This book explores the social history of colonial Bombay in the late Victorian and Edwardian eras, a pivotal time in its emergence as a modern metropolis. Drawing together strands that hitherto have been treated in a piecemeal fashion and based on a variety of archival sources, the book offers a systematic analytical account of historical change in a premier colonial city. In particular, it considers the ways in which the turbulent changes unleashed by European modernity were negotiated, appropriated or resisted by the colonised in one of the major cities of the Indian Ocean region. A series of crises in the 1890s triggered far-reaching changes in the relationship between state and society in Bombay. The city’s colonial rulers responded to the upheavals of this decade by adopting a more interventionist approach to urban governance. The book shows how these new strategies and mechanisms of rule ensnared colonial authorities in contradictions that they were unable to resolve easily and rendered their relationship with local society increasingly fractious. The study also explores important developments within an emergent Indian civil society. It charts the density and diversity of the city’s expanding associational culture and shows how educated Indians embraced a new ethic of ’social service’ that sought to ’improve’ and ’uplift’ the urban poor. In conclusion, the book reflects on the historical legacy of these developments for urban society and politics in postcolonial Bombay. Through the analysis of Indian metropolises, this volume critiques the reality of “entrepreneurial governance” that has emerged as a major urban development practice in cities of the global south. In neoliberal India, the use of management rhetoric in urban development has rapidly led to the growth of urban/peri-urban structures and spaces that are supposedly “smart” and “entrepreneurial”, which are networked within global systems of production, finance, technology/ telecommunication, culture and politics. Through diverse empirical evidence from India, particularly from the metropolises of New Delhi, Mumbai, Bengaluru and Chennai, this volume focuses on the fallout of the deployment of “entrepreneurial governance” practices at national, state and local levels. Foremost, it explores the impact of specific institutional and organizational reorientations and changing urban spatial landscapes at the local level; secondly, it discusses the socio-economic implications of rollback of the state and involvement of non-state organizations in governance as part of urban entrepreneurialism; further, it discusses the regulation of urban development projects by local governments and the impact of "entrepreneurial governance" for citizens, often resulting in social exclusion and inequality. Finally, it explores the inherent contradictions within political and institutional landscapes that can be described as “entrepreneurial”. Written by scholars from diverse disciplinary backgrounds, and focusing on different facets of entrepreneurial governance in Indian metropolises, this book is of interest to researchers of urban politics, public policy, urban sociology, anthropology, urban geography, planning and architecture.
Mirroring the complexities of cities and neighborhoods, this volume makes a conscious departure from consensus-oriented public participation to conflict-resolving public participation. In India, planning practice generally involves citizens at different stages of plan-making with a clear purpose of securing a consensus aimed at legitimizing the policy content of a development plan. This book contests and challenges this consensus-oriented view of citizen participation in planning, arguing against the assertion that cities can be represented by a single public interest, for which consensus is sought by planners and policy makers. As such, it replaces consensus-centered rational planning models with Foucauldian and Lacanian models of planning to show that planning is riddled with a variety of spatial conflicts, most of which are resolvable. The book does not downplay differences of class and social and cultural identities of various kinds built on arbitrarily assumed public interest created erroneously by further assuming that the professionally trained planner is unbiased. It moves from theory to practice through case studies, which widens and deepens opportunities for public participation as new arenas beyond the processes of preparation of development plans are highlighted. The book also argues that spaces of public participation in planning are shrinking. For example, city development plans promoted under the erstwhile JNNUM programme and several other neoliberal policy regime initiatives have reduced the quality, as well as the extent of participatory practices in planning. The end result of this is that legally mandated participatory spaces are being used by powerful interests to pursue the neoliberal agenda. The volume is divided into three main parts. The first part deals with the theory and history of public participation and governance in planning in India, and the second presents real-life case studies related to planning at a regional level in order to describe and empirically explore some of the theoretical arguments made in the first. The third section provides analyses of selected case studies at a local level. An introduction and conclusions, along with insights for the future, provide a coherent envelope to the book.
This book explores the informal (political) patronage relations between the urban poor and service delivery organisations in Mumbai, India. It examines the conditions of people in the slums and traces the extent to which they are subject to social and political exclusion. Delving into the roles of the slum-based mediators and municipal councillors, it brings out the problems in the functioning of democracy at the ground level, as election candidates target vote banks with freebies and private-sector funding to manage their campaigns. This book undertakes the first systematic, multi-country investigation into how regimes of place equality, consisting of multilevel policies, institutions and governance at multiple scales, influence spatial inequality in metropolitan regions. Extended, diversified metropolitan regions have become the dominant form of human settlement, and disparities among metropolitan places figure increasingly in wider trends toward growing inequality. Regimes of place equality are increasingly critical components of welfare states and territorial administration. They can aggravate disparities in services and taxes, or mitigate and compensate for local differences. The volume examines these regimes in a global sample of eleven democracies, including developed and developing countries on five continents. The analyses reveal new dimensions of efforts to grapple with growing inequality around the world, and a variety of institutional blueprints to address one of the most daunting challenges of twenty-first century governance.
India’s cities are in the midst of an unprecedented urban expansion. While India is acknowledged as a rising power, poised to emerge into the front rank of global economies, the pace and scale of its urbanisation calls for more effective metropolitan management if that growth is not to be constrained by gathering urban crisis. This book addresses some key issues of governance and management for India’s principal urban areas of Mumbai, Kolkata and Hyderabad. As three of the greatest Indian cities, they have evolved in recent decades into large metropolitan regions with complex, overlapping and often haphazard governance arrangements. All three cities exemplify the challenges of urbanisation and serve here as case studies to explore the five dimensions of urban governance in terms of devolution, planning, structures of delivery, urban leadership and civic participation. London, with its recent establishment of a directly elected Mayor, provides a reference point for this analysis, and signifies the extent to which urban leadership has moved to the top of the urban governance agenda. In arguing the case for reform of metropolitan governance, the book demonstrates that it would be too simplistic to imagine that London’s institutional structure can be readily transposed on to the very different political and cultural fabric of India’s urban life. Confronting India’s urban crisis with a comparative analysis that identifies the limits of policy transfer, the book will be particularly valuable to students and scholars of Politics, Governance, and Urban studies.
