How Hawai'i became an emblem of multiculturalism during its journey to statehood in the mid-twentieth century Gateway State explores the development of Hawai'i as a model for liberal multiculturalism and a tool of American global power in the era of decolonization. The establishment of Hawai'i statehood in 1959 was a watershed moment, not only in the ways Americans defined their nation’s role on the international stage but also in the ways they understood the problems of social difference at home. Hawai'i’s remarkable transition from territory to state heralded the emergence of postwar multiculturalism, which was a response both to independence movements abroad and to the limits of civil rights in the United States. Once a racially problematic overseas colony, by the 1960s, Hawai'i had come to symbolize John F. Kennedy’s New Frontier. This was a more inclusive idea of who counted as American at home and what areas of the world were considered to be within the U.S. sphere of influence. Statehood advocates argued that Hawai'i and its majority Asian population could serve as a bridge to Cold War Asia—and as a global showcase of American democracy and racial harmony. In the aftermath of statehood, business leaders and policymakers worked to institutionalize and sell this ideal by capitalizing on Hawai'i’s diversity. Asian Americans in Hawai'i never lost a perceived connection to Asia. Instead, their ethnic difference became a marketable resource to help other Americans navigate a decolonizing world. As excitement over statehood dimmed, the utopian vision of Hawai'i fell apart, revealing how racial inequality and U.S. imperialism continued to shape the fiftieth state—and igniting a backlash against the islands’ white-dominated institutions.
What would constitute a definitively "green" state? In this important new book, Robyn Eckersley explores what it might take to create a green democratic state as an alternative to the classical liberal democratic state, the indiscriminate growth-dependent welfare state, and the neoliberal market-focused state—seeking, she writes, "to navigate between undisciplined political imagination and pessimistic resignation to the status quo." In recent years, most environmental scholars and environmentalists have characterized the sovereign state as ineffectual and have criticized nations for perpetuating ecological destruction. Going consciously against the grain of much current thinking, this book argues that the state is still the preeminent political institution for addressing environmental problems. States remain the gatekeepers of the global order, and greening the state is a necessary step, Eckersley argues, toward greening domestic and international policy and law. The Green State seeks to connect the moral and practical concerns of the environmental movement with contemporary theories about the state, democracy, and justice. Eckersley's proposed "critical political ecology" expands the boundaries of the moral community to include the natural environment in which the human community is embedded. This is the first book to make the vision of a "good" green state explicit, to explore the obstacles to its achievement, and to suggest practical constitutional and multilateral arrangements that could help transform the liberal democratic state into a postliberal green democratic state. Rethinking the state in light of the principles of ecological democracy ultimately casts it in a new role: that of an ecological steward and facilitator of transboundary democracy rather than a selfish actor jealously protecting its territory.
States of Memory illuminates the construction of national memory from a comparative perspective. The essays collected here emphasize that memory itself has a history: not only do particular meanings change, but the very faculty of memory—its place in social relations and the forms it takes—varies over time. Integrating theories of memory and nationalism with case studies, these essays stake a vital middle ground between particular and universal approaches to social memory studies. The contributors—including historians and social scientists—describe societies’ struggles to produce and then use ideas of what a “normal” past should look like. In the decades following World War II, municipal leaders and ordinary citizens embraced San Francisco’s identity as the “Gateway to the Pacific,” using it to reimagine and rebuild the city. The city became a cosmopolitan center on account of its newfound celebration of its Japanese and other Asian American residents, its economy linked with Asia, and its favorable location for transpacific partnerships. The most conspicuous testament to San Francisco’s postwar transpacific connections is the Japanese Cultural and Trade Center in the city’s redeveloped Japanese-American enclave. Focusing on the development of the Center, Meredith Oda shows how this multilayered story was embedded within a larger story of the changing institutions and ideas that were shaping the city. During these formative decades, Oda argues, San Francisco’s relations with and ideas about Japan were being forged within the intimate, local sites of civic and community life. This shift took many forms, including changes in city leadership, new municipal institutions, and especially transformations in the built environment. Newly friendly relations between Japan and the United States also meant that Japanese Americans found fresh, if highly constrained, job and community prospects just as the city’s African Americans struggled against rising barriers. San Francisco’s story is an inherently local one, but it also a broader story of a city collectively, if not cooperatively, reimagining its place in a global economy.

