This handbook examines 25 years of decentralised governance and development in India. State re-scaling is the central concept mobilized in this book to interpret the political processes that are producing new economic spaces in India. In the quarter century since economic reforms were introduced, the Indian economy has experienced strong growth accompanied by extensive sectoral and spatial restructuring. This book argues that in this reformed institutional context, where both state spaces and economic geographies are being rescaled, subnational states play an increasingly critical role in coordinating socioeconomic activities. The core thesis that the book defends is that the reform process has profoundly reconfigured the Indian state’s rapport with its territory at all spatial scales, and these processes of state spatial rescaling are crucial for comprehending emerging patterns of economic governance and growth. It demonstrates that the outcomes of India’s new policy regime are not only the product of impersonal market forces, but that they are also the result of endogenous political strategies, acting in conjunction with the territorial reorganisation of economic activities at various scales, ranging from local to global. This volume explores the complexities of governance, law, and politics in India’s Scheduled Areas. The Scheduled Areas (SAs) are those parts of the country which have been identified by the Fifth and Sixth Schedule of the Constitution of India and are inhabited predominantly by tribal communities or Scheduled Tribes. SAs are often identified by their geographical isolation, primitive economies, and relatively egalitarian and closely knit society. Irrespective of the constitutional provision for governance and a mandate of devolution of power in terms of funds, functions and functionaries, the backwardness of these areas have remained a challenge. This volume attempts to explore the reasons behind the disregard for legal and institutional mechanism designed for the SAs. It examines the role of the state in the neoliberal era on fund allocation and utilisation, the governance of land and forest resources, and the ineffectiveness of the existing administrative structures and processes. It also looks into the interpretations of law by the judiciary while dealing with community rights vis-à-vis the state’s prerogative of bringing development to the regions, and how development concerns are addressed in the name of ‘good governance’ by various stakeholders. E-Governance has been one of the strategic sectors of reform in India since late 1990s under the rubric of ‘good governance’ agenda promoted by International Organizations. As India’s policy focus changed towards economic liberalization, deregulation and privatization proliferating domestic and foreign investment, ICT (Information Communication Technology) has been one of the leading areas for such heightened investment. Consequently, there has been a burgeoning interest in deploying ICT, in revamping the public service delivery and eventually the overall system of governance. ​This book discusses the elite capture taking place in the development programmes implemented through Grama Panchayats (GPs), the lowest tier in the rural local self-government structure in India. Inclusive growth being the cherished goal of all the developing countries, including India, the book assesses whether checks and balances incorporated in development programmes prevent elite capture and promote inclusive development. It also highlights the role of community-based organisations, such as SHGs, in ensuring development benefits reach marginalized groups. The policy makers in India introduced decentralised governance to facilitate the participation of marginalized groups in the planning and implementation of development programmes at the local level, and to ensure that development benefits reach them. International agreements such as the Hyogo Framework for Action, Millennium Development Goals and Sustainable Development Goals also call for decentralised governance for inclusive growth. The issue of elite capture has traditionally been studied mainly from the sociological perspective, i.e., how the local upper/dominant castes and classes garner the positions and benefits. But with the new and structured governance system that is in place at the local level in contemporary India, this book explores how decentralised governance is addressing the issue of elite capture. The study closely analyses micro processes of decentralisation to understand how elite capture is taking place. Additionally, it examines this concern from both governance and economic perspectives. The scope of the book is wide, and encompasses several aspects such as the functioning of the local government, decentralised governance, checks and balances in development programmes, community-based organisations, the upward political linkages and elite capture. The study of the political economy of development in India is significant as India has emerged as one of the fastest-growing countries during the last three decades and the rate of economic growth and poverty reduction have not been matched in India’s subnational states. Although the Union Government has introduced and implemented several economic reforms since 1991 to enhance the economic development, the results of implantation have varied. Governance and Development in India compares two Indian subnational states, Andhra Pradesh and Bihar. The book does not consider the state as an aggregate entity; rather, it disaggregates the state relationally and spatially. Concentrating on the micro-institutional variables and the role of regional elites, the author investigates the political roots of the divergence of development trajectories among India’s subnational states since liberalization, as an essential aspect of the political economy of development in India. The book explores the black box of the multi-layered state of India and interactions among the Central Government, the states, regional leaders and other stakeholders and explains why the regional leaders have pursued divergent economic strategies using the analytical narrative research method and the subnational comparative research method. Firmly based on the theoretical foundations of the neo-institutional rational choice model of governance, polycentric hierarchy theory and the strategies for regional elite strategy analysis, combined with empirical research, this book is a valuable contribution to the fields of comparative political economy, state politics in India, governance and development in developing countries, and South Asian comparative politics.
Poor people confront the state on an everyday basis all over the world. But how do they see the state, and how are these engagements conducted? This book considers the Indian case where people's accounts, in particular in the countryside, are shaped by a series of encounters that are staged at the local level, and which are also informed by ideas that are circulated by the government and the broader development community. Drawing extensively on fieldwork conducted in eastern India and their broad range of expertise, the authors review a series of key debates in development studies on participation, good governance, and the structuring of political society. They do so with particular reference to the Employment Assurance Scheme and primary education provision. Seeing the State engages with the work of James Scott, James Ferguson and Partha Chatterjee, and offers a new interpretation of the formation of citizenship in South Asia.

Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? World Development Report 2017: Governance and the Law addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.
