Government of Peace addresses a major question in world politics today: how does post-colonial democracy produce a form of governance that copes with conflicts, insurgencies, revolts, and acute dissents? The contributors view social governance as a crucial component in answering this question and their narratives of governance aim to show how certain appropriate governing modes make social conflicts more manageable or at least also occasions for development. They show how government often expands to cope with acute conflicts; money is made more readily available; the transfer of resources acquires frantic pace; and so society becomes more attuned to a money-centric, modern life. Yet this style of governance is not the only approach. Dialogues from below challenge this accepted path to peacebuilding and new subjectivities emerge from movements for social justice by women, migrants, farmers, dalits, low-caste, and other subaltern groups. The idea of a government of peace sits at the core of the interlinked issues of social governance, peace-building, and security. By exploring this idea and analysing the Indian experience of insurgencies and internal conflicts the contributors collectively show how rules of social governance can and have evolved.
Do existing measures of state fragility measure fragility accurately? Based on commonly used fragility measures, South Africa (SA) is classified as a relatively stable state, yet rising violent crime, high unemployment, endemic poverty, eroding public trust, identity group based preferential treatment policies, and the rapid rise of the private security sector are all indications that SA may be suffering from latent state fragility. Based on a comprehensive view of security, this study examines the extent to which measures of political legitimacy and good governance, effectiveness in the security system – especially with respect to the police system – and mounting economic challenges may be undermining the stability of SA in ways undetected by commonly used measures of state fragility. Using a mixed-methods approach based on quantitative secondary data analysis and semi-structured interviews with government officials, security practitioners, and leading experts in the field, this study finds that the combination of colonization, apartheid, liberation struggle, transition from autocracy to democracy, high levels of direct and structural violence, stagnating social, political, and economic developments make South Africa a latently fragile state. Conceptually, the results of this research call into question the validity of commonly used measures of state fragility and suggest the need for a more comprehensive approach to assessing state fragility. Practically, this study offers a number of concrete policy recommendations for how South Africa may address mounting levels of latent state fragility.
The COVID-19 pandemic has highlighted the need for governments to generate the necessary capacity to address important security and institutional challenges; this volume deepens our understanding of the nature and extent of state governance in Latin America. State capacity is multidimensional, with all elements interacting to produce stable governance and security. The privatization of security understood as both the top-down decision to outsource military and security-related tasks to private firms and the bottom-up activities of armed non-state actors such as rebel opposition groups, insurgents, militias, and warlord factions has implications for the state's monopoly on the legitimate use of force. Both top-down and bottom-up privatization have significant consequences for effective, democratically accountable security sector governance as well as on opportunities for security sector reform across a range of different reform contexts. This volume situates security privatization within a broader policy framework, considers several relevant national and regional contexts, and analyzes different modes of regulation and control relating to a phenomenon with deep historical roots but also strong links to more recent trends of globalization and transnationalization. Experience shows that successful democratic transitions need to be underpinned by a security sector that is effective, well managed, and accountable to the state and its citizens. This is why it is so important to carefully examine security sector governance dynamics in contexts where security has often remained a 'reserved domain.' Understanding the issues and perspectives that divide political elites, the security sector, and citizens is the only way to develop security sector reform programs that are legitimate and sustainable at the national level. Through drawing on the close contextual knowledge of practitioners, researchers, and diverse local actors, this book supports this goal by analyzing security sector governance dynamics in each of the nine Francophone countries within West Africa. The Security Governance of Regional Organizations assesses the effectiveness of regional organizations as regional or global security providers, and examines how policy preferences, resources, capabilities, institutional mechanisms and economic and political cohesion link with collective action behaviour in four security policy functions.
