Paul Dibb AM has had an extraordinary career. He enjoys an international scholarly reputation of the highest order, while at the same time he has done much distinguished public service. He was a pioneer in moving back and forth between posts in government departments, notably the Department of Defence, and academia. He began as a student of Soviet economic geography, and then spent nearly two decades in Australian Defence intelligence, including service as Head of the National Assessments Staff (NAS) in the Joint Intelligence Organisation (JIO) from 1974 to 1978, Deputy Director of JIO in 1978–80, Director of JIO in 1986–88, and Deputy Secretary of Defence (Strategy and Intelligence) in 1988–91, before becoming a Professor in the Strategic and Defence Studies Centre (SDSC) at The Australian National University (where he is now an Emeritus Professor). He has been quite happy to engage in vigorous public debate about important and controversial strategic and defence issues, giving him a high public profile. The contributors include two former Chancellors of ANU, one a former Minister of Defence, and the other a former Secretary of the Department of Defence, a former Chief of the Defence Force (CDF), and other former senior officials, as well as academic specialists in geography, international relations, and strategic and defence studies. ‘This would be a high-quality set of essays for any edited volume, but for a festschrift – a genre that sometimes generates uneven collections – this is an exceptional assembly. The years 1900 to 1954 marked the transformation from an exotic, colonized "Far East" to a more autonomous, prominent "Asia Pacific". This anthology examines the grand strategies of great powers as they vied for influence and ultimately hegemony in the region. At the turn of the twentieth century, the main contestants included the venerable British Empire and the aspiring Japan and United States. The unwieldy leviathan of China, the European imperial holdings in Southeast Asia, and the expanses of the western Pacific emerged as battlegrounds in literal and geopolitical terms. Other less powerful nations, such as India, Burma, Australia, and French Indochina, also exercised agency in crafting grand strategies to further their interests and in their interactions with those great powers. Among the many factors affecting all nations invested in the Asia Pacific were such traditional elements as economics, military power, and diplomacy, as well as fluid traits like ideology, culture, and personality. The era saw the decline of British and European influence in the Asia Pacific, the rise and fall of Japanese imperialism, the emergence of American primacy, the ongoing struggle for independence in Southeast Asia, and China’s resurrection as a contender for hegemony. Great powers shifted and so too did their grand strategies.
"Illusions of Location Theory: Consequences for Blue Economy in Africa" questions the relevance of ‘location theory’ in explaining the coastal-hinterland continuum and the implications for the utilization of blue economy ecosystem in such a contested space in Africa. It pays more attention to territorial contestations, maritime disputes, vulnerabilities of landlocked states, and expansionist policies as displayed through spatial organizational regimes. These areas of investigation have previously been largely studied from the narrow perspective of ‘location’, unduly focusing on comparative advantages of ‘distance’, while neglecting the influence of ‘forces’ such as technology, ideology, and the power of mental mapping in spatial decision making. This book explains how the ASEAN regional human rights body (AICHR) was created and why it functioned with a promotional rather than protection mandate. It does this by positioning itself within a sizable literature on norm diffusion, and introduces the concept of “Norm Interpreters” to explain what happens when global human rights norms are adopted/adapted within a local context, particularly highlighting the role of a group of individuals in the process. In this respect it adds to the International Relations literature on norm diffusion and the Southeast Asian region specific literature on ASEAN regionalism and AICHR.
How would we know a good defence strategy if we saw one? The Asian Century is challenging many of the traditional assumptions at the heart of Australian defence policy and strategy. Defence scholars have risen to the challenge of these transformational times and have collectively produced a smorgasbord of alternatives for policy-makers. The problem is that these recommendations all point in very different directions. How should we evaluate these options? Adam Lockyer tackles this question and develops a novel conceptual framework for evaluating defence strategies. By doing so, this book breaks new theoretical ground and makes an important contribution to our understanding of strategy in general and defence strategy in particular. Lockyer then applies this analytical tool to the leading arguments in Australia’s defence debate and finds that there is still substantial work to be done. Lockyer concludes by proposing a new Australian defence strategy for a contested Asia that would pass the test for a ‘good’ defence strategy. In the 21st century, the Indo-Pacific region has become the new centre of the world. The concept of the 'Indo-Pacific', though still under construction, is a potentially 'pivotal' site, where various institutions and intellectuals of statecraft are seeking common ground on which to anchor new regional coalitions, alliances. and allies to better serve their respective national agendas. This book explores the 'Indo-Pacific' as an ambiguous and hotly contested regional security construction. It critically examines the major drivers behind the revival of classical geopolitical concepts and their deployment through different national lenses. The book also analyses the presence of India and the U.S in the Indo-Pacific, and the manner in which China has reacted to their positions in the Indo-Pacific to date. It suggests that national constructions of the Indo-Pacific region are more informed by domestic political realities, anti-Chinese bigotries, distinctive properties of 21st century U.S hegemony, and narrow nation-statist sentiments rather than genuine pan-regional aspirations. The Rise and Return of the Indo-Pacific argues that the spouting of contested depictions of the Indo-Pacific region depend on the fixed geo-strategic lenses of nation-states, but what is also important is the re-emergence of older ideas - a classical conceptual revival - based on early to mid-20th century geopolitical ideas in many of these countries. The book deliberately raises the issue of the sea and constructions of 'nature', as these symbols are indispensable parts of many of these Indo-Pacific regional narratives. Despite the existence of diverse nation-statist, pan- and sub-regional discourses, the narratives of the most powerful states still dominate 21st century Indo-Pacific statecraft. The term 'Indo-Pacific' has the potential of unsettling various existing bilateral and multilateral geopolitical equations within the Indian Ocean region. Despite substantial heterogeneity in Indo-Pacific regional imaginations, the most dominant 'stories' and 'maps' are crafted and disseminated by the most dominant nation -in this case, the U.S- as it grapples with new ways of retaining its hegemony into the 21st century.
Total defence, as a concept, combines and extends military and civil defence: in a state of war or emergency, all social institutions mobilize to defend the state. Total defence forces, led by a diverse workforce of defence and security professionals, are critical to both national defence and international security goals. Total Defence Forces in the Twenty-First Century looks at the various groups that make up this workforce: members of the military’s regular force, reservists, defence civil servants, and contractors working for private military and security companies. When civilian staff and military personnel work towards a common goal, their distinct professional cultures and identities can make integration challenging. Despite the often high levels of partnership, underlying differences affect the quality of the collaboration and, ultimately, organizational and operational effectiveness. Defence ministries around the world are increasingly recognizing the importance of optimizing the ways in which they employ and integrate civilian and military personnel. This volume focuses on a critical question: what are the main challenges to workforce integration and collaboration, and how can such challenges be overcome to deliver the full potential of the total defence force?