In Para-States and Medical Science, P. Wenzel Geissler and the contributors examine how medicine and public health in Africa have been transformed as a result of economic and political liberalization and globalization, intertwined with epidemiological and technological changes. The resulting fragmented medical science landscape is shaped and sustained by transnational flows of expertise and resources. NGOs, universities, pharmaceutical companies and other nonstate actors now play a significant role in medical research and treatment. But as the contributors to this volume argue, these groups have not supplanted the primacy of the nation-state in Africa. Although not necessarily stable or responsive, national governments remain crucial in medical care, both as employers of health care professionals and as sources of regulation, access, and – albeit sometimes counterintuitively - trust for their people. “The state” has morphed into the “para-state” — not a monolithic and predictable source of sovereignty and governance, but a shifting, and at times ephemeral, figure. Tracing the emergence of the “global health” paradigm in Africa in the treatment of HIV, malaria, and leprosy, this book challenges familiar notions of African statehood as weak or illegitimate by elaborating complex new frameworks of governmentality that can be simultaneously functioning and dysfunctional. Mohawk Interruptus is a bold challenge to dominant thinking in the fields of Native studies and anthropology. Combining political theory with ethnographic research among the Mohawks of Kahnawà:ke, a reserve community in what is now southwestern Quebec, Audra Simpson examines their struggles to articulate and maintain political sovereignty through centuries of settler colonialism. The Kahnawà:ke Mohawks are part of the Haudenosaunee or Iroquois Confederacy. Like many Iroquois peoples, they insist on the integrity of Haudenosaunee governance and refuse American or Canadian citizenship. Audra Simpson thinks through this politics of refusal, which stands in stark contrast to the politics of cultural recognition. Tracing the implications of refusal, Simpson argues that one sovereign political order can exist nested within a sovereign state, albeit with enormous tension around issues of jurisdiction and legitimacy. Finally, Simpson critiques anthropologists and political scientists, whom, she argues, have too readily accepted the assumption that the colonial project is complete. Belying that notion, Mohawk Interruptus calls for and demonstrates more robust and evenhanded forms of inquiry into indigenous politics in the teeth of settler governance.
In Imperial Gateway, Seiji Shirane explores the political, social, and economic significance of colonial Taiwan in the southern expansion of Japan's empire from 1895 to the end of World War II. Challenging understandings of empire that focus on bilateral relations between metropole and colonial periphery, Shirane uncovers a half century of dynamic relations between Japan, Taiwan, China, and Western regional powers. Japanese officials in Taiwan did not simply take orders from Tokyo; rather, they often pursued their own expansionist ambitions in South China and Southeast Asia. When outright conquest was not possible, they promoted alternative strategies, including naturalizing resident Chinese as overseas Taiwanese subjects, extending colonial police networks, and deploying tens of thousands of Taiwanese to war. The Taiwanese—merchants, gangsters, policemen, interpreters, nurses, and soldiers—seized new opportunities for socioeconomic advancement that did not always align with Japan's imperial interests. Drawing on multilingual archives in six countries, Imperial Gateway shows how Japanese officials and Taiwanese subjects transformed Taiwan into a regional gateway for expansion in an ever-shifting international order. Color coded terror alerts, invasion, drone war, rampant surveillance: all manifestations of the type of new power Brian Massumi theorizes in Ontopower. Through an in-depth examination of the War on Terror and the culture of crisis, Massumi identifies the emergence of preemption, which he characterizes as the operative logic of our time. Security threats, regardless of the existence of credible intelligence, are now felt into reality. Whereas nations once waited for a clear and present danger to emerge before using force, a threat's felt reality now demands launching a preemptive strike. Power refocuses on what may emerge, as that potential presents itself to feeling. This affective logic of potential washes back from the war front to become the dominant mode of power on the home front as well. This is ontopower—the mode of power embodying the logic of preemption across the full spectrum of force, from the “hard” (military intervention) to the "soft" (surveillance). With Ontopower, Massumi provides an original theory of power that explains not only current practices of war but the culture of insecurity permeating our contemporary neoliberal condition.
