In Youth and Post-Conflict Reconstruction: Agents of Change, Stephanie Schwartz goes beyond these highly publicized cases and examines the roles of the broader youth population in post-conflict scenarios, taking on the complex task of distinguishing between the legal and societal labels of "child," "youth," and "adult."
Some of the bloodiest conflicts occur on the African continent. An Afrocentric perspective is therefore a suitable starting point for research into the possible strategies for post-conflict peacebuilding. The authors of this book consider the problems around the concept of ‘post-conflict’ and the blurring of military and civilian roles, analysing the UN roles in the DRC and Sierra Leone, as well as the African Union Mission in Burundi. The main context of the book, however, is the South African Army’s strategy for PCRD in Africa, which was developed with the African Union’s 2006 Post-Conflict, Reconstruction and Development Needs Assessment Guide in mind. This book emanates from this plan. It therefore also explores South Africa’s policy imperatives to integrate development projects and peace missions, involving the military as well as civilian organisations. While this book is not intended as an instruction manual, it hopes to ignite an understanding of the particular processes required to develop a sustainable and cohesive post-conflict peacebuilding strategy within the African environment.
The UNDP Crisis Prevention and Recovery Report 2008 titled Post-Conflict Economic Recovery: Enabling Local Ingenuity, is a comprehensive analysis focusing on three critical factors: the importance of local ingenuity to guide recovery, the state s role in promoting this ingenuity, and the policies needed to rebuild battered economies and reduce the risk of conflict recurrence. The Real Politics of the Horn of Africa delves into the business of politics in the turbulent, war-torn countries of north-east Africa. Drawing on a thirty-year career in Sudan, Ethiopia, Eritrea and Somalia, including experience as a participant in high-level peace talks, Alex de Waal provides a unique and compelling account of how these countries’ leaders run their governments, conduct their business, fight their wars and, occasionally, make peace. De Waal shows how leaders operate on a business model, securing funds for their ‘political budgets’ which they use to rent the provisional allegiances of army officers, militia commanders, tribal chiefs and party officials at the going rate. This political marketplace is eroding the institutions of government and reversing statebuildingÑand it is fuelled in large part by oil exports, aid funds and western military assistance for counter-terrorism and peacekeeping. The Real Politics of the Horn of Africa is a sharp and disturbing book with profound implications for international relations, development and peacemaking in the Horn of Africa and beyond.
Narrating War and Peace in Africa interrogates conventional representations of Africa and African culture -- mainly in the twentieth and early twenty-first centuries -- with an emphasis on portrayals of conflict and peace. While Africa has experienced political and social turbulence throughout its history, more recent conflicts seem to reinforce the myth of barbarism across the continent: in Nigeria, Rwanda, Somalia, Sierra Leone, Uganda, Kenya, Mozambique, Chad, South Africa, Zimbabwe, and Sudan. The essays in this volume address reductive and stereotypical assumptions of postcolonial violence as "tribal" in nature, and offer instead various perspectives -- across disciplinary boundaries -- that foster a less fetishized, more contextualized understanding of African war, peace, and memory. Sub-Saharan Africa has been marred by conflicts during the past several decades. While the intensity of conflicts in recent years is lower than that observed in the 1990s, the region remains prone to conflicts, with around 30 percent of the countries affected in 2019. In addition to immeasurable human suffering, conflicts impose large economic costs. On average, annual growth in countries in intense conflicts is about 2.5 percentage points lower, and the cumulative impact on per capita GDP increases over time. Furthermore, conflicts pose significant strains on countries’ public finances, lowering revenue, raising military spending, and shifting resources away from development and social spending.

Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.
