This book examines how parties negotiate coalition deals at the subnational level using the examples of Germany and Spain. In such multi-level settings, parties are present at various negotiation tables often having to make difficult choices about their role in the coalition and the relative merits of being in government over the opposition.
This comprehensive volume studies the vices and virtues of regionalisation in comparative perspective, including countries such as Belgium, Germany, Spain, and the UK, and discusses conditions that might facilitate or hamper responsiveness in regional democracies. It follows the entire chain of democratic responsiveness, starting from the translation of citizen preferences into voting behaviour, up to patterns of decision-making and policy implementation. Many European democracies have experienced considerable decentralisation over the past few decades. This book explores the key virtues which may accompany this trend, such as regional-level political authorities performing better in understanding and implementing citizens’ preferences. It also examines how, on the other hand, decentralisation can come at a price, especially since the resulting multi-level structures may create several new obstacles to democratic representation, including information, responsibility and accountability problems. All federal systems face an internal tension between divisive and integrative political forces, striking a balance between providing local autonomy and sub-national representation on one hand, and maintaining an integrated political community and sufficient integration to maintain stability on the other hand. This book argues that parties and voters strategically respond to the incentives of federal institutional design to shape the development of arenas of political competition that are either predominantly independent or integrated across levels of the federation. Drawing on a rich collection of original data, including a dataset of aggregate level electoral data from over 2200 federal and state-level elections in seven federations, as well as the author's original dataset on party organizational linkage from a survey of sub-national party elites, this book demonstrates how two aspects of institutional design — the degree of decentralization and the method of power allocation, affect the development of integrated or independent politics as observed through voter behaviour, party systems and party organization. Using a mixed method research design, it demonstrates how voters and parties react to federal institutional design. It also provides nuance in the causal processes at play, demonstrating how party organization, party system structure and voter behaviour interact, to produce a federalism that is predominantly integrating and stability-enhancing or one that is predominantly autonomy- and accountability-enhancing. A study of territorial dynamics within party organizations in multi-layered systems. This book contributes to a new approach in party research which acknowledges the importance of multi-layered institutional framing. It includes an analysis of vertical linkages and sub-state autonomy in Austrian, Belgian, British, German and Spanish parties.
The parliamentary elections of 2015–16 in Greece, Spain and Portugal had extraordinary consequences, bringing repeat elections, unprecedented processes of government formation and uncharted government outcomes. Greece formed a coalition of radical left and radical right and Portugal its first government supported by the communist party while Spain took ten months to get a government. These developments are especially astonishing in three states which in previous decades were a byword for democratic stability. After the transitions following the fall of their dictatorships in the 1970s, Greece, Spain and Portugal established bipolar electoral competition and predictable patterns of government formation. But more recently, all three countries have been in the frontline of the economic crisis and austerity implementation, triggering electoral realignments and turning the radical left into a major player. This volume offers essential understanding of the political destabilisation of Southern Europe. It includes detailed analyses of all five ‘crisis elections’ and of Greece’s bailout referendum. It also provides studies of the five ‘new contender’ parties (SYRIZA, Podemos, Ciudadanos, the Bloco Esquerda and the Portuguese Communist Party) which played a key role in government formation for the first time. National-level elections receive more attention from scholars and the media than elections at other levels, even though in many European countries the importance of both regional and European levels of government has grown in recent years. The growing importance of multiple electoral arenas suggests that scholars should be cautious about examining single levels in isolation. Taking the multilevel structure of electoral politics seriously requires a re-examination of how the incentives created by electoral institutions affect the behaviour of voters and party elites. The standard approach to analysing multilevel elections is the second-order election (SOE) model, in which national elections are considered to be first-order elections while other elections are second order. However, this model does not provide micro mechanisms that determine how elections in one arena affect those in another, or explain variations in individual voting behaviour. The objective of this book is to explain how party and voter behaviour in a given election is affected by the existence of multiple electoral arenas. It provides original qualitative and quantitative data to examine European, national, and subnational elections in France, Germany, and Spain from 2011-2015. The volume examines party mobilization efforts across multiple electoral arenas, as well as decisions by individual voters with respect to turnout, strategic voting, and accountability. This book explores how intra-party politics affects government formation and termination in parliamentary systems, where the norm is the formation of coalition governments. The authors look beyond party cohesion and discipline in parliamentary democracies to take a broader view, assuming a diversity of preferences among party members and then exploring the incentives that give rise to coordinated party behaviour at the electoral, legislative and executive levels. The chapters in this book share a common analytical framework, confronting theoretical models of government formation with empirical data, some drawn from cross-national analyses and others from theoretically structured case studies. A distinctive feature of the book is that it explores the impact of intra-party politics at different levels of government: national, local and EU. This offers the opportunity to investigate existing theories of coalition formation in new political settings. Finally, the book offers a range of innovative methods for investigating intra-party politics which, for example, creates a need to estimate the policy positions of individual politicians inside political parties. Approximately one-third of parliamentary democracies are or are typically ruled by a minority government - a situation where the party or parties represented at cabinet do not between them hold a majority of seats in the national legislature. Minority governments are particularly interesting in parliamentary systems, where the government is politically responsible to parliament, can be removed by it, and needs (majority) support in the parliament to legislate. The essays in this examination analyze the consequences of globalization and offer a thorough analysis of the changes in the way international politics must be understood in light of such globalization. Capturing the morphing nature of politics both within and beyond the state, this volume details the centrifugal migration of politics away from state-based institutions--which occurs in an upward fashion toward the international level, and endows decentralized and private actors with policy making powers. The resulting picture is that of a central state that continues to guide politics, but needs to be complemented with attention to the sub- and the supranational tiers of government.
Understanding the formation of governments has always been central to political science. Traditionally this topic has been considered from a rational choice theory perspective and the empirical testing of these theories; however neither approach alone is able to explain a large proportion of actual coalition formations. This comparative volume brings together a rational choice theory perspective and the empirical testing of these theories to study government formation. It provides in-depth studies of government formations in Europe that cannot be accounted for by existing coalition theory in order to identify potential explanatory factors that have been neglected so far. These ‘coalition puzzles’ are reconstructed by country experts based on secondary sources, newspaper accounts, internal party documents, and interviews in an effort to understand why particular governments were formed. In conclusion, this book assesses whether new factors can be integrated into rational choice theories or whether these analyses point to the need for a different paradigm. This important volume will be of interest to students and scholars of political science, European politics and comparative politics.
