The in-depth analyses presented in this book have a dual focus: (1) Social mechanisms through which the gender wage gap, gender inequality in the attainment of managerial positions, and gender segregation of occupations are generated in Japan; and (2) Assessments of the effects of firms’ gender-egalitarian personnel policies and work–life balance promotion policies on the gender wage gap and the firms’ productivity. In addition, this work reviews and discusses various economic and sociological theories of gender inequality and gender discrimination and considers their consistencies and inconsistencies with the results of the analysis of Japanese data. The low status accorded to part-time workers in Japan has resulted in huge inequalities in the workplace. This book examines the problem in-depth using case-study investigations in Japanese workplaces, and reveals the extent of the inequality. It shows how many part-time workers, most of whom are women, are concentrated in low paid, low skilled, poorly unionised service sector jobs. Part-time workers in Japan work hours equivalent to, or greater than, full-time workers, but receive lower financial and welfare benefits than their full-time colleagues. Overall, the book demonstrates that the way part-time work is constructed in Japan reinforces and institutionalises the sexual division of labour.
The number of women in positions of power and authority in Japanese companies has remained small despite the increase in the number of educated women and the passage of legislation on gender equality. In Too Few Women at the Top, Kumiko Nemoto draws on theoretical insights regarding Japan’s coordinated capitalism and institutional stasis to challenge claims that the surge in women’s education and employment will logically lead to the decline of gender inequality and eventually improve women’s status in the Japanese workplace. Nemoto’s interviews with diverse groups of workers at three Japanese financial companies and two cosmetics companies in Tokyo reveal the persistence of vertical sex segregation as a cost-saving measure by Japanese companies. Women’s advancement is impeded by customs including seniority pay and promotion, track-based hiring of women, long working hours, and the absence of women leaders. Nemoto contends that an improvement in gender equality in the corporate system will require that Japan fundamentally depart from its postwar methods of business management. Only when the static labor market is revitalized through adoption of new systems of cost savings, employee hiring, and rewards will Japanese women advance in their chosen professions. Comparison with the situation in the United States makes the author’s analysis of the Japanese case relevant for understanding the dynamics of the glass ceiling in U.S. workplaces as well.

While the manifestation of sexism against women is widely acknowledged, few people take seriously the idea that males are also the victims of many and quite serious forms of sex discrimination. So unrecognized is this form of sexism that the mere mention of it will be laughable to some. Yet women are typically exempt from military conscription even where men are forced into battle and risk injury, emotional repercussions, and death. Males are more often victims of violent crime, as well as of legalized violence such as corporal punishment. Sexual assault of males is often taken less seriously. Fathers are less likely to win custody of their children following divorce. This paper considers various dimensions and sources of gender inequality and presents policies and best practices to address these. With women accounting for fifty percent of the global population, inclusive growth can only be achieved if it promotes gender equality. Despite recent progress, gender gaps remain across all stages of life, including before birth, and negatively impact health, education, and economic outcomes for women. The roadmap to gender equality has to rely on legal framework reforms, policies to promote equal access, and efforts to tackle entrenched social norms. These need to be set in the context of arising new trends such as digitalization, climate change, as well as shocks such as pandemics.
This report analyzes gender equality in the labor market and related policies and legislation in the Philippines, and concludes with recommendations to promote gender equality. Key mechanisms for attaining inclusive growth for women requires expanding employment opportunities and decent work outcomes for women to promote gender equality in labor markets. Economic growth in the Philippines, however, has not translated into sufficient employment growth and the employment growth has not been inclusive for women. Generally speaking, there has been little improvement in gender equality in the labor market, as measured by the share of women in waged employment in the nonagriculture sector. In the Philippines, the estimated proportion of women's annual earnings to men's annual earnings stands at less than 60%. However, employment growth alone is not sufficient to judge whether there is inclusive growth, especially in low-income countries where there is significant underemployment and a large informal employment sector. Gender inequality in the labor market is ascertained here by reference to seven gender gaps (or deficits for women): labor force participation, human capital, the unpaid domestic and care work burden, vulnerable employment, wage employment, decent work, and social protection. Despite a variety of gender-responsive legal and policy initiatives, an assessment of the labor market in the Philippines reveals that although some gender gaps have been reduced, women still suffer from persistent gender deficits.
