Lord Heseltine, 'No stone unturned: in pursuit of growth' (available at http://www.bis.gov.uk/assets/biscore/corporate/docs/n/12-1213-no-stone-unturned-in-pursuit-of-growth) made 89 wide-ranging recommendations to the Government, across areas of public policy that affect economic growth. Today, the Government announced it is accepting the overwhelming majority of these recommendations and setting out how the Government is addressing the priorities Lord Heseltine identified, equipping the UK to compete and thrive in the global race. At the heart of this is action to reverse excessive centralisation, freeing local areas from Whitehall control and giving businesses and local leaders the power and the funding to do what they need to achieve their potential. The Government will create a new Single Local Growth Fund from 2015 that will include the key economic levers of skills, housing and transport funding, with full details set out at the forthcoming Spending Round. It will also harness the power of competition to get the best from places, negotiating a local Growth Deal with every Local Enterprise Partnership (LEP), with the allocation of the Single Local Growth Fund reflecting the quality of their ideas and local need. This is a something-for-something deal and local areas will be challenged to put in place the right governance across local authorities, pool resources, and find match funding from the private sector. £2.6 billion has already been allocated through the Regional Growth Fund, forecast to deliver and safeguard 500,000 jobs and £13 billion of private investment
In the UK's institutional arrangements for protecting human rights, both Parliament and the judiciary have a central role. When the courts give a judgement finding that a law, policy or practice is in breach of human rights, it is for Parliament to scrutinise the adequacy of the Government's response and in some cases decide if there needs to be a change in law. An important part of the role of the Committee is to help Parliament in this function. This report brings together all their monitoring work in relation to both judgements of the European Court of Human Rights and declarations of incompatibility given by UK courts under the Human Rights Act.

The Scottish Referendum in September 2014 had significant and far-reaching consequences for the political settlement of the United Kingdom. The pressure for more fiscal devolution and other economic powers in the devolved nations has increased demands for greater economic decentralisation in the regions and sub-regions of England. This edited collection constructs an analytical narrative that draws on the evidence of the Scottish experience and expert testimony from the Smith Commission and other policy advisors. Drawing on ideas from fiscal federalism and agglomeration economics, the contributors examine the reorganisation and restructuring of economic territories within the UK. What is apparent in the UK experience of asymmetrical devolution is that many of the complex issues surrounding decentralised economic governance are not going to be addressed through simple expedients. The pertinent question is what should be the appropriate institutional logics and formal policy bailiwicks underpinning a new constitutional settlement? In the aftermath of the global financial crisis of 2008 and the ensuing Great Recession of 2008 to 2013, the economic debate has begun to shift towards 'rebalancing' the UK economy, away from an over-reliance upon consumerism and the financial sector to generate growth, towards more sustainable productive activities. The fallout from the financial crisis exposed the systemic failings of the dominant neo-liberal model to deliver balanced growth and there is now increasing recognition this 'rebalancing' might best be achieved through the state pursuing an active 'industrial policy'. Thus, after a long hiatus, industrial policy is back in vogue at regional, national, and EU levels driven by concerns over competitiveness, globalisation, de-industrialisation, unemployment, and the comparatively slow growth of the British and EU economies especially in this post-recession phase. At the same time, industrial policy has been seen as a catalyst for designing economic recovery strategies at regional, national, and EU levels as well as being a concerted strategy to develop new 'clean-tech' industries to tackle environmental challenges. This book brings together leading European based experts, each with a long standing interest in industrial policy. The chapters offer a broad set of perspectives on the many facets of industrial policy, including reflections upon past experiences of industrial policy (from across the globe) and critical analysis and advice upon contemporary UK industrial policy issues. Neoliberalism has had a major impact on public policy but it has also perhaps obscured the equally dramatic spread of other policy tools based on significantly different forms of social science. This book therefore explores the mixture of social technologies that have arisen since neoliberalism, sometimes alongside and sometimes in conflict with it, but generally as attempts to address problems created by the market reforms of a high neoliberalism. These have included attempts to spread networks, joining-up, and long term partnerships, and to build state capacity, social capital, and resilient communities. Thematically, each chapter is defined by its engagement with governmentality, specifically challenging governmentality theory to pay more attention to practices. The book also develops a complex and variegated account of neoliberalism and its afterlife as chapters highlight the different ways in which a range of market mechanisms and other technologies now coexist in different policy areas. Finally, the book moves beyond abstract discussions of both governmentality and neoliberalism to concrete demonstrations of this approach in action. In this paper the Government announces an increase in capital spending plans by £3 billion a year, from 2015, which means an additional £18 billion of investment over the next parliament. The Government is taking a long-term approach to infrastructure, to overcome decades of short-term decision making and uncertainty in funding, financing and failures in delivery. Plans include over £70 billion of investment in transport, over £20 billion in schools and £10 billion in science, housing and flood defences. Specific commitments include funding for HS2, the biggest programme of investment in roads since the 1970s, and superfast broadband provision will be expanded so 95 per cent of UK premises will have access to superfast broadband by 2017.Action is being taken to provide the support needed to enable up to £100 billion of private sector energy investment, including through the further roll-out and extension of the UK guarantees scheme. Lessons on successful project delivery will be learnt from the Olympics and similar examples.
