of the Greater Mekong Subregion (GMS), including a large, motivated and cheap workforce, a rich agricultural base, extensive timber and fisheries resources, considerable potential mineral resources, and vast energy resources have seen the subregion increasingly recognized as a new frontier of Southeast Asian economic strength. This book aims to assess the recent economic, social and political developments in the GMS and identify emerging opportunities and challenges facing the successful transition towards a market-driven economy. The countries of the GMS are at a critical juncture where subregional efforts and cooperation must be made to fully address the rapidly evolving issues that are vital to appropriate policy formation, yet which remain widely debatable. The deliberations here shed light on the development stages and offer policy recommendations for pushing forward subregional cooperation.
The water resources of the Mekong river catchment area, from China, through Thailand, Cambodia and Laos to Vietnam, are increasingly contested. Governments, companies and banks are driving new investment in roads, dams, diversions, irrigation schemes, navigation facilities, power plants and other emblems of conventional "development." Their plans and interventions pose multiple burdens and risks to the livelihoods of millions of people dependent on wetlands, floodplains, fisheries and aquatic resources.
The six countries of the Greater Mekong Subregion (GMS) are striving to ensure an adequate, reliable, sustainable, and affordable energy supply for all their citizens. Toward this, the GMS countries have identified power trading as a priority for regional cooperation. However, such trading currently represents less than 2% of electricity consumed in the GMS. This publication examines the regulatory and commercial barriers that are preventing a greater uptake of power trading in the region and identifies the key measures needed to overcome them.
The South Asia Regional Energy Study was completed as an important component of the technical assistance project Preparing the Energy Sector Dialogue and South Asian Association for Regional Cooperation Energy Center Capacity Development. It involved examining regional energy trade opportunities among all the member states of the South Asian Association for Regional Cooperation. The study provides interventions to improve regional energy cooperation in different timescales, including specific infrastructure projects which can be implemented during these periods.
This report analyzes how closer regional connectivity and economic integration between South Asia and Southeast Asia can benefit both regions, with a focus on the role played by infrastructure and public policies in facilitating this process. It examines major developments in South Asian–Southeast Asian trade and investment, economic cooperation, the role of economic corridors, and regional cooperation initiatives. In particular, it identifies significant opportunities for strengthening these integration efforts as a result of the recent opening up of Myanmar in political, economic, and financial terms. This is particularly the case for land-based transportation—highways and railroads—and energy trading. The report’s focus is on connectivity in a broad sense, covering both hardware and software, including investment in infrastructure, energy trading, trade facilitation, investment financing, and support for national and regional policies.
