This book investigates the emergence and working of governance networks in contemporary Russia. Drawing on a case study design, it provides a novel comparison of seven policy issues each investigated across various Russian regions or over time. Its authors reveal that governance networks are a ubiquitous phenomenon emerging in different regime types. It sheds light on how and why state authorities interact with non-state actors and unravels various types, functions and flavours of governance networks in Russia. By precisely tracing how state authorities govern networks under the terms of a hybrid regime, special emphasis is placed on the analysis of ‘meta-governance’ tools. Moreover, the book allows for theorising on governance in an increasingly authoritarian regime and thus can also be read as a unique contribution to research on governance theory in general. Creating a clear analytical framework it reflects the richness of governance theory and offers fresh perspectives on the nature of hybrid and ‘new’ authoritarian regimes. This book examines federalism and regional and local politics in Russia. Many commentators have alluded to the unique nature of Russia's dual transition and its difficult task of simultaneously reforming its economy and polity. But there is in fact a third transition under way in Russia that is of no less importance, the need to reconfigure central-local relations and to create a stable and viable form of federalism. Federal states are much more difficult to set up than unitary ones, and forging a new federal system at the same time as privatising the economy and trying to radically overhaul the political system has clearly made Russia's transition triply difficult. The book discusses how Vladimir Putin has re-asserted the power of the centre in Russia, and tightened the federal government's control of the regions. It shows how, contrary to his rhetoric about developing Russia as a free and democratic state, authoritarianism has been extended - through his reorganisation of the Federation Council, his usurpation of powers to dismiss regional assemblies and chief executives, and his creation of seven unelected super-governors. The book explores a wide range of issues related to these developments, including a comparative study of Russian federalism and local politics, ethnic federalism, the merging of federal units, regional governors, electoral and party reforms, and regional and local politics. It also includes case studies of local and regional politics in specific regions.

Volume I presents the historical context and an overview of the reforms, then tracks how Putin's plans were implemented and resisted across each of the seven new federal okrugs, or megaregions, into which he divided Russia. In particular, the authors analyze the goals and contrasting political styles of his seven commissars and how their often-concealed struggles with the more independent and determined governors played out. Volume II examines the impact of these reforms on Russia's main political institutions; the increasingly assertive business community; and the defense, police, and security ministries. How do Russian leaders balance the need to decentralize governance in a socially and politically complex country with the need to guarantee political control of the state? Since the early 2000s Russian federal authorities have arranged a system of political control on regional elites and their leaders, providing a "police control" of special bodies subordinated by the federal center on policy implementation in the regions. This book explores post-Soviet Eurasian regional security governance, as embedded in the military alliance of Collective Security Treaty Organization (CSTO). CSTO was established in 2002 and consists of six post-Soviet countries: Russia, Belarus, Armenia, Tajikistan, Kazakhstan and Kyrgyzstan. Moving studies of regional security governance beyond the so-called Eurocentrism trend expressed, inter alia, via the focus on Western military alliance, such as NATO, this book examines CSTO as a new, post-Soviet form of regional security cooperation by looking at the reasons and drivers behind the establishment of the post-Soviet Eurasian security governance; the organization's institutional design; the military capabilities of its member states; the degree of the members' integration within the alliance; the cooperation pattern adopted by CSTO members; as well as the effect and effectiveness of this military alliance.
