Social Policy And Human Development In Zambia discusses social policy and human development endeavours in Zambia, including the various societal forces that converged on the country in both the pre-colonial and colonial periods and which later influenced post-colonial social policy initiatives. The pre-colonial era epitomised indigenous forms of social protection that safeguarded the well-being of Africans. Colonial rule, which was foreign in orientation, was geared towards meeting the needs of a small European settler population through social policy programmes. Most of the discussions in the book unfold in the setting of a post-colonial society. The central thesis of the book is that social policy and human development in Zambia are inextricably bound up with the political and economic forces in the country and that they constantly reinforce each other. Politics is taken as an important variable that legitimises the role of politicians and policy-makers in determining the development path of the country. Thus, their efficacy, lack of depth or ineptitude will be translated into the way public policies, including social policy, are formulated and implemented. Given the normative nature of social policy, it is argued that ideology plays a critical role in both its formulation and execution. This argument is brought home by showing how the socialist government in Zambia during the 1960s and 1970s relied upon ideology to marshal social policy towards the goal of national development. Based on the analyses of different political eras in the country the book also argues that the economy is the central pillar in the implementation of social policy and the provision of social services.

In The Right to Development in Africa, Carol Chi Ngang provides a conceptual analysis of the human right to development with a decolonial critique of the requirement to have recourse to development cooperation as a mechanism for its realisation. Over the last two decades the concept and practice of Local Economic Development (LED) has gained widespread acceptance around the world as a locally-based response to the challenges posed by globalization, devolution, local-level opportunities, and economic crises. Support for local economic development is now firmly on the agenda of many national governments and key international agencies. This volume examines the debates about Local Economic Development and examines some of the unfolding experiences of LED in the developing world. The focus is upon the region of southern Africa, and more especially upon post-apartheid South Africa. LED emerged in South Africa as one of the more significant post-apartheid development options being pursued by empowered localities with the overt encouragement of national government. Elsewhere in the developing world, much interest surrounds the experience of LED in post-apartheid South Africa, which is seen as a laboratory for experimentation, innovation, and learning. The seventeen chapters in this book examine the range of LED interventions that have been the basis for experimentation in the last decade, including both pro-market as well as pro-poor interventions. Key themes include debates about the most appropriate policy directions for LED, its contribution towards sustainable development, the role of social capital, cluster support, public procurement, eco-development, good governance and tourism-led LED. The book also contains a series of detailed case studies on the implementation of LED in South Africa and the wider region of southern Africa, including analyses of LED undertaken at a variety of scales from the provincial, metropolitan, and small-town level. Until now, most research on local economic development has focused on the developed world. This book examines public participation in democratic governance in South Africa. The South African democracy is fairly new, giving rise to a variety of new channels and processes for public participation. In addition, the overwhelming majority of South Africans have little experience of democratic governance, having only acquired political power for the first time in 1994. However, more than seven years of universal suffrage and access to political power is ample justification for assessing the consolidation of democracy in this country. The book focuses on four case studies of public participation: interest group participation in the National Economic Development and Labour Council; the participation of civil society and the legislatures in the formulation of the budget; public participation in legislative processes; and public participation in the integrated development planning processes of local government. Each case study outlines a number of opportunities for, and constraints to, public participation in the processes of democratic governance.
