This business history analyzes the connections between private business, disarmament, and re-armament as they affected arms procurement and military technology transfers in Eastern Europe from 1919 to 1939. Rather than focusing on the negotiations or the political problems involved with the Disarmament Conferences, this study concerns itself with the business effects of the disarmament discussions. Accordingly, Schneider-Creusot, Škoda, Vickers, and their respective business activities in Eastern European markets serve as the chief subjects for this book, and the core primary sources relied upon include their unpublished corporate archival documents. Shifting the scope of analysis to consider the business dimension allows for a fresh appraisal of the linkages between the arms trade, disarmament, and re-armament. The business approach also explodes the myth of the 'merchants of death' from the inside. It concludes by tracing the armaments business between 1939 and 1941 as it transitioned from peacetime to war.
Col. Frank Kowalski served as the Chief of Staff of the American military advisory group that helped establish the National Police Reserve, the predecessor to the Japan Self-Defense Forces during its first two years of existence. His work provides a detailed account of the manning, logistics, and personalities involved in standing up—on short notice—of a force of approximately 75,000, while sharing insights about the diplomatic, political, legal, and constitutional challenges his headquarters and his Japanese counterparts faced in rearming Japan in the wake of the sudden outbreak of the Korean War. There is a broad sense in both Russia and the United States that deep nuclear reductions--a goal endorsed by both governments--would constitute a risky step into the unknown and could undermine international security. However, until now, the reasons behind these concerns--and whether they are justified--have not been properly explored. Based on a series of interviews with opinion formers in both Russia and the United States, this Adelphi maps out these concerns as they relate to the effectiveness of deterrence (including extended deterrence), the possible incentives to use nuclear weapons first in a crisis, the potential for rearmament and nuclear multipolarity. Contrary to popular belief, there is evidence against which these fears can be assessed. The practical experience of deterrence at low numbers that was acquired by the Soviet Union and the United States early in the Cold War, as well as by other nuclear-armed states, is highly relevant. Based on this experience and insights from deterrence theory, this Adelphi concludes that most of the challenges associated with low numbers are not really a consequence of arsenal size and, accordingly, that there are good reasons to believe that deep reductions would not undermine international security.
Nuclear disarmament is firmly back on the international agenda. But almost all current thinking on the subject is focused on the process of reducing the number of weapons from thousands to hundreds. This rigorous analysis examines the challenges that exist to abolishing nuclear weapons completely, and suggests what can be done now to start overcoming them. The paper argues that the difficulties of 'getting to zero' must not preclude many steps being taken in that direction. It thus begins by examining steps that nuclear-armed states could take in cooperation with others to move towards a world in which the task of prohibiting nuclear weapons could be realistically envisaged. The remainder of the paper focuses on the more distant prospect of prohibiting nuclear weapons, beginning with the challenge of verifying the transition from low numbers to zero. It moves on to examine how the civilian nuclear industry could be managed in a nuclear-weapons-free world so as to prevent rearmament. The paper then considers what political-security conditions would be required to make a nuclear-weapons ban enforceable and explores how enforcement might work in practice. Finally, it addresses the latent capability to produce nuclear weapons that would inevitably exist after abolition, and asks whether this is a barrier to disarmament, or whether it can be managed to meet the security needs of a world newly free of the bomb.

This report was prepared for the Working Group on the Crime of Aggression at the 8th session of Preparatory Commission, held in September-October 2001. The paper consists of four parts relating to: the Nuremberg tribunal; tribunals establish pursuant to Control Council Law number 10; the Tokyo tribunal; and the United Nations. Annexes contain tables regarding aggression by a State and individual responsibility for crimes against peace. The paper seeks to provide an objective, analytical overview of the history and major developments relating to aggression, both before and after the adoption of the UN Charter.
The debate about appropriate purposes and policies for U.S. nuclear weapons has been under way since the beginning of the nuclear age. With the end of the Cold War, the debate has entered a new phase, propelled by the post-Cold War transformations of the international political landscape. This volume--based on an exhaustive reexamination of issues addressed in The Future of the U.S.-Soviet Nuclear Relationship (NRC, 1991)--describes the state to which U.S. and Russian nuclear forces and policies have evolved since the Cold War ended. The book evaluates a regime of progressive constraints for future U.S. nuclear weapons policy that includes further reductions in nuclear forces, changes in nuclear operations to preserve deterrence but enhance operational safety, and measures to help prevent proliferation of nuclear weapons. In addition, it examines the conditions and means by which comprehensive nuclear disarmament could become feasible and desirable.
