Both natural and unnatural disasters pose new questions to which previous experience provides only limited answers. These challenges are arguably greater than ever, in a more globalised world confronted by a truly transnational hazard. "Roberto E. Barriospresents an ethnographic study of the aftermaths of four natural disasters: southern Honduras after Hurricane Mitch; New Orleans following Hurricane Katrina; Chiapas, Mexico, after the Grijalva River landslide; and southern Illinois following the Mississippi River flood. Focusing on the role of affect, Barrios examines the ways in which people who live through disasters use emotions as a means of assessing the relevance of governmentally sanctioned recovery plans, judging the effectiveness of such programs, and reflecting on the risk of living in areas that have been deemed prone to disaster. Emotions such as terror, disgust, or sentimental attachment to place all shape the meanings we assign to disasters as well as our political responses to them. The ethnographic cases in Governing Affect highlight how reconstruction programs, government agencies, and recovery experts often view postdisaster contexts as opportune moments to transform disaster-affected communities through principles and practices of modernist and neoliberal development. Despite the devastation caused by the magnitude 9.0 earthquake and 60-foot tsunami that struck Japan in 2011, some 96% of those living and working in the most disaster-stricken region of Tōhoku made it through. Smaller earthquakes and tsunamis have killed far more people in nearby China and India. What accounts for the exceptionally high survival rate? And why is it that some towns and cities in the Tōhoku region have built back more quickly than others? Black Wave illuminates two critical factors that had a direct influence on why survival rates varied so much across the Tōhoku region following the 3/11 disasters and why the rebuilding process has also not moved in lockstep across the region. Individuals and communities with stronger networks and better governance, Daniel P. Aldrich shows, had higher survival rates and accelerated recoveries. Less-connected communities with fewer such ties faced harder recovery processes and lower survival rates. Beyond the individual and neighborhood levels of survival and recovery, the rebuilding process has varied greatly, as some towns and cities have sought to work independently on rebuilding plans, ignoring recommendations from the national government and moving quickly to institute their own visions, while others have followed the guidelines offered by Tokyo-based bureaucrats for economic development and rebuilding.
Based on extensive ethnographic and historical research conducted in diverse field locations, this volume offers an acute analysis of how actors at local, national, and international levels govern disasters; it examines the political issues at stake that often go unaddressed and demonstrates that victims of disaster do not remain passive.

Great natural disasters are rare, but their aftermath can change the fortunes of a city or region forever. This book and its companion Policy Focus Report identify lessons from different parts of the world to help communities and government leaders better organize for recovery after future disasters. The authors consider the processes and outcomes of community recovery and reconstruction following major disasters in six countries: China, New Zealand, India, Indonesia, Japan, and the United States. Post-disaster reconstruction offers opportunities to improve construction and design standards, renew infrastructure, create new land use arrangements, reinvent economies, and improve governance. If done well, reconstruction can help break the cycle of disaster-related impacts and losses, and improve the resilience of a city or region.
With growing awareness of the devastation caused by major natural disasters, alongside integration of governance and technology networks, the parameters of humanitarian aid are becoming more global. At the same time, humanitarian instruments are increasingly recognizing the centrality of local participation. Drawing on six case studies and a survey of sixty-nine members of the relief sector, this book suggests that the key to the efficacy of post-disaster recovery is the primacy given to local actors in the management, direction and design of relief programs. Where local partnership and knowledge generation and application is ongoing, cohesive, meaningful and inclusive, disaster relief efforts are more targeted, cost-effective, efficient and timely. Governing Disasters: Engaging Local Populations in Humanitarian Relief examines the interplay between law, governance and collaborative decision making with international, state, private sector and community actors in order to understand the dynamics of a global decentralized yet coordinated process of post-disaster humanitarian assistance.
This book provides a comparative analysis of policy instruments designed to respond to climate change, drought and floods in connection with agricultural producers and their communities in four case study areas: Alberta and Saskatchewan, Canada; Coquimbo, Chile; and Mendoza, Argentina. Assessed from the standpoint of effectiveness and adaptive governance, instruments for improving the livelihood capitals of agricultural producers are identified and recommendations to improve the suite of policy instruments are put forward.
Even before the wreckage of a disaster is cleared, one question is foremost in the minds of the public: "What can be done to prevent this from happening again?" Today, news media and policymakers often invoke the "lessons of September 11" and the "lessons of Hurricane Katrina." Certainly, these unexpected events heightened awareness about problems that might have contributed to or worsened the disasters, particularly about gaps in preparation. Inquiries and investigations are made that claim that "lessons" were "learned" from a disaster, leading us to assume that we will be more ready the next time a similar threat looms, and that our government will put in place measures to protect us. In Lessons of Disaster, Thomas Birkland takes a critical look at this assumption. We know that disasters play a role in setting policy agendas—in getting policymakers to think about problems—but does our government always take the next step and enact new legislation or regulations? To determine when and how a catastrophic event serves as a catalyst for true policy change, the author examines four categories of disasters: aviation security, homeland security, earthquakes, and hurricanes. He explores lessons learned from each, focusing on three types of policy change: change in the larger social construction of the issues surrounding the disaster; instrumental change, in which laws and regulations are made; and political change, in which alliances are created and shifted. Birkland argues that the type of disaster affects the types of lessons learned from it, and that certain conditions are necessary to translate awareness into new policy, including media attention, salience for a large portion of the public, the existence of advocacy groups for the issue, and the preexistence of policy ideas that can be drawn upon. This timely study concludes with a discussion of the interplay of multiple disasters, focusing on the initial government response to Hurricane Katrina and the negative effect the September 11 catastrophe seems to have had on reaction to that tragedy.
In the devastation that follows a major disaster, there is a need for multiple sectors to unite and devote new resources to support the rebuilding of infrastructure, the provision of health and social services, the restoration of care delivery systems, and other critical recovery needs. In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." But for many American communities, pre-disaster conditions are far from optimal. Large segments of the U.S. population suffer from preventable health problems, experience inequitable access to services, and rely on overburdened health systems. Instead, it is important to understand that the disaster recovery process offers a series of unique and valuable opportunities to improve on the status quo. Capitalizing on these opportunities can advance the long-term health, resilience, and sustainability of communities - thereby better preparing them for future challenges. Healthy, Resilient, and Sustainable Communities After Disasters identifies and recommends recovery practices and novel programs most likely to impact overall community public health and contribute to resiliency for future incidents. This book makes the case that disaster recovery should be guided by a healthy community vision, where health considerations are integrated into all aspects of recovery planning before and after a disaster, and funding streams are leveraged in a coordinated manner and applied to health improvement priorities in order to meet human recovery needs and create healthy built and natural environments.
