The Office of Mgmt. and Budget has developed¿ Grants.gov¿ as the central grant identification and application portal for fed. grant programs. Grants.gov officials have acknowledged noticeably degraded system performance, and grantees have reported difficulties submitting applications that have in some cases led to late or incomplete submissions and lost opportunities for both grantees and populations served. This report examines: (1) the benefits of Grants.gov and applicant experiences with submitting applications; (2) the governance structure of Grants.gov; and (3) the range of agency policies for processing Grants.gov applications. As a result of funding and governance challenges -- such as untimely contributions, a lack of performance metrics, unclear lines of authority, and confusion over roles and responsibilities among Grants.gov's governance bodies -- that have adversely affected operations, this report examines: (1) key factors HHS should consider when proposing a funding model for Grants.gov; and (2) how the Grants.gov governance bodies could address Grants.gov's previously identified governance challenges.
