Why did the international drug regulatory regime of the twentieth century fail to stop an explosive increase in trade and consumption of illegal drugs? This study investigates the histories of smugglers and criminal entrepreneurs in the Netherlands who succeeded in turning the country into the so-called ‘Colombia of Europe’ or, ‘the international drug supermarket’. Increasing state regulations and interventions led to the proliferation of a ‘hydra’ of small, anarchic groups and networks ideally suited to circumvent the enforcement of regulation. Networks of smugglers and suppliers of heroin, cocaine, cannabis, XTC, and other drugs were organized without a strict formal hierarchy and based on personal relations and cultural affinities rather than on institutional arrangements. These networks created a thriving underground industry of illegal synthetic drug laboratories and indoor cannabis cultivation in the Netherlands itself. Their operations were made possible and developed because of the deep historical social and cultural ‘embeddedness’ of criminal anarchy in Dutch society. Using examples from the rich history of drug smuggling, Drug smuggler nation investigates the deeper and hidden grounds of the illegal drug trade, and its effects on our drug policies.
While the study of race relations in the United States continues to inspire and influence European thinking, Europeans have yet to confront their own history. To be black in Europe—whether during the sixteenth century or today—means sharing one crucial experience: being part of a small, but visible minority. European slave-owners, company directors, and investors in the distant past maintained an ocean-wide gap between themselves and the enslaved in the plantation colonies of the Caribbean. In the following centuries, this distance persisted. Even today, to be black in Europe often means to be one of a few black persons in a group. A racial pattern of exclusion has characterized European policy for more than four centuries. Dienke Hondius identifies ideas and attitudes toward "blackness," the concept of race as visible difference, developed in western Europe. She argues that racial discourses are generally dominated by paternalism—a concept usually used to explain power structures that is often applied to the nineteenth century. Hondius identifies five patterns of paternalism that influenced Europe much earlier and iniated trends of imagery and perception. Taking a chronological and thematic approach, Hondius first focuses on southern European societies in the Early Modern period and moves to northwest European societies in the Modern period. Addressing religion, law, and science, she concludes with a synthesis of developments from the twentieth century to the present.

This volume provides the first survey in English of the Dutch involvement in the Atlantic slave trade and slave system. It covers the period from the origins of the trade and the Dutch conquest of part of Brazil in the early 17th century, to the abolition of slavery in the Dutch West Indies in the later 19th century. Individual chapters focus on the ’investment bubble’ in the Dutch plantation colonies, Dutch participation in the illegal slave trade, and the effects of ameliorisation policies and then emancipation on the slaves of Suriname. Professor Emmer also highlights the particular characteristics of the Dutch West India Company - markedly different from the better-known East India Company - and the low-key nature of the debate on slave emancipation in The Netherlands.
