Research and innovation in the life sciences is driving rapid growth in agriculture, biomedical science, information science and computing, energy, and other sectors of the U.S. economy. This economic activity, conceptually referred to as the bioeconomy, presents many opportunities to create jobs, improve the quality of life, and continue to drive economic growth. While the United States has been a leader in advancements in the biological sciences, other countries are also actively investing in and expanding their capabilities in this area. Maintaining competitiveness in the bioeconomy is key to maintaining the economic health and security of the United States and other nations. Safeguarding the Bioeconomy evaluates preexisting and potential approaches for assessing the value of the bioeconomy and identifies intangible assets not sufficiently captured or that are missing from U.S. assessments. This study considers strategies for safeguarding and sustaining the economic activity driven by research and innovation in the life sciences. It also presents ideas for horizon scanning mechanisms to identify new technologies, markets, and data sources that have the potential to drive future development of the bioeconomy.

The Government launched its new horizon scanning programme last July, stating that 'in a tight economic climate, it is more important than ever to have the best possible understanding of the world around us, and how that world is changing'. However, as it stands, the new programme is little more than an echo chamber for Government views. The new bodies that have been created consist entirely of Civil Servants, effectively excluding the vast pool of expertise that exists outside of government. The new programme does not even have a dedicated web presence to keep interested parties informed. The programme's failings are partially attributed to a lack of ministerial oversight. The Government also needs to recognise the potential role to be played in the new programme by the Government Office for Science (GO-Science), specifically the Foresight Unit. The relative lack of impact that the Foresight Unit has historically had on policy is largely a result of its non-central location in government. GO-Science is located in the Department of Business, Innovation and Skills (BIS). In contrast, the new horizon scanning programme is located in the Cabinet Office. In choosing to situate the new horizon scanning programme in the Cabinet Office, the Government has recognised the importance of location and has thereby acknowledged the strength of this argument. GO-Science should be relocated from BIS to the Cabinet Office, where it can play a more central role in the new programme and more effectively fulfill its role of ensuring that the best scientific evidence is utilised across government

We all recognise that world is inherently complex but what does this mean? From a theory perspective it means that it is an open system where the agents and the environment coevolve and influence each other. This means that traditional approaches that are based on analysis no longer have agency and will not allow us to make sense of the world. It is not about throwing the old out but understanding where existing practices are applicable and where we need to think a new. This mini-book started out as a series of papers that were experiential in nature and which were intended to provide an introduction to complexity theory, the Cynefin framework in particular and some of its related practices. These are simple practices that allow us to make sense of a complex world and allow us to establish what actions are appropriate and how we should act.

This open access Springer Brief provides a systematic analysis of current trends and requirements in the areas of knowledge and competence in the context of the project “(A) Higher Education Digital (AHEAD)—International Horizon Scanning / Trend Analysis on Digital Higher Education.” It examines the latest developments in learning theory, didactics, and digital-education technology in connection with an increasingly digitized higher education landscape. In turn, this analysis forms the basis for envisioning higher education in 2030. Here, four learning pathways are developed to provide a glimpse of higher education in 2030: Tamagotchi, a closed ecosystem that is built around individual students who enter the university soon after secondary education; Jenga, in which universities offer a solid foundation of knowledge to build on in later phases; Lego, where the course of study is not a monolithic unit, but consists of individually combined modules of different sizes; and Transformer, where students have already acquired their own professional identities and life experiences, which they integrate into their studies. Infectious diseases are the leading cause of death globally, particularly among children and young adults. The spread of new pathogens and the threat of antimicrobial resistance pose particular challenges in combating these diseases. Major Infectious Diseases identifies feasible, cost-effective packages of interventions and strategies across delivery platforms to prevent and treat HIV/AIDS, other sexually transmitted infections, tuberculosis, malaria, adult febrile illness, viral hepatitis, and neglected tropical diseases. The volume emphasizes the need to effectively address emerging antimicrobial resistance, strengthen health systems, and increase access to care. The attainable goals are to reduce incidence, develop innovative approaches, and optimize existing tools in resource-constrained settings.
Futures thinking and foresight is a powerful planning approach that can help Asia and the Pacific countries meet economic, political, social, and environmental and climate change challenges. This publication shows how the Asian Development Bank (ADB) piloted this approach to understand entry points to support transformational change in the region. It compiles lessons from an ADB initiative to apply futures and foresight tools in Armenia, Cambodia, Kazakhstan, Mongolia, the People's Republic of China, the Philippines, and Timor-Leste. Futures terminology is introduced as are specific tools such as emerging issues analysis, scenario planning, and backcasting. It also describes how futures and foresight tools were applied in the countries.
